Statement of Work Unit Heating Ventilation and Air-Conditioning (HVAC) Installation for Uninterrupted Power System (UPS)

Housing Unit

1 Scope

The contractor shall provide Heating, Ventilation, and Air Conditioning (HVAC) services to provide all necessary professional supervision, labor, travel, materials, tools, equipment, accessories, and other items necessary to complete the installation of all components safely. The installation will comply with the Air Force certification standards outlined in the following standards and safety publications.

Telecommunications Industry Association (TIA) / Electronic Industries Alliance (EIA)- 607, Commercial Building Grounding and Bonding Requirements

National Fire Protection Association (NFPA) 70 National Electric Code (NEC)

NFPA 101, Life Safety Code

NFPA 780, Standard for the Installation of Lightning Protection Systems

Committee on National Security Systems (CNSSI) 7003, Protected Distribution Systems

(PDS)

The Contractor shall provide all of the necessary tools and equipment to complete the installation.

This requirement includes any ladders, lifts, hoists, power tools, safety gear, or other equipment, tools, supplies necessary to complete installation and provide testing of all installed components.

There is a total of one (1) Uninterrupted Power Supply (UPS) housing unit requiring two (2) HVAC units and associated equipment and services. Details are located in section 1.2 Basic Services.

1.1 Location of Work

The work will be completed on a 230 sqft building located immediately to the East of building 90207 at Hurlburt Field, Florida 32544.

1.2 Basic Services

The Contractor shall provide the following:

Two (2) HVAC Packaged Units and Install (SOW paragraph 1.2.1)

Power Connection (SOW paragraph 1.2.2)

Testing and Inspection (SOW paragraph 1.2.3)

1.2.1 HVAC Package Unit Requirements

A total of two (2) HVAC systems for the one (1) UPS housing unit.

o Required: UPS Housing Unit must maintain an internal temperature between 64⁰F-80⁰F.

o Required: One HVAC unit will operate lead while the other is lag.

o Required: 100% operational redundancy. One HVAC unit must be able to maintain the above stated 64⁰F-80⁰F internal UPS Housing unit.

o Required: Contractor will remove and dispose of the existing HVAC units.

o Required: Contractor must supply a new thermostat and internal control panel comparable to Figure 10.

o Required: Any damage incurred to the UPS building during installation and/or the removal of existing unit shall be repaired by the contractor at the contractor’s expense.

o Desired: Installation of a heat exhaust vent that will activate when the internal temperature of the UPS Housing Unit is greater than 80⁰F.

o Required: Total Cooling Capacity: at least 60,000 btu/hr each o Required: Sensible Cooling Capacity: at least 60,000 btu/hr o Required: Airflow: At least 1,620 CFM o Required: Electric Heat: 6 kW o Required: Electrical: 208/230V, 3Ø/60Hz o See Figure 2, Current HVAC Installation Model Panel & Exterior

1.2.2 Electrical Connection

The contractor shall connect the HVAC system to the Provided Power Panel (See Figure 4)

1.2.3 Testing and Inspection

The contractor shall accomplish a 100% operational check of each of the HVAC units to ensure proper operation and air flow with a Government representative preset. The contractor shall provide the Government a copy of the operational check documentation.

A joint quality assurance inspection and system operability shall be conducted prior to Government acceptance.

2 Government Furnished Property and Services

2.1 Storage and Operating Space

Provide storage space and staging area for materials. The Government is not responsible for materials left unattended or unsecured.

2.2 Host Escort

The 11th Special Operations Intelligence Squadron (11 SOIS) shall provide a host escort for the contractors when needed during the installation. The 11 SOIS shall coordinate with facility/users to ensure rooms and work areas are available when access is required.

3 Warranty

3.1 The system shall have a minimum one (1) year warranty on installation and workmanship as well as manufacturer’s commercial warranty on all items installed. The warranty period will start on the day the Government accepts the entire project as complete. During this warranty period, the contractor shall provide on-site technical support to repair, services, add, and/or replace any system related equipment and resolve any technical issues that may arise.

