STATEMENT OF WORK
Unmanned Aircraft Systems (UAS) Procurement
1.0 Introduction:
NAVFAC EXWC is demonstrating the use of unmanned aircraft systems (UAS) for collection of high-resolution imagery datasets, which can be used in augmented/virtual reality (AR/VR). This is part of the FSR project “Enhancing Design and Reconstruction of Rebuilds and Contingency Engineering to Improve Future Shore Readiness”. UAS(s) will be used to collect imagery data on sites proposed for construction and the collected data will be analyzed to generate 3-dimensional (3D) models of the sites in AR/VR to provide an enhanced visualization experience to aid with construction contract scoping. UAS that can collect the data at the resolution needed, operate in the various environments of construction projects, have the capability to carry sensors/payloads that can collect the needed data, and flight specifications to survey various construction areas will need to be procured.
1.1 Objective
The objective of this contract is to procure UAS that can be used to fly and collect data at potential construction sites, planned and in support of contingency engineering. UAS must be able to collect high-resolution imagery that can be analyzed to product high-resolution imagery products and to support the building of AR/VR models.
2.0 Requirement:
A UAS that can collect high-resolution imagery data in outdoor settings is required. We are looking to procure a small to medium-sized small multirotor UAS (group 1 UAS, <20 lbs at take-off with payload) with an integrated high resolution (>24 megapixel) camera. The UAS needs to be able to carry a minimum payload of 3 lbs, have the capability to integrate and carry different sensor payloads, and have the needed maneuverability to meet the performance requirements.
Because of laws and regulations in place for the use and procurement of UAS by the Department of Defense (DoD), any procured UAS must be compliant with Section 848 of the FY20 National Defense Authorization Act (NDAA), meaning UAS cannot be from companies in China, Russia, Syria, North Korea, and Iran and no critical parts can be manufactured and/or the UAS cannot be assembled from these countries. UAS will need to be a designated “Blue” by the Defense Innovation Unit (https://www.diu.mil/blue-uas) or be part of a DoD program-of-record that is recognized as being FY20 NDAA compliant.

3.0 Performance Requirements:
Performance specifications for UAS include:

Mission planning can occur wholly on GCS; ability to plan missions on a laptop and transfer flight plan to GCS preferred

Additional information and/or pricing that needs to be included in the bid are:
Bidder must provide official documentation from manufacturer that the proposed UAS and components are a certified DIU Blue UAS or existing DoD program-of-record o For components that are not part of a certified Blue system (e.g., payload, gimbal), documentation must be provided on the manufacturer, where it is made, and the component(s) is FY20 NDAA, Section 848 compliant
Detailed list of components that come in the standard UAS kit o Should include: UAS, gimbal, camera sensor, GCS and software, antennae, spare parts
(e.g., propellers, landing gear), batteries, battery charger, cables/cords, UAS field carrying case, mission planning software

o One set of commonly replaced parts (e.g., spare propellers, landing gear) Pricing for the following optional features, if available, or if they do not come as part of the standard UAS kit:
o Spare aircraft battery sets (include warranty information) o Extra battery charger o One spare GCS station battery (if available) o RTK or PPK o Custom payload development/integration kit o Back-up/replacement aircraft (i.e., package with 2 aircraft and 1 GCS)
