Statement of Work (SOW)

FOR

F-101 & F4 Static Display Restoration

Work to be accomplished consists of furnishing all tools, vehicles, personnel, equipment, appliances, materials, licenses or permits required and performing all operations in connection with restoration of F-101 & F-4 Static Display at NVANG Reno NV.

1. OBJECTIVES:

1.1 Existing Site Conditions:

The F-101 & F-4 Static display paint needs restoration after years of exposure to the elements.

This includes but is not limited to washing, surface preparation, prime/paint and cleanup.

1.2 Project Narrative

1.2.1 Base Requirement:

Restoration of F-101 & F-4 Static Display

Description of Work: The F-101 & F-4 static display is extremely faded and requires restoration

The Contractor shall complete the following:

• Lift (contractor provided) will be required to complete this contract

• Prep Area: contractor will prep surface for painting IAW industry standards to include pressure washing and sanding as required to ensure smooth clean surface for painting

• Prime/Paint: Will match AMS-STD-595 colors (See 1.3.2.1) to retain historical era paint scheme. Will apply primer according to paint manufacturer’s guidance before painting application

• Ensure all fuselages, wing and empennage drain holes are clear of obstructions

• Caulk and/or seal all exterior hatches and windows on aircraft.

• Contractor will ensure there is no overspray during paining

• Contractor will ensure the finished product is free of blisters, fish eyes, runs, roughness or dirt inclusions, and snags

• Disposal of all filters, equipment and/or parts deemed to contain hazardous waste will be the vendor's responsibility. The vendor's use of dumpsters on NVANGB to dispose of hazardous waste is prohibited.

• The contractor shall perform corrosion control and paint preparation functions IAW with standard commercial practices as necessary.

• Clean work site upon completion

1.3 Basic Requirement Consists of the Following:

1.3.1 See 1.2.1 of this SOW

1.3.2 All materials, equipment, and labor to prep and paint F-101 & F-4 Static Display

1.3.2.1 Painting Requirements

• Ability to withstand Nevada outdoor elements (heat, humidity, rain, snow, etc.)

• Ability to last no less than 6 years

1.3.3 Trades involved may include, but are not limited to:

• Painters

• General purpose laborers

1.3.4 Contractors are responsible for verifying all measurements required for quoting purposes.

1.3.4 All requests for information are due 7 days prior to closing date to contracting specialist listed on sam.gov

2. SCOPE

2.1 Applicability

2.1.1 All work performed under this scope shall be conducted in accordance with applicable Federal, State, and Local regulations, ANG policies and regulations, and this statement of work.

2.1.2 The work will conclude with final acceptance by the Contracting Officer or

Contracting Officer Representative, warranty period, and financial closeout

2.1.3 The contractor shall investigate the area for existing site conditions, existing utilities and easements, and demolition requirements. Utilities must be maintained for buildings in the vicinity

2.1.4 All work will be IAW TO 1-1-8 and TO 1F-4RC, TO 1F-101

2.2 Existing Conditions

2.2.1 If during any phase of work the existing or surrounding finishes are disturbed/damaged, the contractor will be responsible for replacing/repairing and reinstalling affected items.

2.3 Clean-up

2.3.1 The contractor will be responsible for ensuring the work site is cleaned and organized in an orderly fashion at the end of each workday and before final acceptance.

2.4 Closeout

2.4.1 Provide O&M manuals and warranty information/documentation, to designated contracting office.

3. SPECIFICATIONS

3.1 Use the following specification references for all technical details. If there is a conflict between the SOW and the specification submit an RFI to the Contracting

Officer for guidance. The Manufacturers specifications take precedence over the

UFC. All UFCs may be found at https://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc.

3.2 References Include but not limited to the following UFCs:

3.2.1 UFC 1-200-01 DoD Building Code (General Building Requirements), with

Change 1

3.3. Additional References include but not limited to the following:

3.3.1. IBC, NEC, UPC, NFPA, NFAC, SSPC PA Guide 2-5, and ASTM C1193

3.4 TO 1-1-8 and TO 1F-4RC, TO 1F-101 shall be adhered to for this project

3.5. Manufacturer's instructions for handling, applying, and installing products are considered a part of this specification. In the event of conflict between the requirements of this specification and the manufacturer's recommendations, the manufacture's recommendations take precedence.

