SCOPE OF WORK

FOR

ELAP CERTIFIED LABORATORY ANALYSIS OF SUSPECTED HAZARDOUS WASTE

109th AW / Stratton ANG, NY

Scope of Work: Laboratory Analysis for Waste Characterization Project

1. Project Overview This Scope of Work (SOW) outlines the laboratory services required for the analysis of twenty-one (21) waste samples (3 solid; 18 liquid samples) collected from accumulated waste barrels which are suspected to contain hazardous waste. The purpose of this analysis is to determine if the waste meets the definition of a Resource Conservation and Recovery Act (RCRA) Subtitle C regulated hazardous waste, as defined in 40 CFR Part 261. The analytical data will be used to characterize the waste, develop waste profiles, and determine appropriate management strategies.

2. Objectives The primary objectives of this laboratory analysis project are to:

· Analyze Waste Samples: Perform comprehensive laboratory analysis on waste samples to identify and quantify hazardous constituents.

· Provide Accurate and Reliable Data: Ensure the accuracy and reliability of analytical data through rigorous quality assurance/quality control (QA/QC) procedures.

· Meet Regulatory Requirements: Conduct analyses in accordance with applicable regulations and industry standards, including 40 CFR Part 261.

· Deliver Timely Results: Provide analytical results within the agreed-upon timeframe to support project decision-making.

3. Scope of Services The contractor shall perform the following services:

· 3.1 Sample Receipt and Handling:

· Receive and properly log in a total of twenty-one (21) samples delivered under chain-of-custody (COC) documentation.

· Inspect samples upon receipt to verify condition and integrity.

· Transport samples via an authorized courier from the Government location (Stratton ANGB) to the laboratory.

· Store samples under appropriate conditions to maintain their integrity until analysis.

· Notify the Government Environmental Manager immediately of any discrepancies or issues with sample receipt (e.g., broken containers, improper preservation, COC discrepancies).

· 3.2 Analytical Testing:

· Perform the following analyses, at a minimum, to determine if the waste is hazardous under 40 CFR Part 261:

· Toxicity Characteristic Leaching Procedure (TCLP) for metals

· Toxicity Characteristic Leaching Procedure (TCLP) for volatile organic compounds (VOCs)

· Toxicity Characteristic Leaching Procedure (TCLP) for semi-volatile organic compounds (SVOCs)

· Ignitability

· Corrosivity

· Reactivity

· Use EPA-approved methods or equivalent methods as specified by the Government. Any deviations from standard methods must be documented and approved by the Government Environmental Manager.

· 3.3 Data Reporting:

· Provide analytical reports that are clear, concise, and easy to understand.

· Include all relevant information in the analytical reports, such as sample identification, date of analysis, analytical methods, QA/QC data, and data qualifiers.

· Provide electronic data deliverables (EDDs) in a format specified by the client (Excel).

· Submit analytical reports and EDDs for all twenty-one (21) samples to the Government Environmental Manager within the agreed-upon timeframe.

4. Deliverables The laboratory will provide the following deliverables:

· Analytical Reports: Electronic copies (PDF) with all QA/QC data.

· Electronic Data Deliverables (EDDs): In Excel format, if available.

· Chain-of-Custody (COC) documentation: Scanned and included with the analytical reports.

5. Project Schedule

· Sample Pick-Up: Samples shall be picked up by the contractor at Stratton Air National Guard Base via an authorized courier within 24 hours of notification by the Government Representative that they are available. The current anticipated date that samples will be available is on or about 10 April 2025 though this date may change based on mission requirement.

· Analytical Report Submission: Standard Turnaround Time, 10 business days from sample receipt.

7. Government Responsibilities The Environmental Office will be responsible for:

· Providing accurate and complete chain-of-custody documentation.

· Ensuring proper sample collection, preservation, and transportation.

· Communicating any specific analytical requirements or data reporting needs.

· Providing timely feedback on analytical reports, if requested.

· Providing the name and contact information of their Government Environmental Manager for laboratory communication.

8. Assumptions

· Samples will be received in good condition.

· The requested analyses are within the laboratory's scope of accreditation and ELAP certification.

· The estimated number of samples and analyses is accurate.

· No unexpected matrix interferences will be encountered.

9. Accreditation and Certifications Contractor shall be accredited by AIHA-LAP, LLC, NELAP, NVLAP and is ELAP (Environmental Laboratory Accreditation Program) certified for the analytical methods listed in this SOW. The laboratory must maintain current ELAP certification throughout the duration of this project.
