About this file
This is a Statement of Work (SOW) for the procurement of an Ultra-Low Temperature (ULT) upright freezer for the Marion VA Medical Center Pathology & Laboratory Medicine Service. The Government requires delivery of one (1) unit capable of reliably maintaining temperatures to -86°C for storage of laboratory specimens, reagents, and temperature-sensitive materials critical to patient care and diagnostic operations.
The freezer must meet specific technical requirements including a minimum capacity of 29.8 cubic feet (845 liters), adjustable temperature range from -50°C to -86°C in 1° increments, and a microprocessor-based color LCD touchscreen controller with password protection and glove operability. The unit must feature a variable-speed cascade refrigeration system using natural refrigerants (R290/R-170 or equivalent), vacuum insulated panel insulation with minimum 3.1 inches total thickness, minimum two insulated inner doors with positive latching, a key-locking outer door with EZ-latch mechanism, minimum three adjustable shelves rated for 110 pounds load each, integrated data logging with USB download capability, visual and audible alarms for power failure and temperature excursions, and a noise level of 52 dB(A) or quieter at 3 feet. The freezer shall operate on 115V, 1-phase power with NEMA 5-20P plug configuration and include minimum four casters with front leveling feet. The SOW references the PHCbi VIP ECO Ultra-Low Upright Freezer as the basis for requirements but permits equal products meeting the specified salient characteristics. The Contractor must deliver the fully assembled unit to the Marion VAMC warehouse with inside delivery to the warehouse floor, provide Government visual inspection support, and supply a delivery receipt confirming date and condition upon arrival. Repair or replacement of any damaged units shall occur at no additional cost within 10 business days of Government notification. The Contractor is responsible for unloading to the warehouse floor; the Government is responsible for final installation and power connection. The Contractor shall provide manufacturer's operation and maintenance manuals, control panel manual, warranty documentation, and a certificate of calibration or factory test results at time of delivery. A minimum two-year warranty covering parts, labor, and the compressor/refrigeration system is required from the date of Government acceptance, with offerors required to clearly state warranty terms in their proposals. No recurring or scheduled preventive maintenance services are to be included.

4. BRAND NAME OR EQUAL REQUIREMENT
The requirement for this acquisition is based on the VIP ECO Ultra-Low Upright Freezer (Large Volume, -86°C, with Natural Refrigerants, 29.8 cu. ft./845L) manufactured by PHCbi. The brand listed above is not specifically required, but serves as example to illustrate types of equipment that meet the required salient characteristics for this acquisition. Products considered “equal” must meet the salient physical, functional, or performance characteristics specified in this statement of work. The contractor is responsible for submitting sufficient documentation for the Government to evaluate “equal” items.
