Statement of Work Summary

This is a Statement of Work (SOW) for HVAC replacement services at the U.S. Geological Survey Western Fisheries Research Center (WFRC) in Seattle, Washington. The project requires replacement of an undersized variable air volume (VAV) system serving Room D109, a 30' x 15' x 12' freezer room housing 11 low-temperature freezers with a combined heat rejection load of 31,000 BTU/hr. The existing 400 CFM Titus VAV box and associated ductwork are insufficient to maintain the required 72°F setpoint, with field measurements confirming the room operating at 75°F. The contractor must furnish and install a new properly sized 1,500 CFM Titus DESV VAV box with 12-inch inlet, new 14" x 18" supply ductwork with two 750 CFM ceiling diffusers, four 325 CFM return air grilles positioned above the freezers, and 18-inch return ductwork. Work includes concrete core drilling in the mechanical room floor, removal of existing equipment, retention and reinstallation of the existing Siemens VAV controller, and coordination with the Siemens Desigo building automation system. The work must be performed by a licensed mechanical contractor with commercial HVAC and VAV system experience during normal business hours (Monday–Friday, 7:00 AM–5:00 PM) with pre-approval and coordination required for any outages to room cooling or AHU-1 operations due to the active 24/7 research laboratory environment.

The contractor shall complete a site inspection no later than 5 days after notice to proceed and submit all proposed mechanical materials and equipment for government approval within 10 days of the inspection. Deliverables include submittal documentation, completion of all demolition and concrete work prior to new installation, installation and connection of the new VAV box with reinstalled controller, supply and return ductwork installation, coordination confirmation with the building automation system prior to closeout, and functional testing verifying 1,500 CFM total supply airflow, proper diffuser and grille operation, VAV box modulation capability, and the absence of ductwork leaks. The work must comply with current mechanical and building codes, Washington State Energy Code, SMACNA HVAC Duct Construction Standards, NFPA 90A, and OSHA 29 CFR 1926 construction safety standards. The point of contact is John Allen, Supervisory Facility Operations Specialist, at jsallen@usgs.gov.

STATEMENT OF WORK

WFRC ROOM D109 FREEZER ROOM HVAC RENOVATION

1.0 INTRODUCTION AND BACKGROUND

The Western Fisheries Research Center (WFRC) requires replacement of the undersized variable air volume (VAV) box and associated ductwork serving Room D109, the facility freezer room, and installation of a properly sized VAV box, supply ductwork, supply diffusers, and return grilles to provide adequate cooling capacity for the thermal load generated by the room's freezer inventory.

The United States Geological Survey (USGS) Western Fisheries Research Center (WFRC) is located in Seattle, Washington. The WFRC carries out research and provides technical assistance to support the best possible stewardship of the Nation's natural resources, emphasizing fish populations and aquatic ecosystems of the West. The WFRC has a 50-year history of excellence in fisheries disciplines and is a leader in the field of molecular and microbiology within the U.S. Geological Survey.

Room D109 is a 30' x 15' x 12' freezer room currently housing 11 low-temperature freezers with an approximate combined heat rejection load of 31,000 BTU/hr. The existing HVAC system serving Room D109 consists of a single 400 CFM Titus VAV box (CR2) fed by a six-inch duct from AHU-1, discharging through one diffuser. This configuration is significantly undersized for the current freezer heat load. Field measurements confirmed the room operating at 75°F against a 72°F setpoint, with both room doors open and supplemental floor fans running. A mechanical engineering cooling study completed in November 2024 confirmed the deficiency and identified the required corrective scope using Trane Trace load modeling software.
