1. Introduction The Federal Aviation Administration (FAA) locates unwanted Radio Frequency Interference (RFI) in the National Airspace System (NAS) using both ground and manned aviation assets. This contract will demonstrate and research operationalization of RFI locating using commercial unmanned aircraft systems (UAS) services. The vendor must provide all personnel, equipment, coordination and airspace approvals required to perform the requested services.

1.1 UAS OPERATIONS

The FAA Flight Program Operations does not regulate UAS operations in the National Airspace System (NAS). UAS operations must be coordinated with the appropriate FAA authorities. The vendor is responsible for obtaining authorization and to remain compliant in accordance with Title 14 Code of Federal Regulations and Unmanned Aircraft systems (UAS) Regulations and Policies.

IAW Executive Order issued January 18, 2021 prohibits federal departments and agencies from using any UAS that is manufactured in China, North Korea, Iran or Russia or which contains sensors or other critical electronic systems that are manufactured by entities domiciled in any of the designated countries.

2 Scope

2.1 Minimum UAS Contractor Requirements

The contractor must show the following components in their flight program to be eligible for the operational component of this SOW:

1. Flight Operations Manual which must specify:

a. minimum crew compliment of 2 with defined roles and responsibilities

b. defines crew responsibilities and rest requirements

c. lists mitigation procedures for lost link and data security plan meeting US Government standards

d. flight planning including pre/post flight checklists

e. operating limitations such as min ceiling/vis and max wind

2. Crew Qualification Program must specify:

a. To include annual recurrent training, drug and alcohol testing, flight time reporting

b. Safety procedures for UAS loss, crewmember injury, damage to UAS or property

3. Maintenance Program must include:

a. Aircraft specific maintenance program and Record keeping system of each individual UAS

b. Continued Airworthiness program and return to service program

c. Procedures to deal with inoperable equipment

4. Safety Management System which must address:

a. Safety policy

b. Safety risk management

c. Safety assurance

d. Safety promotion

2.2 Demonstration Phase Requirements

The contractor will demonstrate RFI locating services for all frequencies/bands listed in Table 1. Demonstration shall be Visual Line of Sight (VLOS) operations below 400’ AGL. Contractor will:

5. Provide the source interference for all frequencies. For GPS L1, L2, and L5, the contractor may conducted demonstration on an adjacent L-Band frequency. Contractor is responsible for frequency authorizations to broadcast source interference for these demonstrations.

6. Contact FAA Flight Program Operations Service Center prior to each UAS operation to brief the planned operation.

7. Discern if source interference is not present or provide bearing to the source interference.

8. Demonstrate capability to locate interference sources at power levels capable of interfering with the communication and navigation services listed. Triangulation from multiple UAS operating locations is an acceptable method of RFI location.

9. Demonstrate capability to loiter for at least 30 minutes and be airborne at least 6 hours within a 12 hour period. Tethering is acceptable.

10. Collect additional source data helpful for identifying the source (e.g. modulation type, bandwidth, demodulated voice or data).

11. Provide a demonstration report to include lessons learned and CONOPS for commercial UAS services to provide RFI locating.

2.3 Operational Phase Requirements

The contractor must conduct three real-world missions within the continental United States. Expected duration for each mission will not exceed 5 days. A real-world mission may be requested prior to the demonstration phase within the period of performance. The contractor will:

12. When provided with details of the interference problem, dispatch required UAS and crew within 7 days of notification. If dispatch timeline cannot be met, exceptions to be approved by CO and program office.

13. Contact FAA Flight Program Operations Service Center prior to each UAS operation to brief the planned operation.

14. Provide a trip report following each operational mission, which summarizes the method of interference location, lessons learned and CONOPS for commercial UAS services to provide RFI locating.

The contractor must provide a final report summarizing the demonstration and operational missions, which provides lessons learned and CONOPS for commercial UAS services to provide RFI locating.

2.4 Period of Performance

The base period of this contract shall be September 30, 2021-September 29, 2022.

3 Location

The contractor must perform the initial DEMO at a venue of choice within the continental United States, activities previously described in this SOW. It is expected that the DEMO will be completed at a site local to the contractor. The Operational Phase Requirements will require the contractor to travel to three separate locations to be determined in support of the work effort.

4 Travel

Travel will be required to complete this SOW. These are the estimated travel requirements:
