Statement of Work
● Project Vectorize georeferenced land cover maps
● General Information
1.0 Scope of Work
This is a contract to vectorize approximately 125 scanned and previously georeferenced historical maps of land cover and join them with existing vector data to create a land-cover map for Puerto Rico for 1950-51. The existing vector data are from the same source as the 125 scanned maps but cover a different part of Puerto Rico Deliverables will include: 1) the 125 vectorized maps, and 2) the vectorized maps edge-matched and joined together to the existing vectorized maps.
2.0 Background
The Rural Land Classification Program of Puerto Rico included field work, air photo collection and interpretation to develop land-cover maps of Puerto Rico and its outlying islands at a scale of 1:10,000 (Jones 1952). Air photos were dated in the years 1950-51. A 1:120,000 scale compilation of these maps was scanned, georeferenced and vectorized (Kenna way and Helmer 2007, https://www.fs.usda.gov/treesearch/pubs/30000).
The data from the 1:120,000 scale maps have improved understanding of the history of land use and land cover in Puerto Rico and have been widely used for analysis and interpretation of stand age and past land use for the USDA Forest Service (FS) Forest Inventory and Analysis Program, and dozens of other research and monitoring projects led by universities and other US Agencies. Now, however, the high-resolution data are needed by the FS. The high-resolution data will reduce uncertainty in stand age and past land use for many programs. In particular, these data will be useful for urban forest professionals to understand land legacies as a basis for planning green infrastructure interventions. The San Juan Bay Estuary for instance, is developing a Green Infrastructure Plan for Stormwater for the Estuary, and this information will be useful for planning.
The 422 maps at 1:10,000 scale that were available in the FS Library at IITf were scanned, georeferenced and clipped to mapped areas only. For the karst areas of Northwestern Puerto Rico, 88 of the 1:10,000 scale maps were scanned, georeferenced, vectorized and joined with edge-matching of land-cover patches, and an additional 15 maps have been vectorized for an area in Central Puerto Rico. This project will vectorize an additional 125 of the scanned and georeferenced maps, join them with edge-matching, and join these maps with edge-matching to the map of Northwestern Puerto Rico karst areas and, potentially the 15 vectorized maps, depending on the final set of maps chosen. No information technology of any kind is being purchased.
● Contractor Requirements
3.0 Technical Requirements / Tasks
Tasks Vectorize 125 of the scanned and georeferenced maps. Edge match and join the results together and to similar data where applicable. Send two copies of the vector files and joined vector files to the IITF point of contact along with a listing of the software that was used and any steps taken to check for accuracy and completeness.

Requirements/Credentials:
1. Expert knowledge and experience vectorizing land cover from scanned maps.
2. Experience vectorizing and joining with polygon edge matching large numbers of scanned historical land-cover maps.
4.0 Government Furnished
The Government will provide a link where the Contractor will be able to download the electronic files for this project as well as upload the Deliverables.
5.0 Deliverables / Schedule
All written deliverables shall be phrased in layperson language.
● Tasks and Associated Deliverables: Vectorize approximately 125 scanned and georeferenced historical land-cover maps for Puerto Rico and its outer islands; join them together and with previously joined and/or vectorized maps, with edge-matching, into one map. Timely submission of deliverables is essential to successfully completing this requirement. Schedules for deliverables are specified in Exhibit A.
Reporting Requirements: A listing of the software that was used to vectorize the maps and any steps taken to check for accuracy and completeness. No other reporting is required, only the Deliverables below.

6.0 Travel
Not applicable. No travel is part of the contract.
7.0 Contractor’s Key Personnel
Not Applicable. Key Personnel are not identified.
8.0 Security Requirements
The government-supplied maps are in electronic format and will be sent electronically. They are currently undergoing review by the USDA Forest Service for archiving but are not security sensitive.

9.0 Data Rights
The contractor will not have any data rights to any of the vectorized maps or the final map joining all vector maps.
10.0 Section 508 – Electronic and Information Technology Standards Not applicable. No information technology will be acquired.
