About this file

This is a Statement of Work for procuring a weather monitoring system for the U.S. Department of Commerce's National Telecommunications and Information Administration (NTIA), Institute for Telecommunication Sciences (ITS).

ITS requires a comprehensive weather sensor system to support troposcatter measurement operations in remote locations with minimal infrastructure reliance. The system must measure and record temperature (-40 to 60°C with ±0.2°C accuracy), barometric pressure (650 to 1100 mb with ±0.5 mb accuracy), humidity (0 to 100% with ±2% accuracy), precipitation (0 to 152 mm/hr with ±2.5 mm/hr or 10% accuracy), wind speed (0 to 28 m/s with ±3% accuracy), wind direction (0 to 359 degrees with ±5 degree accuracy), and angular tilt (-90 to +90 degrees with ±1 degree accuracy). Additional requirements include dust accumulation sensing (0-100% with 10% accuracy), lightning distance detection (0-40 km range), visibility measurement (10-10,000 m range with ±10% accuracy), a 360-degree imaging camera with four wide-angle color images at 320x240 resolution, and cloud height/ceiling measurement (surface to 10,000 ft with ±100 ft or 10% accuracy). The system must include wireless datalogging for continuous environmental data access, an adjustable bracket and pole mount, and a 50-foot serial-to-serial extension cable. All equipment shall be shipped FOB-Destination to NTIA/ITS at 325 Broadway Street, Boulder, Colorado 80305, with delivery required within 180 days after receipt of order. The government will not accept freight charges exceeding the awarded contract amount.

STATEMENT OF WORK

Weather Monitoring System

U.S. Department of Commerce

National Telecommunications and Information Administration

Institute for Telecommunication Sciences

1. BACKGROUND

The Institute for Telecommunication Sciences (ITS) provides research and development support for the

National Telecommunications and Information Administration (NTIA) by performing basic research in radio science that provides the technical foundation for NTIA’s policy development and spectrum management activities, as well as solves telecommunications challenges for other Federal agencies, state and local Governments, private corporations and associations, and international organizations.

ITS has a troposcatter measurement system and is deployed for long durations and is required to record very sensitive fluctuations in received signal power resultant from changes in the atmospheric channel between the transmitter and receiver. The influence of the atmosphere and weather patterns is very important to this work. Local weather stations at the transmit, receive and along the path to record relevant parameters such as wind speed, humidity, temperature, etc are critical for the success of this effort.

2. OBJECTIVE

ITS needs to procure a weather system to deploy for the troposcatter measurement system. The sensors must be able to record temperature, pressure, humidity, precipitation, and wind in remote locations with minimal reliance on infrastructure.

3. REQUIREMENTS

ITS requires weather sensors that meet the following specifications:
