Statement of Work
136th Airlift Wing, Naval Air Station Joint Reserve Base, Fort Worth, TX
3 July 2025
Project Title: Replacement of SCIF Door
1. Background: The 136th Airlift Wing requires the replacement of a Sensitive Compartmented Information
Facility (SCIF) door assembly at their geographically separated unit in Tyler, TX.
2. Scope: The contractor shall furnish all labor, parts, tools, plant, equipment, appliances, transportation, and materials necessary to replace and install the new SCIF door assembly and return to like-new condition. All work shall be performed in accordance with this statement of work (SOW) and any associated specifications.
All work shall be performed in accordance with international, federal, state, and local building codes, as well as the Unified Facilities Criteria (UFC).
3. Objectives: It is the government’s intent for the contractor to perform all required actions to replace and install the new door and lock hardware in a manner sufficient to meet the required SCIF certification standards for the facility. The contractor is responsible for ensuring that the work performed under this contract meets this objective.
4. Tasks: The contractor shall perform the following:
4.1. Install one (1) Krieger SCIF Single Door Assembly (brand name or equal) and frame with the following salient characteristics.
4.1.1. Door dimensions: 3’3” x 7’0” x 3”
4.1.2. RF 60db / STC50
4.1.3. Looking at the door from the outside of the SCIF, the hinges will be on the right-hand side and the door will open inward.
4.1.4. Assembly and installation shall be SCIF compliant, including but not limited to the following guidance:
4.1.4.1. ICD 705
4.1.4.2. UFC 4-010-05
4.1.5. Three (3) cam hinges
4.1.6. One (1) electric hinge
4.1.7. Sills/gasketing
4.1.8. Pull wire for access control
4.1.9. Compatible with Automated Access Control System (ACS). ACS to be provided and installed separately and is not a requirement of this contract.
4.2. Install one (1) Lockmaster hardware set, product number LKM10KHX10S2.
5. Deliverables: The contractor shall provide the following deliverables:
5.1. Letter of Guarantee that warrants the project against defects in materials and workmanship for one year from the date of final acceptance.
5.2. Minimum one (1) year on all workmanship and standard manufacturer’s warranty on products.
6. Government Furnished Property: Electrical power and water shall be provided as required.
7. Security: The Government may prohibit installation access to anyone categorized as a security concern.
These concerns may include but are not limited to: record of criminal conduct (active arrest warrant), felony conviction, illegal drug involvement, personal conduct, registration on any sexual offender registry, record of convictions/charges stemming from disrespect for law, and non-us citizen without proper documentation. The
Statement of Work: 136th Airlift Wing, NAS JRB Fort Worth, TX Tyler SCIF Door Replacement and Install installation currently utilizes one method for accessing the installation, completion of the AGTX Form 32.
The contractor shall complete this form for all employees who will perform work on the resultant contract.
The form shall be submitted to the contracting officer. The document will be routed to the Texas Military Department to determine if the contractor’s employee(s) will be authorized to work on the installation. The request must be submitted no later than seven (7) days prior to work being conducted. Any request shorter than this period will be automatically denied. In addition, the contractor’s employee(s) must sign a SF-312 NDA prior to commencing work. All contractors completing work at the Tyler installation must be a U.S.
Citizen in accordance with ICD 705 Tech Specs v. 1.5.1 Ch. 3, B., 5.. Additionally, personal electronics are allowed on Tyler but may not be allowed in certain areas including the destinated work area.
8. Disposal: Existing Door, spin lock and the mechanical cipher lock will be turned over to the government. All other existing door assembly pieces and non-hazardous waste or debris shall be removed by the contractor from the base and disposed at an appropriately permitted facility.
9. Place of Performance: Contractor shall perform all work at the 136th Airlift Wing located at 13592 State
Highway 31 West Tyler, TX 75709.
10. Period of Performance: Contractor shall complete delivery and/or installation within 60 calendar days after contract award. The normal business hours for the 136th Airlift Wing are 6:30AM to 5:15PM, Tuesday through Friday.
11. The contractor shall adhere to all applicable regulations, standards, specifications, UFCs, and UFGSs.
