Veterinary Services for K9 program in Guatemala

STATEMENT OF WORK

Background/Project Justification:

The International Narcotics and Law Enforcement Affairs (INL) Section of the U.S. Embassy in Guatemala (INL-G) is responsible for the administration of projects and funds that support the Bureau of International Narcotics and Law Enforcement Affairs (INL) programs that fall under the authority derived from the Foreign Assistance Act of 1961, as amended (FAA).

Under the FAA, INL is charged with providing assistance to host governments to develop and implement effective counter narcotics, anticrime, and border control programs.

INL-G works very closely with U.S. law enforcement agencies to ensure that the Government of Guatemala (GOG) has the training and tools needed in the fight against narco-trafficking and transnational organized crime. INL-G also works directly with various GOG institutions such as the 1st and 5th Vice Ministries of Government, Public Ministry, Guatemalan Narcotics Police (SGAIA), Guatemalan National Police, Guatemalan Immigration, Guatemalan Penitentiary System, the Secretariat for Social Wellbeing (SBS) and Guatemalan Customs.

In accordance with the Bilateral Letter of Agreement (LOA) between the GOG and the USG under the Drug Control Project / Canine Program, the canines are trained and used for detection of narcotics, explosives, firearms, cellular phones, money, and other criminal evidence. In accordance with the LOA, support is provided to these K9 detection units and the regional canine training center program. The canines operate in airports, bus stations, ports of entry, checkpoints, and other locations throughout Guatemala.

INL-G is forwarding this requirement to GAPP for further analysis to provide a long-term solution for 5 years of contact. Failure to provide the service will jeopardize the health and wellbeing of the approximately 71 dogs and the anticipated annual increment of 15%. The current contract, No. 191NLE18C0006 – Option Year 4, expired 03/2023, however GAPP has agreed to continue with the contract for six additional months until a new contact is advertised and awarded.

General:

INL-G requires a contract mechanism with a company to provide veterinary services to establish a long-term contract under the U.S. government terms and conditions applicable for this type of service. The purpose of this contract is to provide medical attention/veterinarian services to the K9s that might use but not limited to: Public Ministry, Guatemalan Narcotics Police (SGAIA), Guatemalan National Police (PNC), PNC/DIDAE (explosives division), Guatemalan Immigration, Guatemalan Penitentiary System, the Secretariat for Social Wellbeing (SBS) and Guatemalan Customs throughout Guatemala.

1. Description of Services:

Facilities. The contractor, with a minimum of 10 years veterinarian experience, must have a clinic equipped with sufficient specialized medical and testing equipment to provide any medical attention required to meet the health needs of the canines in the program, to include possible hospitalization should it be deemed necessary, and certified personnel to attend to emergencies in the different locations on a 365 days per year and 24/7 basis.

Services. The contractor must be able to provide a high level and quality of customer service to the canine program, providing monthly visits to every post and maintaining an individual health record for each canine in the program. During each monthly visit the contractor must check, administer, and record in the canines’ individual health log:

• Contractor should check the status of ears, teeth, overall condition of the mouth, and perform dental cleaning and dental treatments (such as root canals, fillings extractions, etc), and anal gland cleansing.

• Size and weight control should be checked and recorded.

• Results of the monthly wellness medical exam to include quarterly blood tests and general examinations of feces culture, depending on the season and climate.

• Status/validity of all vaccines, ensuring that all canines’ vaccines are current and up to date.

• Control of Ectoparasites and Endoparasites with both topical and oral applications.

• Status of the canines’ nutrition, ensuring that any nutrition issue is immediately addressed to ensure the proper health of the animals.

• Emergencies in different sites must be addressed if need be.

• Medication and lab work might be included in accordance with each site visit or hospitalization and emergency handled, to determine illness.

• Treatment of minor injuries and illnesses and continuous monitoring of the canines

• Submit a monthly report for the activities carried out during the period of invoice detailing the status of each canine in the program.

Services required for about 70 canines, nevertheless this can vary in accordance with DOS INL Guatemala and Guatemala PNC/SGAIA country strategic needs.

(Breeds: German Shepherd, Belgian Malinois, or Labrador, weight 50 – 90 pounds, male or female):

• Transportation for visit to each site previously stated.

• Canine checkups

• Skin treatment products

• Heart worm control

• “Preventic” or equivalent collar

• Flea shampoo

• Medication for specific illnesses of each canine

• Anti-Parasite medication

• Emergency visits including medications, or hospitalization.

In addition to routine monthly medical service, the contractor must be able to attend any emergency due to illness, diseases, injuries, or accidents that may occur in any of the sites.

The contractor needs to be able to conduct all necessary laboratory tests and provide any applicable surgery should it be deemed necessary or required to ensure the health of the canine.

If the contractor notices any cases of abuse or neglect of the canines, he is required to immediately bring it to the attention of the Contracting Officers Representative (COR).

Supplies. The contractor should be able to provide a variety of dog supplies (flea ointment, shampoo, etc.), canine specific medicines, and canine specific health supplements at reasonable and competitive prices.

3. Quality Assurance

Contractor must submit a quality assurance plan to INL for review and approval detailing the contractor ‘s quality control program.

4. Deliveries or Performance Schedule Contractor shall submit a monthly report including the canines’ individual health record indicating the services provided to each dog. Reports and any supporting documents must be provided in Spanish to the COR.

5. AWARD TYPE

The Government intends to award a Firm-Fixed-Price (FFP) Purchase Order for the requirements identified in this RFQ. The FFP price shall include all direct and indirect costs, profit, shipping/delivery charges, export requirements, insurance, etc. The price will not be subject to adjustment after award.

BASIS OF AWARD

EVALUATION OF QUOTATIONS:

Award will be made based on the Lowest Priced-Technically Acceptable (LPTA) quote that is responsive to the Request for Quote (RFQ) requirements.

ADDITIONAL CONSIDERATIONS

1. The Government reserves the right to reject a quotation that is technically unacceptable or unreasonably high in price.

2. The Government will determine acceptability by assessing the quoter's compliance with the terms of the RFQ.

3. The quoter must be able to demonstrate that it has the necessary resources to provide on-time delivery as well as a high level of quality for the requested items.
