About this file
Summary
This is a Request for Bid (RFB) issued by the University of Wisconsin Oshkosh for postal services equipment maintenance. The University seeks bids to provide service and preventive maintenance for four pieces of equipment: a Hasler envelope inserter (Model M8800i, approximately 5 years old), a Hasler tabber system (feeder FDRSS and tabber HT30, approximately 5 years old), a Bunn tying machine (Model 142E or 142X, 40+ years old), and a Polychem strapper (Model PC100, 40+ years old). Bidders may submit bids for all four lots or only those lots they can service. The RFB was released January 10, 2022, with written questions due January 14, 2022, and bids due January 24, 2022, at 2:00 PM CDT. Award notification was estimated for January 2022, with a contract start date estimated for February 2022. The initial contract term runs for three years from the award date, with automatic renewal for two additional one-year terms unless either party provides written notice 90 days prior to expiration. Services must be performed on-site at the University's Postal Services location (650 Witzel Ave, Oshkosh, WI 54904) during normal business hours (8:00 AM to 4:30 PM).
Bidders must submit an annual preventive maintenance cost for each equipment lot along with a net total annual cost, plus hourly rates for repair services during and outside regular business hours. Annual preventive maintenance plans must cover all preventative maintenance expenses including parts, supplies, labor, travel costs, and troubleshooting, with one annual maintenance performed per equipment and a 48-hour callback response time required. The maximum markup on parts and materials is limited to 10 percent. Bidders must have three years of experience providing postal equipment maintenance services and must provide three client references. Award will be made on the basis of the lowest net annual preventive maintenance cost per equipment and lowest repair rates, as judged to be in the best interest of the University. Bidders must complete all required forms including DOA-3832, maintain insurance coverage of at least one million dollars in commercial general liability, and agree to Wisconsin Cooperative Purchasing participation. The University does not guarantee any specific quantity or dollar amount of purchases and reserves the right to issue separate bids if deemed necessary.

• Are responsible for receipt, acceptance, and inspection of commodities directly from the contractor, and making payment directly to the contractor.

Bidders/Proposers may or may not agree to furnish the commodities or services of this bid/proposal to Wisconsin municipalities. A vendor’s decision on participating in these services has no effect on awarding this contract.
Bidder: Please indicate your willingness to furnish the commodities or services to Wisconsin municipalities by checking the appropriate box below.
I Agree to furnish the commodities or services of this bid/proposal to Wisconsin municipalities with any special conditions noted below.
I Do Not Agree to furnish the commodities or services to Wisconsin municipalities.
