About this file
This is a Statement of Work (SOW) for the modernization of the pneumatic tube system controls at Washington DC VA Medical Center (DCVAMC). The project involves upgrading the existing legacy TransLogic CTS630 system operating on end-of-life Nexus 7.2.5.7 software to Version 8+ IT Security Controls Package. The current system comprises 16 stations, 12 transfer units, and 2 blowers, all of which require modernization to address escalating risks from unavailable replacement parts and planned Nexus software sunsetting. TransLogic Corporation is identified as the sole qualified source and original equipment manufacturer (OEM) for this Version 8 migration.
The contractor shall provide a complete controls package including supply, installation, configuration, testing, and commissioning of all hardware and software. Key deliverables include: establishing a new Air Gap network compliant with VA OIT security requirements and FITARA standards; providing and configuring a Remote Client server and Domain server; migrating to Version 8 ITS software on a hospital virtual environment; reprogramming all 16 Nexus E-net Touchscreen station panels with updated SD cards; installing 16 Mini UPS Battery Backup Retrofit Kits; replacing 14 legacy control boards with IT Security Control Boards featuring encrypted HTTPS, Trusted Platform Module integration, built-in firewalls, and disabled USB ports; providing one spare control board and configuration programming kit; and delivering minimum four hours of onsite facilities training with assigned certified Field Service Engineer and Project Manager support. All work must comply with TransLogic OEM specifications, VA cybersecurity standards, NFPA 99, NFPA 70, JCAHO requirements, and VA Handbook 6500. The period of performance is estimated at 90-120 days from Notice to Proceed, with a one-year warranty on all parts and labor from substantial completion. Government-furnished items include Ethernet drops, VA network connection, receiving/unloading, material storage, and transport support during the upgrade period.

B.2 STATEMENT OF WORK
WASHINGTON DC VA MEDICAL CENTER
Pneumatic Tube System Controls Modernization — Version 8+ IT Security Controls Package TransLogic Corporation (Swisslog Healthcare) | Pneumatic Tube System Controls Modernization
The Washington DC VA Medical Center (DCVAMC) requires a one-time controls modernization upgrade for the existing TransLogic pneumatic tube system (PTS). The current system operates on legacy end-of-life CTS630 controls running Nexus 7.2.5.7 software on Windows Server 2019. The Nexus software platform is scheduled for sunsetting by the manufacturer. This Statement of Work (SOW) covers the supply, installation, configuration, testing, and commissioning of the TransLogic Version 8+ IT Security Controls Package, including associated hardware, software migration, and facilities training.
CKGROUND
DCVAMC's pneumatic tube system is a critical infrastructure component supporting hospital operations, including transport of medications, specimens, and other time-sensitive materials between clinical departments. System downtime directly impacts patient care delivery. The current system configuration is:
· System: CTS630 / Windows Server 2019 / Nexus 7.2.5.7
· Stations: 16
· Transfer Units (TUs): 12
· Blowers: 2
· The legacy controls are end-of-life — replacement parts are no longer available, and the Nexus software platform is being sunsetted by TransLogic. Failure to modernize creates escalating risk of unrecoverable system failure. TransLogic Corporation is the OEM of this system and the sole qualified source for the Version 8 migration.
· The Contractor shall provide a complete Version 8+ IT Security Controls Package including all labor, materials, hardware, software, freight, project management, and training necessary to fully modernize the pneumatic tube system controls at DCVAMC. Specific deliverables include:
· Provide, install, and configure a new Air Gap network to support the Version 8+ ITS controls upgrade. Network configuration shall comply with VA OIT security requirements and FITARA standards.
· Provide, install, and configure a new Remote Client server as required to gain access to the application server. Provide and configure Domain server as needed for remote system access.
· Configure, tune, test, and commission the Version 8 ITS software package on a TransLogic-provided server. Migrate from Nexus 7.2.5.7 to Version 8 platform, addressing planned Nexus sunsetting. Software shall be migrated to the hospital's virtual environment.
· Reprogram all 16 existing Nexus E-net Touchscreen station panels for compatibility with Version 8 software. Station SD cards shall be updated/replaced with Version 8 SD cards (secure HTTPS downloads, updated Linux OS, no UI changes).p Retrofit
· Provide and install 16 Mini UPS Battery Backup Retrofit Kits — one per station.
· Replace 14 legacy TU/Blower control boards with IT Security Control Boards (ITS PCBs).
· Provide 1 spare ITS Control Board.
· Provide 1 TU/Blower ITS Control Board Configuration Programming Kit.
· ITS PCBs shall include: encrypted HTTPS downloads, Trusted Platform Module (TPM) integration, built-in firewall, and disabled USB ports by default.
· Provide minimum four (4) hours of onsite facilities training during upgrade activities.
· Training shall cover Version 8 software operation, system administration, and maintenance procedures.
· Assign a certified TransLogic Field Service Engineer for all installation activities.
· Assign a Project Manager for scope coordination, scheduling, and VA stakeholder communication.
· Freight for all materials is included in the contract price.
· Tune, test, and commission all installed components before final acceptance.