3.6. Warranty Period

3.6.1. Warranty periods shall begin with the date of Final Acceptance.

Substantial Completion Date or subcontractor installation date shall not constitute the beginning of the warranty period. Warranty will be IAW

FAR 52.246-21

4. SUBMITTALS

4.1 Submittals: The Contractor shall be required to prepare and produce material literature, drawings, safety plan, and quality control schedules. Documents shall identify all requirements for safety devices, dumpster locations, equipment usage, use of the premises, parking, security procedures, equipment and materials storage, waste disposal, and all other necessary procedures. These documents shall provide the necessary interfaces, coordination, and communication between the Government and the Contractor for the delivery of a complete repair project.

4.2 Submittals Pre-Work (at a minimum)

4.2.1 Narrative technical proposal outlining how the Contractor will perform the project, how the project will be phased, and what measures will be taken by the Contractor so that construction of the project will have minimal effect on the building operations.

4.2.1.1 Bar Chart Schedule

4.2.1.2 Submittal register – AF 3000 (initial and subsequent updates with invoice

4.2.1.2.1 The Contractor shall submit material items for approval on an AF

Form 3000 indicate when each material item shall be submitted for approval.

4.2.1.2.2 Ensure that any disapproved material submittal will not impact the approved project execution schedule, as disapproved submittal shall not be considered grounds for a time extension. Allow for a minimum of 5 business days for the Government’s processing of material submittals.

4.2.1.2.3 The Contractor shall not order, deliver, or install any materials without

Contracting Officers material approval, or remove any materials on site which have not been properly approved.

5. GENERAL NOTES

5.1 BASE ACCESS

5.1.1 The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the

Contracting Officer or the Contracting Officer Representative. The

Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces. The Contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in Contractor security matters or processes.

5.1.2 Contractors must have prior approval for personnel to work in any restricted area, aircraft, taxiway or aircraft parking ramps. The base access form to the

Contracting Officer with employee's name, SSN, and what dates they will be working in any restricted areas. The base access form will be made available to the Contracting Officer no less than 10 working days prior to the start of work to allow for coordination with Base Security Forces.

5.1.3 Unscheduled gate closures by the Security Police may occur at any time causing all personnel to enter or exit a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.

5.1.4 The contractor’s employees shall become familiar with and obey the regulations of the installation, including fire, traffic, safety and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval.

All contract employees shall always carry proper identification with them and shall be subject to such checks as may be deemed necessary. The contractor shall ensure compliance with all regulations and orders for the installation, which may affect performance.

5.1.5 The Government reserves the right to direct the removal of an employee from Government property or revoke access to Government systems for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.

5.1.6 Recognized Holidays: The following are recognized United States (US) holidays. The contractor shall not perform services on these days:

5.1.7 Period of Performance (PoP): The Period of Performance shall be 90 days from the date of the award.

5.1.8 Place and Performance of Services: The contractor shall provide services between the hours of _0700 - 1600_ on Monday through Friday except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. The performance shall be at NVANG, 1776 National Guard Way, Reno, NV

89502. The contractor shall always maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the

Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that stability and continuity of the work force are essential.

Teleworking is not authorized.

5.1.9 The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract.

Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.

5.1.10 The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or

Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver s license, current vehicle registration, valid vehicle insurance certificate.

5.1.13. During the performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.

5.1.14. When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Integrated

Defense, and DODMAN5200.02_AFMAN 16-1405, and the Air Force

Personnel Security Program.

5.1.15 Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.

5.1.16 Failure to comply with these requirements may result in the withholding of final payment.

5.1.17 For Contractors that do not require CAC but require access to a DoD

Facility and/or Installation. Contractor and all associated sub-contractors’ employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index

(NCIC-III) and Terrorist Screening Database (TSDB) (Air Force

Instruction (AFI) 10-245, AFI 31-101 and Air Force Manual (AFMAN) 31-

113), applicable installation, facility and area commander installation/facility access and local security policies and procedures

(provided by Government representative)

5.2. PERFORMANCE:

5.2.1. Submission of quotes by a Contractor shall be accepted as prima fascia evidence that he has examined the specifications and drawings and has satisfied himself with the nature and location of the work and all other matters, which can in any way affect the work or cost thereof under this contract. Any failure of the Contractor to acquaint themselves with all available information, including a physical survey of the site of the proposed work, will not relieve him from successfully performing all the work required to be done for a complete, finished job.

