Bureau of Land Management Yuma Field Office Domestic Water Sampling/Testing Services Contract La Posa South Quartzite AZ/South Mesa Imperial Dam AZ

SCOPE OF WORK

Summary of Work:

The Bureau of Land Management (BLM), Yuma Field Office (YFO), is requesting proposals from qualified companies to provide Certified System Operator service and supply for all treatment chemicals, testing media, and treatment system maintenance materials. Applicants shall be licensed as a Certified Water System Operator in Arizona and California, and able to provide chemical treatment for delivery of potable water, laboratory testing, treatment system maintenance, and other related technical services such as preparing and filing reports and producing reporting system input as related to the delivery of potable water for public consumption and use. The Imperial System generates up 600,000 gallons per year and the existing La Posa South system generates up 400,000 gallons per year the additional system located at La Posa Tyson will generate an additional 600,000 gallons annually. This system is not yet online or in production.

The contract will be awarded with a base year and 4 option years, up to 5 years total. An itemized proposal shall include the furnishing of all labor categories, equipment, materials, tools, supervision, and all other items incidental to and required to provide testing for safe drinking water, laboratory testing with reports, and related technical services that comply with the County of Imperial, California, La Paz County, Arizona, and ADEQ.

YFO is requesting service at the three recreation sites. La Posa South and La Posa Tyson Long Term Visitor Area (LTVA) located in Quartzite, AZ (See appendix A: La Posa Drinking Water Monitoring Plan) with 2 separate water sources and 10 sample sites (see site map) and Imperial Dam LTVA, (See Appendix B South Mesa Drinking Water Monitoring Plan) located in Winterhaven, CA north of Yuma, AZ on the California side of the Colorado River with 1 water source and 5 sample sites (see site map). The government requests the contractor provide a cost for the following, also to include option years:

· The contractor will furnish all labor and materials necessary to collect and analyze drinking water samples for the two existing drinking water systems. The contractor will work directly with the field office to develop a sampling plan that will meet all the requirements for the Counties of Imperial, CA, La Paz, AZ, and ADEQ requirements. The contractor will coordinate with YFO to agree on the analytical methods used that will detect all contaminates in question. The analysis for the government samples will be at a laboratory approved for drinking water analysis by Imperial County Department of Health Services La Paz County and ADEQ.

· The services rendered shall be to perform testing for monthly Coliform and annual Nitrate/Nitrite sampling for the purposes of complying with all Federal and State of AZ and CA drinking water regulations and as required for water and related technical services and assistance as directed. Contract to include a rush analysis service. This is a requirement that the contractor must take the required three repeat samples within 24 hours of a repeat sample testing positive.

· All testing services performed shall conform to the Safe Drinking Water Act (SDWA), United States Environmental Protection Agency (EPA) regulations, National Pollutant Discharge Elimination System (NPDES), Clean Water Act (CWA) and any other state and/or federally mandated regulations and use current EPA approved test methods or EPA authorized and approved equivalent methods. Laboratories performing tests under this contract must be certified to perform drinking water analyses in the following programs: by Imperial County Department of Health Services (ICDHS), La Paz County and ADEQ.

General Tasks:

1. Assume Certified Water System Operator oversight and action responsibility for the two identified water systems. This action includes providing and applying necessary treatment chemicals, tests and test materials, providing treatment system maintenance, generating and filing all applicable system reports and ensuring quality control of the potable system.

2. Update/Prepare a Sampling and Analysis Plan (SAP) which describes the sampling locations, numbers, and types of samples to be collected, and the quality control requirements of the project.

3. The Contractor shall provide the following rush analysis services when a positive test result is present and notify the Contracting Officer Representative or its designated representative of the test results by telephone and e-mail confirmation.

a) This contract will include provisions for rush analysis services requiring the sampling contractor to take the required repeat samples (up to 4 per site) within 24 hours of being notified of a positive coliform routine sample.

4. All analysis performance and reporting shall be compliant with all current Federal and State of California and Arizona minimum detection limits (MDLs) and minimum reporting levels (MRLs).

5. Must follow all Federal and State regulations for the sampling collection of Transient, Noncommunity Public Water System.

6. Collect samples in an area free of excessive dust, rain, snow, or other sources of contamination.

7. Select a cold-water faucet for sampling which is free of contaminating devices such as screens, aeration devices, hoses, purification devices or swiveled faucets. Check the faucet to be sure it is clean. If the faucet is in a state of disrepair, select another sampling location.

