About this file
This is a Statement of Work (SOW) for the Under Dispenser Containment (UDC) and Sump Installation project at VA Medical Center American Lake in Tacoma, Washington, addressing deficiencies identified during a Washington State Department of Ecology inspection of the underground storage tank (UST) system. The contractor must furnish and install new UDC systems beneath fuel dispensers, a new extractor valve containment sump with traffic-rated manhole assembly, double-wall OPW flexible fuel piping, and leak detection sensors, while maintaining all required certifications including ICC UST Installation/Retrofitting (U1), ICC UST Tank Tightness Testing (U3), and Washington State Site Assessment (U7) certifications. Personnel performing regulated UST services must be certified, and failure to maintain certifications constitutes grounds for work suspension at no additional cost to the Government.
The 14 contract tasks span regulatory notifications, fuel dispenser removal and reinstallation, demolition and excavation, piping removal and installation, containment sump and UDC installation, electrical and communication systems setup, leak detection equipment installation, concrete restoration, hose retriever installation, and final startup testing and commissioning. Deliverables include a Site-Specific Health and Safety Plan, Environmental Compliance Plan, regulatory inspection records, manufacturer product submittals and installation manuals, and a system startup and commissioning report. The period of performance is 90 calendar days from contract award with normal working hours Monday through Friday, 0700–1630, and a controlled fueling system shutdown requiring at least 14 calendar days' advance written notice. The Government will furnish site access, staging areas, coordination support through the Contracting Officer's Representative (Bryan Taylor), and existing drawings and fuel-system records. The Contracting Officer's Technical Representative is located at 9600 Veterans Drive SW, Tacoma, WA 98493, Building 18, Room B108, telephone 253-219-1477.
