CH 10704

STATEMENT OF WORK

CHIPPEWA NATIONAL FOREST

DEER RIVER RANGER DISTRICT

WILD RICING SITE ACCESS IMPROVEMENT PROJECT

Project Scope:

A. The intent of this project is to provide safe and environmentally friendly public access to two high priority wild rice gathering areas located on State of Minnesota and U.S. National Forest lands. This will be achieved through the installation of floating boardwalks as shown on the attached Drawings.

B. The project is comprised of all required labor, equipment, and materials necessary to perform the following work:

1. Work includes but is not limited to mobilization, erosion control, site protection and stabilization, and providing, constructing, and installing two floating boardwalks as shown in the Drawings. Work may also include snow removal to access the site(s) for winter construction.

2. The intent of the contract is to provide for the complete construction of the project described in the contract documents. Unless otherwise provided, the contractor is to furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project in reasonably close conformity with the Drawings and Specifications, and in accordance with the provisions of the contract. Payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered incidental to and included in the payment for items shown.

3. Specific requirements can be found on the attached Drawings.

C. Locations of Work:

1. Chub Lake Site: The site is located on the Minnesota Department of Natural Resources’ Mud Goose Lake Wildlife Management Area in Cass County, Minnesota; T144N, R27W, S25.

From Deer River, MN follow US Hwy 2 west for 15.6 miles. Turn left on Six Mile Lake Rd, FR2127, and travel south and east for 6.6 miles. Turn right on FR2266 and travel southwest 0.8 miles. Turn left on FR2260 and travel 1.3 miles. Turn left on S3413 and follow the Chub Lake access road 0.3 miles to the project site.

2. Pine Grove Site: The site is located on Chippewa National Forest Land in Itasca County, Minnesota; T147N, R26W, S7.

From Deer River, MN follow US Hwy 2 west for 1 mile. Turn right on State Hwy 46 and travel north for 17.7 miles. Turn right on CR 35 and travel east for 2.4 miles. Turn left on Pine Grove Rd, CR 158, and travel north 2.4 miles to the project site, which is located on the east side of the road.

D. Performance Time: Construction shall occur between January 2, 2023 and March 10th, 2023 at the approval of the CO. No work is allowed during evenings, weekends, or Government Holidays.

E. Material Source: All required materials will be provided by the Contractor. There will be no Government furnished materials.

F. Price Range for the project is between $100,000 and $250,000.

Site Visit

Bidders are urged and expected to inspect the site(s) where the work will be performed and to familiarize themselves with all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after Contract award.

Safety and Public Notification:

Place warning signs at the proper locations to warn public of closures, and construction traffic.

All signs shall meet the minimum requirements as established by the Manual of Uniform Traffic Control devices (MUTCD), current edition with revisions. Post a notice indicating where and when the public might expect closures due to project work on access roads to the project.

Proper posting of notification and warning signs is the responsibility of the Contractor.

Contractor’s use and maintenance of existing roads

The Contractor is authorized to use US Forest System Roads as needed to access the project site.

The roads authorized for use will be subject to the following general conditions:

A. Federal Regulations contained in 36 CFR 261.12; except vehicle weight will not exceed that of AASHTO HS20-44 and/or U80 Loading. Submit written requests to the CO for approval to use L90 and U102 overload loadings on US Forest System Roads authorized for use. The Contractor is responsible for obtaining any overweight permits for operating on non-US Forest System Roads. Regulations prohibit damaging a road or blocking a road open to use by others.

The Contractor is responsible for and will perform road maintenance commensurate with use on US Forest System Roads used to haul equipment and materials to and from the project site. Perform road maintenance at such intervals that prevent deterioration of the roadway, or as directed by the Contracting Officer.

Damage to Structures:

The Contractor will be held liable for any damage caused by his/her personnel to any existing bridges, ditches, culverts, or signs. Repair of structures damaged by the Contractor’s operations, shall be completed by the Contractor at no cost to the Government.

Submittals and Notifications:

The following required items need to be submitted according to the schedule shown to prevent delays or stoppages of work.

The following events require advance written notification to the CO. Notifications may be faxed, mailed, emailed, or hand delivered.

ENVIRONMENTAL PROTECTION:

Prior to mobilization, all equipment and vehicles shall be pressure washed to avoid introducing noxious weed seeds to the construction site.

Design and locate equipment repair shops, stationary refueling sites, or other facilities to minimize the potential and impacts of hazardous material spills on Government land.

Before beginning any work, submit a Hazardous Spill Plan. List actions to be taken in the event of a spill. Incorporate preventive measures to be taken, such as the location of mobile refueling facilities, storage and handling of hazardous materials, and similar information. Immediately notify the CO of all hazardous material spills. Provide a written narrative report form no later than 24 hours after the initial report and include the following:

• Description of the item spilled (including identity, quantity, manifest number, and other identifying information).

• Whether amount spilled is EPA or state reportable, and if so whether it was reported, and to whom.

• Exact time and location of spill including a description of the area involved.

• Containment procedures.

• Summary of any communications the Contractor had with news media, Federal, state and local regulatory agencies and officials, or Forest Service officials.