5.2.2 The above brief outline of principle features of the work in no way limits the responsibilities of the Contractor to perform all work and furnish all plant, labor, and material required by the specifications and plans referred herein.

5.2.3. The Contractor may use any article, etc., for which he has requested, in writing from the Contracting Officer prior to quote, and received written notification of acceptance as a product.

5.2.4. All work performed under this scope of work shall be conducted in accordance with applicable Federal, State, and Local regulations, ANG policies and regulations.

5.2.5. The work will conclude with final acceptance by the Contracting Officer or

Contracting Officer Representative, warranty delivery, and financial closeout.

5.2.6. Contractors are responsible for verifying all measurements required for quoting purposes.

5.3. BARRICADES:

5.3.1. When necessary, the Contractor will provide barricades sufficient to prevent vehicles and/or pedestrian traffic from inadvertently entering the construction area.

5.4. SCHEDULE: Reserved

5.5. MEETINGS:

5.5.1. The Contractor will record and provide written meeting minutes for all meetings.

5.5.2. All meeting minutes will be on letter head, memo format and will include attendance sheet, date of meeting, time of meeting, location of meeting, list of decisions, and comments provided.

5.5.3. All meeting minutes will be submitted to the Contracting Officer and Contracting

Officer Representative no less than 5 calendar days after the date of the meeting for acceptance.

5.6. ENVIRONMENTAL COMPLIANCE:

5.6.1 The Contractor shall comply with all Federal, State, and Local regulations pertaining to the protection of the environment and the emission of hazardous pollutants in the performance of this contract. All correspondence or discussions with Federal, State, and Local environmental regulatory agencies will be discussed and coordinated with the Contracting Officer or the Contracting Officer

Representative and the ANG Civil Engineering Environmental Program Manager

5.6.2 Contractor is responsible for applying paint in an environmentally responsible manner. This includes preparations for overspray if utilizing a stray technique.

The contractor is responsible for the cost of any cleanup that would result from this project.

5.7 Quality Control (QC):

5.7.1 The contractor shall develop and maintain an effective QC Plan (QCP) to ensure services are performed in accordance with this SOW. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP is how it assures itself that its work complies with the requirements of the contract.

5.7.2 Quality Assurance (QA): The Government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance

Surveillance Plan (QASP). This plan is primarily focused on what the Government will do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) or defect rate(s).

6. SITE CONDITIONS:

6.1. DEMOLITION AND PREPARATION WORK:

6.1.1. The Contractor is responsible to protect existing facilities from damage resulting from the demolition associated with this project.

6.1.2. The Contractor shall replace all damaged materials with new materials, to the satisfaction of the Contracting Officer Representative, at no additional cost to the Government.

6.1.3. The Contractor shall bring any unforeseen project conditions to the attention of the Contracting Officer and the Contracting Officer

Representative immediately.

6.1.3.1. Differing site conditions, which may alter the scope of work, shall be approved by the Contracting Officer prior to such work to be performed.

6.2. WEATHER CONDITIONS:

6.2.1. No protection from the elements is provided for materials, personnel, or equipment by the Government.

6.3. FIELD MEASUREMENTS:

6.3.1. The Contractor shall verify all measurements at the project site and become fully acquainted with the location and project conditions before quoting the work.

7. SUPERVISION:

7.1. The Contractor shall always have a competent superintendent in charge of the work. Anyone who is found incompetent shall be removed at once and replaced by someone satisfied when requested by the Contracting Officer or the Contracting Officer Representative.

