About this file

This Statement of Work (SOW) details the extraction of used oil from two 20,000-gallon holding tanks at the Anniston Army Depot's (ANAD) Hazardous Waste Storage Facility. The contractor is required to self-supply all equipment, materials, and labor for oil extraction, with an estimated 16,000 gallons per tank per event. Critical requirements include obtaining depot credentials, providing 48-hour advance notification before extraction, weighing vehicles before and after loading, and separating water from oil.

Payment terms are unique, with the contractor paying ANAD for the extracted oil based on the Cushing, OK WTI Spot Price, calculated using a specific formula that factors in the monthly oil price and a percentage from the winning bid. A $716 performance bond is required, which may be adjusted based on oil index fluctuations. The contractor must provide detailed documentation for each extraction, including truck identification, weight, gallons, and price, and must comply with all depot safety, security, and environmental protocols. Extraction cannot be scheduled on Fridays, must be completed in one day, and payment is due within 30 days of the extraction date.

STATEMENT OF WORK

USED OIL

ANAD has a requirement for the extraction of used oil from holding tanks located on the Anniston Army Depot (ANAD) specifically at the Hazardous Waste Storage Facility (HWSF).

Extraction The oil shall be extracted from one and/or two of two 20,000 gallon holding tanks. The Depot Point of Contact (POC) will advise the contractor which tank(s) oil will be removed from upon the contractor arriving on site. Most piping and connections are two (2) inches, but adapters may be required and shall be provided by the contractor. The used oil shall be pulled from the holding tank into the contractor’s conveyance. The contractor’s equipment shall be equipped with pumps to draw the used oil from the holding tank. These valves have potential for failure. The contractor shall be prepared and able to remedy any situation that may occur from valve failure. When complete each line, valve, and equipment shall be leak free with valves and access points properly closed, sealed, and secured. The contractor shall comply with specific onsite extraction methods as determined by Depot personnel in advance of work starting and agreed upon by the contractor. The Government will not provide any equipment, supplies, or tools. The contractor shall be prepared to be self-sufficient and provide all material, transportation, labor, equipment, tools, coordination, planning and necessary supervision to complete this requirement.

Spills Due to the nature of this scope, spills are possible. The contractor shall take all precautions to prevent a spill from occurring. Should a spill occur, the contractor shall be responsible for cleaning up the spill to the satisfaction of the Depot POC. Should the Depot be involved in any cleanup effort, the cost incurred by the Government shall be paid by the contractor. The contractor shall have in their possession the appropriate quantity of spill clean-up materials and tools to remediate any situation. Should a spill occur, the contractor shall notify their Depot POC immediately. Contractor equipment shall be free of any petroleum, oil, or lubricant drips or leaks.

Quantity It is estimated the quantity of oil to be extracted is approximately 16,000 gallons per tank per event. Actual amounts will vary as well as the frequency between oil removal episodes. There is no quantity specified and that fact shall not constitute the basis for an equitable price adjustment. All oil shall be removed from each tank designated as part of this scope.

Depot Access The contractor shall obtain the necessary credentials to gain access to Anniston Army Depot without the need for an escort. The contractor shall notify the Depot POC, contracting specialist, and Recycling Program Manager a minimum of 48 hours prior to arriving to remove used oil. This is imperative so that Depot personnel have time to make necessary arrangements or adjustments to accommodate the oil removal process. Should notification not be made to the Government and upon arrival the contractor is delayed or prohibited from extracting oil, no equitable adjustments will be given. Should the contractor fail to perform on the specified date the contractor may be subject to financial penalties imposed by the Government for cost and inconveniences incurred by the Government. Information provided in the notification by the contractor shall include the number of trucks that will be used on that day and identification information for each truck. Other information may be required at the discretion of any POC and/or the contracting officer (KO). Methods of communication shall be email and any other method requested by Depot POCs.

Weight The contractor shall weigh each vehicle used to transport the used oil upon entry prior to loading, and then again after loading prior to departure from the Depot. The factor of Seven (7) pounds per gallon will used to convert weight to gallons. This will be done on Depot scales as designated by the POC. The contractor will be provided a POC that will meet each vehicle at the scales to perform this requirement.

Percentage Volume It is known that the extracted used oil may be contaminated with water. The water shall be separated from the used oil and payment submitted only for the quantity of oil resulting from this process. The contractor shall provide formal documentation of processes used to separate water from the oil. The contractor shall document the gallons and percentage of water separated from the used oil extracted from ANAD tanks. The contractor shall be responsible for reliable and accurate data identifying the water content of each load. These totals in gallons and percentages shall be clearly stated in the documentation returned to ANAD with payment. The contractor’s facility, processes, and data regarding used oil obtained from ANAD shall be made accessible upon request by the POC for the purpose of audit and observation. ANAD will perform site visits periodically to observe the oil water separation process. The contractor shall give Depot Personnel clear, unlimited, and unincumbered access to all sites and locations where this process occurs at any time.

Time Upon notification of services needed by the Government the contractor shall respond within Forty-Eight (48) hours to coordinate an extraction date with the Depot POC. The extraction date shall be no more than 10 days from the notification date. The contractor shall complete the oil removal process for specified tank(s) on the same day the process is started. Extraction shall not be scheduled on Fridays.

Payment Upon contract award a Performance Bond will be required in the amount of $716 dollars. This Performance Bond will be held by the Government until contract expiration. The Performance Bond may be adjusted throughout the duration of the contract based on fluctuations in the Oil Index. Unused portions of the Performance Bond will be returned to the contractor at contract expiration. The contractor shall make payment for the used oil by company check, cashier’s check, or money order. Payment shall be made and received by the Government no more than 30 (Thirty) days of the date the oil removal process occurred. Payment will be determined from the Cushing, OK WTI Spot Price FOB (Dollars per Barrell) monthly chart from the following website: https://www.eia.gov/dnav/pet/hist/LeafHandler.ashx?n=PET&s=RWTC&f=M The price will be based on the months total from which the extraction date occurred. The following formula will be used to calculate the price per gallon to be paid by the contractor: (months total for given month and year, times % (the percentage based on the winning bid) divided by 42 (gallons per drum)) (i.e. $75.00 X 10% / 42 = .178 (round to .18)). The contractor would pay the Anniston Army Depot .18/gal for each gallon of oil extracted from the Depot’s storage tanks.

Requirements The contractor shall comply with Depot safety, security, and environmental rules, polices, procedures, and requirements as well as any other applicable guidance.

Project Submittals In conjunction with each payment submitted the contractor shall provide a corresponding conclusive log listing each load individually to include the date, truck identification, weight, gallons and price per line item paid for material removed from Anniston Army Depot. Each item shall be tallied and totaled.

Analytical ANAD will provide an analysis of each batch prior to requisition of service.
