About this file
This is a Performance-Based Statement of Work for the manufacturing and delivery of Ethyl Lactate-Butyl Acetate (ELBA) Solvent to Naval Surface Warfare Center, Indian Head Division (NSWC IHD).
The requirement specifies manufacturing 20 drums of 55-gallon ELBA Solvent (1,100 gallons total) within 90 days of order receipt. The solvent must be a homogeneous mixture of 34.6% to 39.0% Ethyl Lactate by weight with the balance Normal Butyl Acetate, produced from a single homogenous lot under identical processing conditions. Chemical requirements include strict specifications for moisture (0.50% maximum), acidity as acetic acid (0.10% maximum), and nonvolatile matter (0.04 g/100ml maximum). Testing must comply with referenced military standards (MIL-A-3167, MIL-STD-1168) and ASTM standards (D1364, D1613, D1744, D4615, D1078), with alternate test methods specified for moisture and distillation range determinations. The vendor must provide a Certification Data Report (CDRL A001) per DI-MISC-82386 documenting all test results for both the final ELBA Solvent mixture and its individual components (Ethyl Lactate and Butyl Acetate). Material must be packaged in 55-gallon metal drums per commercial standards, with each drum labeled with component descriptions, manufacturer name, contract number, lot number per MIL-STD-1168, weight, and hazardous material information. NSWC IHD reserves inspection and rejection rights, with the vendor liable for all rework and re-inspection costs. Deliverables include the physical product and certification documentation, both due 90 days after order receipt, to be delivered to an address to be provided post-award.

3.0 Chemical Requirements
The chemical requirements for both the ELBA Solvent and Normal Butyl Acetate are defined below.
No.3
Nomenclature or Description: Adhesive (Ethyl Lactate-Butyl Acetate)
MIL-A-3167 Specification:
Part or Identifying No. Type 111, Class 2
Adhesive, find No. 3, shall consist of a homogeneous mixture by weight of 34.6% to 39.0% Ethyl Lactate with the balance Normal Butyl Acetate.
i. The mixture (Ethyl Lactate - Butyl Acetate) shall meet the following requirements when tested in accordance with Paragraph 4.3 of MIL-A-3167.
a. Moisture, %WT .SO max
i. Alternate moisture test method: ASTM D1364 Water in Volatile Solvents (Karl
Fischer Reagent Titration Method), using a titration system and reagents demonstrated to be functionally equivalent to those specified in ASTM D1364.
b. Acidity as acetic acid, %WT .10 max
i. Alternate acidity as acetic acid test method: ASTM D1613 (Standard Test
Method for Acidity in Volatile Solvents and Chemical Intermediates)
c. Nonvolatile matter, g/lOOml .04 max
i. Alternate nonvolatile material test method as follows: Dry a platinum evaporating dish in an oven at 105 ± S°C, cool in a desiccator, and weigh. Pour
100ml of ELBA Solvent sample into the dish. Place the dish on a steam chest under an exhaust fume hood. Allow to evaporate for approximately 7 hours, or until dry as observed by no residual liquid in the dish. Cool and reweigh the dish and residue. Determine the non-volatile matter as follows:
Non-volatile matter, g/100ml = (weight dish and residue) - (weight dish)
ii. The ethyl lactate used herein shall conform to Mll-A-3167 except as follows:
Alternate moisture test method: ASTM D1744 (Karl Fischer Reagent), .50% maximum.
a. Alternate moisture test method: ASTM D1364 Water in Volatile Solvents (Karl Fischer
Reagent Titration Method), using a titration system and reagents demonstrated to be functionally equivalent to those specified in ASTM D1364.
iii. The normal butyl acetate used herein shall conform to ASTM D4615 except as follows:
a. Specific gravity at 20°/20°C .874 to .884
b. Alternate moisture test method: ASTM D1744 (Karl Fischer Reagent), .50% maximum.
c. Allow the alternate method of ester content (purity) determination of butyl acetate as follows:
Place one to two grams of sample in a tared ampoule. Seal the ampoule and weigh to the nearest milligram. Pour 50ml of 0.SN alcoholic potassium hydroxide into a 200ml
Erlenmeyer flask. Place the sample ampoule into the flask and break the ampoule with a stirring rod. Attach a reflux condenser to the flask and heat on a steam bath for 1 to 2 hours, or until saponification is complete. Swirl the flask often during heating. Cool the flask and wash down the condenser with distilled water. Remove the condenser. Add three drops of phenolphthalein indicator to the flask. Titrate the contents of the flask with 0.SN hydrochloric acid. Run two blanks of alcoholic potassium hydroxide along with the sample. The blanks must check within one-tenth of a millimeter.
% purity= (B-a)F*100/S
Where:
A= ml or 0.SN hydrochloric acid required for titration or sample
B = average ml of 0.SN hydrochloric acid required for titration of blanks
F = 0.058 (factor, 1 ml of 0.SN KHO= 0.058g of Butyl Acetate)
S = grams of sample used
d. Allow the alternate method of distillation range determination of butyl acetate for
Paragraph 6.1 and 9.1.4 of ASTM D1078 as follows:
ASTM D1078 Paragraph 6.1: Distillation apparatus: Liebig style condenser tube; Jacket
Length 300 ± 50mm with a 24/40 ground glass joint, 200mL distillation flak, lOOmL graduated cylinder and electric heating mantle capable of maintaining the heating rate required in Paragraph 9.1.3.1 of ASTM D1078.
ASTM D1078 Paragraph 9.1.4: Adjust the heat input so that the distillation proceeds at a rate of 4 to 5 ml/min (about 2 drops per second). After the first drop falls, move the graduated cylinder so that the tip of the condenser tube touches one side of the graduated cylinder. Record the temperature of the thermometer at the initial boiling.
Regularly monitor the distillation throughout the collection of distillate.
e. Moisture test method: ASTM D1364 Water in Volatile Solvents (Karl Fischer Reagent
Titration Method), using a titration system and reagents demonstrated to be functionally equivalent to those specified in ASTM D1364.
