About this file
This is a Statement of Work (SOW) for a tree planting restoration project at Marais des Cygnes National Wildlife Refuge in Pleasanton, Kansas. The project aims to replace approximately 22,050 native tree seedlings across 48 acres that were destroyed by wildfire, with planting scheduled for the optimal window of March through May 2027. The contractor must supply all labor, equipment, seedlings, and materials to complete the work, including sourcing bare-root seedlings of nine specified native species (Persimmon, Chinkapin, Pecan, Bur oak, Pin oak, White oak, Swamp white oak, Northern red oak, and Shagbark hickory) from refuge-approved suppliers using local native seed stock. Seedlings must be planted at 10-foot by 10-foot spacing using tractor-mounted planting equipment suitable for penetrating compacted soils, with strict requirements for maintaining seedling moisture, shade, and chilling before and during installation to ensure proper root-to-soil contact.
Performance standards specify that all work must comply with environmental, operational, and safety requirements and follow all spacing, handling, and installation specifications outlined in the SOW. The contractor must maintain communication with the Refuge Manager or Implementation Lead and ensure proper environmental safeguards throughout the project. Acceptance is contingent upon completion of all planting according to specifications, submission and approval of all deliverables, and successful final inspection occurring within 10 days after planting completion. The refuge staff will provide planting maps, site access, technical guidance, pre-planting mowing, species substitution approval, and conduct final acceptance inspection. The project explicitly excludes herbicide and pesticide use, construction of permanent infrastructure, mechanical soil disturbance outside previously cultivated areas, and maintenance activities beyond initial establishment.
