Scope of Services Water Treatment System Operational Support
Death Valley National Park January 12, 2021
Part 1: Background/Objective/Scope
I. Background:
Death Valley National Park operates a reverse-osmosis water treatment plants at the Furnace Creek, Cow Creek, and the Stovepipe Wells locations in Death Valley National Park. These three reverse osmosis treatment systems require chemical analysis and antiscalant additions for proper operation of the reverse osmosis process and preservation of membranes. Operation of the plant requires annual operator training to ensure the protection of public health and regulatory compliance.
II. Objective:
Provide for safe operation of reverse-osmosis water treatment plants through chemical analysis of raw water, provision of appropriate antiscalant chemicals (or other chemical additions as necessary), and training of operational personnel.
III. Scope:
A. Testing. Provide annual Feed Water Testing at Furnace Creek, Cow Creek, and Stovepipe
Wells.
i. Feed water testing shall include, at a minimum: Calcium, Magnesium, Sodium, Potassium, Barium, Strontium, Arsenic, Chloride, Bicarbonate, Sulfate, Nitrate, Fluoride, Silica, Phosphate, pH.
ii. Feed water testing schedule shall be approved in advance by the Contracting Officer.
iii. Death Valley National Park staff shall collect and submit 1 liter samples for feed water testing.
iv. Feed water testing (and chemical selection) shall be completed prior to Annual Training.
v. A printout of the prediction for scaling potential, performed using complex ions, must be provided with each water analysis.
B. Monitoring. Contractor shall monitor system operation at all three reverse-osmosis water treatment plants by review of RO data normalization and provide feedback to Death Valley National Park staff on membrane performance for the duration of the contract.
C. Chemical Supply. Provide antiscalant chemical consisting of a product specifically selected for the chemical water makeup at each plant, for 1 year. Supply shall be provided in 500 lb drums and/or 45 lb pails, the selection of which shall be made by the Contracting Officer. Shipments shall be provided in quantities of four (drums) or 32 (pails), periodically as the Contracting Officer notifies the contractor of low supply levels. Shipment arrivals shall be coordinated in advance with Death Valley National Park staff point-of-contact, and shall be delivered to the Furnace Creek Water Treatment Plant. Antiscalant selection must be done using complex ions to determine the scaling potential of water. The basis of design, based on prior chemical feed application, is Avista 5100.
D. Annual Training. Provide annual training on a schedule approved by the Contracting Officer.
Initial training shall occur within 3 months of contract award.
i. Instructor Qualifications: Instruction shall be provided by both a Reverse Osmosis Systems Engineer and a Manufacturer Representative for the selected antiscalant chemical. Instructors should have experience with RO systems including gravity feed operated systems. Instructor qualifications shall be submitted with the contractor’s proposal.
ii. Duration: Training duration shall be three full days, with the following breakdown of subject matter and syllabus:
I. Day 1:
a. Classroom: RO Membrane System Design and Operation, Water
Chemistry
b. Furnace Creek System: On Site System Training including Pretreatment, Membrane System, Cleaning System
c. Cow Creek System: On Site System Training including Pretreatment, Membrane System, Cleaning System On Site Training including Pretreatment, Membrane System, Cleaning System
II. Day 2:
a. Classroom: RO Membrane System Design and Operation, Water
Chemistry
b. Furnace Creek: On Site System Training including Pretreatment, Membrane System, Cleaning System
c. Stovepipe Wells System: On Site System Training including Pretreatment, Membrane System, Cleaning System On Site Training including Pretreatment, Membrane System, Cleaning System
III. Day 3: RO Membrane Cleaning at Furnace Creek. One RO system Array (or stage of an array) will be cleaned.
iii. Training materials: Instructor shall provide hard copy training materials for review and approval by the Contracting Officer two weeks in advance of training.
E. Contractor Staff Qualifications (to be submitted with proposal):
i. RO System Engineer shall have 10 years minimum experience with design, manufacturing, and operation of RO systems. Experience must include RO systems with capacities in excess 500,000 GPD.
ii. RO System Engineer shall have specific experience with RO systems designed to operate with Inlet gravity feed pressure.
F. Antiscalant Manufacturer Qualifications: Antiscalant Manufacturer must have minimum 10 years experience and be able to provide RO system chemicals with NSF 60 Approval for Drinking Water.
Part 2: Contract Period
I. Base Contract: 1 year from award II. Option Year 1 III. Option Year 2