8. Fill out the chain of custody form with the sample collection information. Record the site location, name of the sampler, date and time of collection, method of collection, type of analysis to be completed, and preservative in use.

9. Deliver or ship samples to the laboratory to ensure that holding times are met. Holding time starts at sample collection and ends at preparation and/or analysis. Be sure to allow time for the laboratory to process the samples.

10. If a Total Coliform positive result occurs, the contractor should contact BLM immediately and perform appropriate testing/samples in alignment with the Total Coliform Rule.

11. Work with BLM local office to designate a point of contact/record keeper to review and maintain records results to include annual nitrate and nitrite testing results.

12. Take coliform samples early in the month to ensure that repeat samples can be taken in the same month.

13. Take Nitrite and Nitrate Samples annually in January.

14. Contact the State, County, and Contracting Officer Representative (COR) following a positive repeat sample for guidance on what actions should be taken.

15. Post public notifications of MCL violations when applicable and maintain a copy of the violations provided by the contractor.

16. Expansion site: La Posa Tyson, may be added at later date at same cost as provided in contract, site will be within proximity of the proposed sites.

Period of Performance:

The estimated performance time for this task order is 365 calendar days.

Base Year: 1 September 2025 – 30 August 2026 Option Year 1: 1 September 2026 – 31 August 2027 Option Year 2: 1 September 2027 – 31 August 2028 Option Year 3: 1 September 2028 – 31 August 2029 Option Year 4: 1 September 2029 – 31 August 2030

Deliverables:

Scoping Meeting and Site Visit (within 14 calendar days after Award): Initiate and conduct a meeting and site visit to each site, the Contractor shall provide meeting notes outlining goals and discussion.

Written report that provides a summary of all sampling methods, laboratory methods, laboratory results and recommendations for the future use based on the sampling results. Due within 5 days of sampling event.

Restrictions:

Only authorized BLM COR can make on-call services.

Any performance of services outside the scope of work or in excess of funding is at the contractor’s risk. Services must be in accordance with any applicable local, state, or federal regulations.

Payment Terms:

Payments are to be made via monthly itemized invoice.

Price is based upon established commercial pricing for similar services to other organizations.

Government Furnished Property: None.

Quality Assurance Plan:

Introduction: The quality assurance plan is intended to measure the quality of goods and services purchased from the Contractor. To accomplish quality assurance the Government may utilize assessment measures to ensure that the Contractor’s Performance is acceptable. The criteria for determining task performance is timeliness, work omissions, and any re-work needed.

Methods of Assessment:

100% inspection: Monthly or weekly observation and recorded reports indicating satisfactory or unsatisfactory performance may be used.

Planned Sampling: The Government may utilize scheduled evaluations resulting in an assessment of the Contractor’s performance.

Validated Complaints: Validated complaints may be recorded to indicate any deficient work. Complaints must be verified by authorized BLM Personnel.

General Criterial for Tasks:

Work Omissions: A major omission is a work requirement that if omitted or performed unsatisfactory would have a significant impact on the overall work requirement.

Minor work omissions do not have a significant effect on the work requirement.

Timeliness: Weekly and/or bi-weekly tasks shall be completed in accordance with the delivery schedule.

Re-work needed: The Contractor is allowed a reasonable time to perform any work that is identified as unsatisfactory or has not been performed.

Level of Assessment:

The level of assessment shall be determined by the Contracting Officer’s Representative. If reporting indicates performance below an acceptable level, increased assessment of performance may be required by scheduled evaluations.

Sampling and Analysis Plan (SAP) for Coliform:

Proposals shall reflect a sampling and analysis Plan (SAP) for each site, 1 monthly coliform test for both La Posa South and South Mesa Imperial Dam locations alternating the sampling location monthly and 1 annual Nitrate/Nitrite test for both La Posa South and South Mesa Imperial Dam alternating the sampling location annually. In addition, allow for up to 4 additional test per site in the event of a positive routine test result, to comply with the retest regulations and appropriate testing/samples in alignment with the total coliform rule.

Coliform Testing

1. Collection of Coliform samples must follow all Federal, State and local and ADEQ Regulations.

2. Monthly Coliform samples must occur on the first week of each month.

3. Collect one routine coliform sample from the predetermined sample site shown in Table 1 and Table 2.

4. Coliform analysis must be performed at a certified laboratory.

5. If a sample is not taken during a month, a public notification must be prepared and posted per the Federal, State, local and ADEQ guidelines.

