About this file
This Statement of Work (SOW) outlines requirements for a shore tie breaker for the USCGC VIGOROUS, with a specific Schneider model TL7ASR43A9SFBFXCJX required to control power flow from the generator/shore power to the main switchboard. The breaker is being procured under TCTO TD2060.0, which has been previously installed on several CG 210 ships. The Coast Guard plans to purchase one breaker initially for testing on VIGOROUS, with local pickup arranged through COR LT Charlotte Russell.
The associated solicitation (52000QR250001864) is a combined synopsis/solicitation set aside for small businesses under NAICS 334419. Quotes are due by February 4, 2025, at 9:00 AM EST, with delivery required by March 6, 2025, to Norfolk, VA. The contract will be awarded as a firm-fixed price using simplified acquisition procedures, with evaluation based on price, specifications, past performance, and quality. Graybar is noted as the only vendor that has provided quotes previously. Vendors must be SAM registered and submit quotes via email to Sandy Reed-Robinson, including cost breakdown, labor costs, payment terms, and company information.

Statement of Work (SOW) For parts on USCGC VIGOROUS SHORE TIE BREAKER
1. Background and Current Observed Issues This breaker is essential because it controls the power flow from the generator or shore power to the main switchboard on the ship. There are no viable, less expensive alternatives that would work with the CG 210 electrical configuration. The reason we are choosing Schneider as the brand is that it has already been installed on several CG 210 ships under TCTO TD2060.0. The original contractor ceased work for various reasons, and unfortunately, we no longer have access to the correct category number required for the 210 configurations. Through research, we have come up with the category number which is listed below that we believe will work on with the current 210’ electrical configurations. The current breaker information we have in our SFLC System pertains to the Emergency Diesel Generator (EDG), not the SSDG/Shoretie configuration that we require. The only responsive vendor has been Graybar, with whom we have an established working relationship. They have been the only ones to provide us a quote. Our plan is to purchase one breaker initially for testing on the vessel VIGOROUS.