7.2. The Contractor shall report ALL labor hours (including subcontract labor hours) required for performance of services provided under this contract for the

Nevada Air National Guard via sam.gov

8. SITE SAFETY:

8.1. The Contractor shall provide and maintain work environments and procedure which will:

8.1.1. Maintain OSHA compliance at the job site and while on Nevada Air

National Guard property

8.1.2. Safeguard the public and government personnel, property, materials, supplies and equipment exposed to Contractor operations and activities.

8.1.3. Avoid interruptions of Government operations and delays in project completion dates.

8.1.4. Control costs in the performance of this contract.

8.2. The Contractor shall ensure that any additional measures the Contracting Officer or the Contracting Officer Representative determines to be reasonable and necessary for the purposes of safety are applied.

8.3. Welding, brazing, soldering, metal cutting or grinding and any work which has the potential to create a flammable hazard will require the Contractor to obtain a Hot

Work Permit from the Nevada Air National Guard

8.4. The Contractor will provide barricades sufficient to prevent vehicles and pedestrian traffic from inadvertently entering the construction area on an “as needed” basis, were it is reasonable or required.

8.5. The Contractor is required to provide a current mishap prevention plan to the

Contracting Officer or the Contracting Officer Representative before the ‘Notice to

Proceed’ will be issued.

8.6. If the contract requires confined space entry the Contractor will provide, to the

Contracting Officer and the Contracting Officer Representative, a copy of their training plan and proof that personnel conduction the confined space entry have been trained according to IAW and OSHA guidelines.

9. ANTITERRORISM FORCE PROTECTION:

9.1. The Contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting

Officer or the Contracting Officer Representative. The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s security forces. The

Contractor shall ensure compliance with all personal identity verification requirements as directed by local policy. Should the Force Protection Condition

(FPCON) change, the Government may require changes in Contractor security matters or processes.

9.2. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center

Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB)

(AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

9.3. All Contractor employees, including subcontractor employees, requiring badged access to Government Installations, Facilities and Controlled Access areas shall complete AT Level 1 awareness training within 30 calendar days after contract start date. Certificates of completion for each affected Contractor employee and subcontractor employee will be maintained by the Contracting Officer or the

10. CLEAN-UP:

10.1. During the progress of this project, the Contractor shall always keep the residue from work from being dragged, tracked off, or blown onto the active taxiways and runway adjacent to the work area. The immediate work area will be cleaned up at the end of each workday. Any debris carried out of the work area by vehicles, equipment, wind, water, etc. must be cleaned up immediately, or as directed by the Contracting Officer or the Contracting Officer Representative. All clean up shall be accomplished by the Contractor at no cost to the government. The entire work area shall be properly cleaned and left free from all scraps, waste, etc. leaving a professional-appearing ring worksite that complies with all environmental laws. At the completion of the project, the Contractor shall remove all materials and residue from the job site and any work area. The debris cleaned up will be disposed of in a manner acceptable to current environmental standards. The Contractor shall further agree to repair any damage caused to the facility or the surrounding area that is caused by the contractor or their workers.

11. DEFINITIONS AND ACRONYMS

11.1 Definitions:

Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

Defective Service: A service output that does not meet the standard of performance associated with the SOW.

Deliverable: Anything that can be physically delivered and includes non-manufactured things such as meeting minutes or reports.

Key Personnel: Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by SOW.

When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the people that are listed in the proposal.

Physical Security: Actions that prevent the loss or damage of Government property.

Quality Assurance: The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

Quality Assurance Surveillance Plan (QASP): An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

Quality Control: All necessary measures taken by the Contractor to ensure that the quality of a product or service shall meet contract requirements.

Subcontractor: One that enters a contract with a prime contractor. The Government does not have a contract with the subcontractor.

12.4 Equipment: The Contractor shall provide all equipment to complete repairs and replacements

12.5 Services: None.

12.6 Utilities: All utilities in the facility will be available for the contactor’s use in the performance of this contract. The contractor shall instruct employees in utilities conservation practices.

12.7 Contractor Furnished Property, Materials, and Equipment (CFP/M/E):

The Contractor shall provide all material and equipment, and other incidental work required to complete the static display restoration

12.8 General: Except for those items specifically stated to be Government-Furnished, the contractor shall furnish everything required to perform these services as indicated in the SOW
