1. Are new wires, conduit, breaker and disconnect required for the electrical portion of the installation, or is re-use permitted? Is megger/eddy testing required of the electrical installation?

A: 1) Yes, new wiring is needed. 2) If new wiring requires a megger/eddy test then yes.

2. Does the government require a wall-mount specific (1) lead-lag controller, (2) a control relay panel with alarm to operate as a lead-lag controller similar to an overtemp automated system (this HVAC controller is designed specifically for critical equipment rooms. The goal of the design is to provide a standardized HVAC control, simplify troubleshooting, utilize commercial off the shelf components that are easy to procure and replace, and to provide a true redundant (Primary/Standby) HVAC control), or

(3) a DDC/BAS control with lead-lag sequence of operations with automatic switchover, ability to remote monitor (if desired), and operate exhaust fan independent of the Wall Mount units?

A: The Government requires a two (2) control relay panel.

3. Is reference to figure 10 on the SOW, meant to be to figure 9? If not, please describe function of the workstation (is it DDC)?

A: No, the correct figure is shown. The workstations function is not related to the HVAC.

4. In reference to the desired exhaust vent, does the government desire an exhaust fan and damper control, when the room exceeds 80 degrees independent of or integral to the wall mount units? Please clarify desired intent. Additionally are 120v circuits available in a breaker panel for installation of an exhaust within the 230 sqft building?

A: 120v circuits are available. They are listed as “spare” on the breakers provided. The intent of the exhaust fan is in the event of partial or complete HVAC failure, and the ambient room temperature reaches 80°F, the exhaust fan would expel excess heat from the housing unit to mitigate any additional damage to the UPS System. The Government requests contractor state capabilities and possible venting system to meet this intent.

5. The 30 days given to fulfill the governments requirement are outside current industry lead times and are subject to change from BAA compliant (brand name) vendors. Will the government extend the performance period to accommodate lead times as long as such is advised in the contractors proposal?

A: Please quote the appropriate lead-times to complete this project, and the resulting contract will reflect the quoted lead-times.

6. Does the government require new supply/return grille’s (it appears one is missing in the solicitation figures)?

A: No, the supply grille is in the room and it is not installed.

7. Do both units work together to maintain the temperature in the buildings?

A: Yes, both units work together in a lead – lag relationship.

8. Is the 480V transformer required to be replaced?

A: No, the 480V transformer is not required to be replaced.

9. Will the Government be adding any additional UPS units to this facility?

A: The Government does not anticipate adding additional UPS units at this time.

10. What is the UPS BTU output?

A: Unknown at this time. Contractor, please include quote for heat/thermal survey.
