The contractor shall provide all necessary labor, materials, equipment, transportation, and services to trim trees three times annually and remove shrubs, grass, and other vegetation within a 350-foot radius centered on the VOR antennas, rotating 365 degrees around the antenna. All vegetation on the entire counterpoise must be mowed or treated with herbicide. Trees, shrubs, and vegetation located below the counterpoise (elevation 1765 feet) within this area must be trimmed and shortened at least six feet below the antenna counter poise surface to maintain line of sight. Vegetation and trees within FAA property must be cut down, chipped, and spread on FAA property, with grass mowed for maintenance. Trees outside FAA property must be topped at least six feet below the counter poise surface and removed. The contractor must comply with all FAA requirements and regulations, cannot enter the counter poise or fenced antenna area, must minimize interference with roads and adjacent properties, and must protect and restore any damaged improvements. All work must be performed Monday through Friday during daytime hours excluding federal holidays and cannot be scheduled during the Hawaiian Hawks mating period (August-September). Work shall be conducted under FAA supervision at all times. The facility manager is Charles Barclay, and the site contact is Jacob Chip at FAA Kona facilities.

1. GENERAL
The purpose of this project is to trim trees three times a year and remove shrubs, grass, and other vegetation, or obstructions surrounding the UPP VOR antenna to prevent interference of the radiated signal from the antenna. The tree coverage is mostly made up of tall Ironwood up to 60 feet tall. The terrain is on the mountaintop and the trimmed areas are very steep which requires extra efforts to get to.
NOTE: The contractor must be aware about the Hawaiian Hawks habitat close to the UPP VOR site.
The work should not be scheduled during the mating period – August-September time frame.
2. PROJECT DESCRIPTIONS
The contractor shall furnish all necessary labor, material, equipment, transportation, and other services needed to perform all tasks under this contract. The scope of work includes but not limited to the following items:
Cut/trim/ and mulch shrubs, trees, grass, and other vegetation up to 350’ feet radius centered on the VOR antennas, and rotate as necessary 365 deg. radius around VOR antenna, As shown on the Appendix A (Google map). All vegetation on entire counterpoise must be mowed and/or poision.
All trees, shrubs, and vegetation located below the counterpoise within this area will be trimmed and shorten at least six (6) feet below the surface area (elevation 1765) of the antenna counter poise (below the antenna line of sight. All trees and vegetation within this area and FAA property will be cut down, chipped and spread within FAA property. Vegetation/grass will be mowed for ease in maintenance.
Trees outside of FAA property must be topped at least six (6) feet below the surface area (elevation 1756) of antenna counter poise (below the antenna line of sight) and removed.
3. EXECUTION OF WORK
The Contractor shall comply with all requirements and regulations of the FAA and shall perform his/her work so as not to interrupt or interfere with the normal operation of the VOR. The contractor is not allowed to enter the counter poise area in general and fenced area of the antenna in particular at all time.
The contractor must ensure minimum interference with the roads, adjacent ranch owners, and the VOR system and subsystems. He/She will not be allowed to close or obstruct roads or occupied or used the FAA facility without permission from the FAA personal.
The contractor must also provide protections necessary to prevent damage to existing improvements indicated to remain in place, and protect improvements on adjoining properties and on Government's property. The contractor must restore damaged improvements to their original condition, as acceptable to the Government.
All works must be done Monday through Friday during the daytime hours except federal holidays.
4. SECURITY REQUIREMENTS
The Contractor shall comply with all instructions, rules, security, safety, environmental, health requirements of the Federal, State, local authorities at all time. Work performed at this site shall be done under FAA supervision at all times.