6. Take four repeat samples within 24 hours of being notified by the laboratory of the positive routine result.

7. Attempt to find the cause or source of the positive result.

8. If the sample is positive for E. coli, consult with COR on whether the water system should be shut down until it tests absent of coliforms.

9. Collect four repeat coliform samples from the predetermined sample locations indicated in Table 3 for Imperial Dam and Table 4 for La Posa within 24 hours of being notified of the positive result by the laboratory.

10. If a positive result occurs follow Federal, State and Local regulations.

Nitrate and Nitrite Testing

1. Collection of Nitrate and Nitrite samples must follow all Federal, State, Local and ADEQ guidelines.

2. Nitrate and Nitrite sampling must be analyzed in a certified laboratory.

3. Annual sampling of Nitrite and Nitrate must occur in January.

4. Prepare and post a public notification per Federal, State, Local and ADEQ guidelines if a nitrite or Nitrite sample is not taken.

5. If a violation occurs, follow all Federal, State, Local and ADEQ regulations.

6. Inform the COR of the violation and ask for further guidance.

Routine Maintenance

· The backflow prevention devices must be inspected annually by a certified inspector and is scheduled by BLM. Document the inspections and any modifications or repairs to the system in the water system files.

· Inspect the water system at least monthly and following a coliform MCL violation. The inspection must address the issues identified in this section. Document any deficiencies in writing and notify appropriate management and engineering personnel of projects needed to maintain or improve the system.

· Performing a thorough inspection of the well, storage tank, distribution system or cross connection after a positive Coliform reading.

Well Inspection

1. Check that the well sanitary seal is secured to the casing.

2. Check that the well vent is screened and inverted.

3. Check that the concrete pad around the well casing is structurally sound and has not settled.

4. Check that there is positive drainage away from the well casing.

5. Check that electrical conduit is in good condition and sealed where it enters the well sanitary seal.

6. Cleaning pump house and complete any repairs needed to keep rodents out will be completed by BLM maintenance.

7. Exercise the sample tap.

Storage Tank Inspection

1. Inspect tank exterior for leaks or damage, repair as necessary.

2. Examine the top of the storage tank for evidence of structural damage or birds perching on the tank; repair or remove debris as necessary.

3. Inspect the access hatch on top of the tank, ensure that it is secure, locked, and effectively seals/covers the opening (e.g., is the gasket in place); replace the gasket, missing nuts and bolts, and damaged hinges if necessary.

4. Inspect danger signs (i.e., confined space warnings) and lock on access hatch, replace if necessary.

5. Inspect tank interior for sediment accumulation, slime or algae growth, or rusting; contract for cleaning or painting the tank if necessary.

6. Test the pressure switch or ball float that turns on/off the well pump; readjust/repair if necessary.

7. Inspect the vent and overflow screens; replace if necessary.

8. Maintain overflow pipe at least 12 inches above grade to prevent ponding around the overflow and make it more difficult for small animals to damage the screen.

9. Ensure that drainage from the overflow is not undermining the tank footing or causing erosion.

Distribution System Inspection

1. Walk the entire system, looking for leaks, potential cross connections, and exposed lines.

2. Locate and exercise all valves. BLM will check for surface runoff ponding in valve boxes, raise valve boxes, and replace inoperable valves, as necessary.

3. BLM maintenance will check that self-draining vacuum breakers are installed on all hose bibs, hydrants, and any other threaded taps. Purchase and install self-draining vacuum breakers, where necessary.

Water System Disinfection

Follow these disinfection procedures after one of the following occur:

1. One or more repeat coliform sample tests positive.

2. Prior to reopening the system after it is shut down for an extended period.

3. After a repair is made to the water distribution system.

4. Prior to opening a newly constructed section of the distribution system.

Water System Disinfection Procedures

1. Inform the Camp Host and COR of Planned water distribution system disinfection one week in advance if possible.

2. Instruct the Camp Host and COR to inform the public to flush all taps in residences until the water from each runs clear without chlorine odor after disinfection process is completed.

3. Use hoses as necessary to divert chlorinated water away from all surface waters.

4. Follow all Well Disinfecting Procedures per Federal, State, Local and ADEQ guidelines.