• Description of clean-up procedures employed or to be employed at the site including final disposition and disposal location of spill residue.

When available provide copies of all spill related clean up and closure documentation and correspondence from regulatory agencies.

The Contractor is solely responsible for all spills or leaks that occur during the performance of this contract. Clean up spills or leaks to the satisfaction of the CO and in a manner that complies with Federal, state, and local laws and regulations.

BOARDWALK INSTALLATION:

Provide and install boardwalks as shown in the Drawings.

Snow Removal:

This project is scheduled for winter construction and snow removal may be required for site access. Performance requirements for all sections of road:

A. Only use equipment specifically designed for snow removal. On gravel surfaced roads, blades shall be equipped with skid shoes and operated to prevent the removal of gravel from the road surface. Slow-moving equipment used for snow plowing shall be equipped with a slow-moving vehicle emblem or be equipped with flashing lights.

B. Dozers, tracked, or cleated vehicles shall not be used for snow removal without prior written approval of the CO.

C. Snow shall be removed from the entire traveled way.

D. Openings shall be provided in the snow berm to prevent problems from melt water ponding in the road or causing erosion on long grades.

E. Locations of Work

a. Chub Lake Site: FR2127 (Six Mile Lake Road) is plowed and maintained open to traffic from US Hwy 2, at the west end of FR2127, to the intersection of FR2130 (Reservation Hwy 20). The remaining portions of FR2127, FR2266, FR2260, and ST. S3413 are not snow plowed. The length of unplowed road to access the site is approximately 5.7 miles.

b. Pine Grove Site: County Road 158 (Pine Grove Rd) is plowed and maintained open to traffic for the full length. The 0.15 mile trail accessing the boardwalk site is unplowed.

Turf Establishment:

If ground disturbance occurs on the project, establish turf on all disturbed areas immediately following the completion of construction before weed growth or soil erosion occurs.

Seedbed Preparation

Evenly spread stripped and stockpiled topsoil over all disturbed areas to a minimum depth of 4 inches. Immediately prior to sowing the seed, loosen the soil to a minimum depth of 3 inches on all areas except slopes steeper than 1 vertical to 2 horizontal, using disks, harrows, field diggers or other suitable cultivating equipment. Till all track imprints from wheeled or tracked equipment out of the soil surface. In compacted areas rip the ground to ensure proper soil loosening.

Treat vegetation other than undesirable weeds by disking into the soil, clearing, or chopping up with a rotary or flail mower.

Fertilizing:

The fertilizer for this project shall be a commercial grade of slow release complete fertilizer (Type

3) applied at a rate of 300 lbs/acre at the time of preparing the seed bed for seeding. The fertilizer shall contain 10-20-20 (NPK) analysis.

Seeding:

Seed may be applied using the dry method with hand-operated spreaders. Seed mix shall conform to the Federal Seed Act, the Federal Noxious Weed Act, and applicable State and local seed and noxious weed laws. Do not use wet, moldy, or otherwise contaminated or damaged seed. The following seed mixture shall be applied on this project:

In addition to this mix, spread oats or winter wheat at the rate of 25 pounds/acre for a temporary cover.

Clearly label each container with the following:

(a) Name and type of seed;

(b) Lot number;

(c) Net mass;

(d) Percent of purity, germination, and hard seed;

(e) Percent of maximum weed seed content;

(f) Seed Origin;

(g) Noxious weeds present;

(h) Other crop seed;

(i) Inert matter;

(j) Name and address of seed distributor; and

(k) Mixture percent of each component.

Harrow or lightly rake the site following seeding and then lightly compact the seeded area with a cultipacker or another method approved by the C.O.

Erosion Control Blanket

Furnish erosion control blanket manufactured with natural fiber netting designed to prevent wildlife entrapment. Install Ero-Guard EG-2S (NN) or an approved equal blanket on all disturbed slopes 4H:1V or steeper.

Follow the manufacturers recommended installation instructions. The leading edge of the blanket is to be trenched into a 6” deep trench and the blanket is to be placed parallel to the anticipated water flow. When more than 1 blanket is required, they are to be overlapped 6 inches on all overlapping sides and tiled in a shingle type pattern as to not allow water to flow underneath the blanket. Install staples according to the manufacturer’s recommended staple pattern for the gradient of the slope.

Mulch flat area (areas with a slope more gradual than 4H:1V) by spreading weed free straw or prairie mulch, certified by the Minnesota Crop Improvement Association (MCIA), at a rate of 2.0 tons per acre and disc anchoring. Ero-Guard EG-1S (NN) or an approved equal erosion control blanket can be used as an alternative to mulching flat areas.

Measurement and Payment (Pay Items)

01. Chub Lake Boardwalk

This pay item will not be measured. The work will be paid as a LUMP SUM.

02. Pine Grove Boardwalk

This pay item will not be measured. The work will be paid as a LUMP SUM.

03. Snow Removal

This pay item will be measured by the 1/10th MILE. The work will paid for the ACTUAL QUANTITY completed.

-Mobilization, Turf Establishment, and all other work shall be considered incidental to these items.