4 Special Requirements

4.1 Certifications

The Contractor shall provide the standard commercial product warranty certificate specifying the warranty period for the HVAC systems in a Portable Document Format (PDF) file.

4.2 Wire and Cable Routing

All wires and cables for the HVAC systems shall be routed through a conduit. The thermostat wiring shall be routed in the air ducting. Power wiring can be exposed if the physical cable is designed to be external and meets code.

4.3 Installation Schedule

The Contractor shall develop an installation schedule and coordinate it with the Contracting Officer and the 11th SOIS Point of Contact (POC) prior to work being accomplished. If the schedule requires changing, the Contractor should make every attempt to adhere to the 48 hours prior to the notification change request.

4.3.1 Mobile work area access

The mobile work area site will be accessible, and the area identified after contract award.

4.3.2 Hours of Operation

Normal Hours of Operation. The contractor shall perform the services required under this contract during the following hours: Mon-Fri 0700 to 1600, except for federal holidays. The contractor may work, with prior approval of the Contracting Officer, extended hours to ensure timely completion of work at no additional cost to the Government.

Recognized Holidays. The contractor is not required to provide service on the following days:

New Year’s Day, Martin Luther King Day, Presidents Day, Juneteenth, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

5 Base/Installation Specifics

5.1 Installation Requirements

All contractors shall submit a complete list of personnel in accordance with installation policy, including deliverymen, who will be expected to work on the installation. This list will contain Privacy Act information as required as well as the expectation that each individual will be able to present a current and valid state identification, to meet local Air Force security requirements. This information shall be sent to the Contracting Officer at least 10 days in advance prior to the start of installation.

The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees.

All commercial trucks must enter through the Commercial Gate on Downs Road off of Martin Luther King Jr Boulevard, Fort Walton Beach, FL for inspection. Prior to going through the Commercial Gate, contractor will have to obtain a visitors pass from the Visitors Center located off of HWY 98. In accordance with the Installation 1st SOSFS Visitor Control Center; base entry procedures must adhere to delivery vehicle process requirements mandated by the 1st SOSFS.

Vehicles are subject to inspection. To obtain a base pass from the Visitors Center, the driver will require:

A current Vehicle Registration A current Proof of Insurance A valid and current Driver's License for the driver A valid and current Driver's License or other State Identification for any passenger(s) in the vehicle.

A Base Pass Letter from the CO with the contract number, and individuals requiring base access. The base pass request must be submitted to the CO at least 10 days prior to scheduled delivery and include the names and driver’s license number of each individual requiring base access. The request shall also include the anticipated installation timeframe for this project.

5.2 Gate Procedures:

Once at the Commercial Gate, be prepared to exit the vehicle and allow for vehicle inspection. At this time you may ask for directions to your final destination.

If the final destination requires the driver to leave the Commercial Gate, and re-enter the base through an alternate gate, the pass received will be sufficient documentation for entry into both gates, within a pre-established time directed by the Security Forces representative.

Arrival at the appropriate gate after the designated allotted time will result in non-admittance to the installation.

This procedure will occur each time a commercial truck requests access to the base.

Current Bill of Lading (BOL) to get delivery driver and the vehicle on base. BOL must include the AF installation name, date of anticipated delivery, and specific destination (including building number, street address, and point of contact information).

Personnel should have the following items when entering an installation:

Current Registration for all vehicles Current Proof of Insurance for all vehicles Valid driver’s license for each driver Valid driver’s license or other state identification for each passenger Depending on the current Force Protection Condition, a government representative may be required to sponsor those people in person at Pass & ID/Visitors Center.

5.3 Prohibitions

Firearms & Illicit drugs may not be brought on base under any circumstances. Individuals with criminal records are not allowed on base. Contractor personnel are prohibited from sponsoring guests onto the installation.

5.4 Retrieving Identification Media

The Contractor shall be responsible for retrieving all identification media, including visitor passes from employees who depart for any reason before the contract expires (i.e., termination for cause or retirement). Visitor passes shall be retrieved and turned in to a single SOSFS Visitor Center when the Contractor and its employees leave the base for the last time.

5.5 Traffic Laws

The Contractor and employees shall comply with base traffic regulations.
