STATEMENT OF WORK
ON-LINE COURSE REGISTRATION, PAYMENT, AND COURSE EVALUATION
CAPABILITY
Background
The mission of the Center for Audit Excellence (CAE) is to build institutional audit capacity and promote good governance by providing training, technical assistance and related products and services to qualified personnel and entities including federal, state, local, tribal and international accountability organizations. GAO is permitted to charge fees for the Center’s products and services. The Center has a small core staff consisting of a Director and Deputy Director who report to the Managing Director, Strategic Planning and External Liaison.
Objectives
CAE plans to offer training courses for staff of domestic audit and accountability organizations. CAE has a need for a software/web-based capability that will enable the Center to electronically announce courses; allow individuals to self-register to attend courses and change/cancel registration dates; collect course registration fees; process refunds; and administer post-course evaluations. CAE’s objective is to obtain software/web-based capability that can perform these tasks in an efficient and cost-effective manner. CAE also requires a platform that is easy for both Center employees and course enrollees from organizations outside GAO to use.
Scope
CAE has a webpage on GAO’s external website. We desire a capability to transparently and automatically link from our webpage to a course registration system that will enable individuals to register and pay for courses. The software or web-based capability should allow individuals and/or their parent organizations to pay course fees using a credit card, and to provide refunds for canceled courses. Once the class is held, the software or web-based platform should have a capability to administer course evaluations to class participants and summarize results.
The Center plans to offer 25 courses per year once it acquires an on-line course registration and payment capability. Courses are estimated to have an average of 20 individuals per class. CAE may increase the number of courses offered in future years.
Requirements
The specific requirements are as follows:
Mandatory Requirements
1) Capability to process 25 courses per year, with expected average enrollment of 20 students per course or 500 students per year
2) Easy-to-use electronic registration form that can be fully customized and changed by CAE staff
3) Electronic access by federal, state, and local accountability organization employees to complete the registration form and register for courses, including full and easy access via mobile devices
4) Capability to track who and how many are registering for each class, on a daily and weekly basis
5) Emailing announcements and reminders about course offerings, to a CAE-provided email list
6) Automated payment system fully integrated with the software to accept individuals’ and government organizations’ credit cards and purchase cards;
deduct vendor fees; and deposit net revenue to CAE’s identified depository institution
7) Automated process for registrants to cancel registrations or change to another course or date; notification to CAE of cancellations and changes; and fully automated process for processing refunds back to individuals’ and government organizations’ credit cards or purchase cards without CAE involvement
8) Easy-to-use electronic course evaluation form that lists CAE-provided course evaluation questions, that can be fully customized and changed by CAE staff
9) Capability to electronically send course evaluation forms to students after the end of each course, and tabulate total responses to each CAE evaluation question, for each course
10) Automated tracking of which students have/have not sent back a completed course evaluation form, by course
11) Electronic certificate that can be emailed to students, documenting completion of the course, showing title and date of course, name of student, and number of Continuing Professional Education (CPEs) credits, that can be fully customized and changed by CAE staff
12) Comprehensive reports that can be easily run and printed/emailed for course and registrant data, including, but not limited to: name of each registrant for each course on a daily basis, including those who have changed courses or dates;
status of payments received from each registrant for each course; names of registrants cancelling registrations and status of refunds; responses to course evaluation questions, by question, by course; and names of registrants who have not completed and submitted a course evaluation form within a specified period of time.
13) Easy-to-use software that is easily configurable and interoperable on CAE’s information technology infrastructure [government laptops, servers, and networks, with all access via virtual desktop interchange (VDI) ]
14) Minimal administrative support required to operate, maintain, and troubleshoot the software, beyond the initial installation and set-up
15) Structured training program for CAE staff to learn how to operate, maintain, troubleshoot, and configure the software, including live sessions led by instructors and the ability of CAE staff to ask questions
16) Professional and highly available technical support between the hours of 8 AM and 5 PM EST, via phone and on-line, for initial set-up/configuration, as well as daily operational questions
17) A calendar view of the courses available, by each month of the year
Desirable Requirements
1) Capability to automatically resend course evaluation forms if the completed form is not received within a CAE-specified timeframe
2) Capability to automatically send the electronic certificate of Continuing
Professional Education Credits (CPEs) to students after CAE has received the completed evaluation form
3) Capability to track other payment methods that can’t be processed by the software and need to be processed manually, such as checks and purchase orders
Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI)
CAE will provide the contractor with an evaluation form that lists course evaluation questions to be electronically sent to, and competed by the students after the course ends. No other government-furnished property, material, equipment or information will be provided to the Contractor.
Security
The software/web-based capability should utilize best business practices for securing such personal information as, but not limited to, registrant names, addresses, phone numbers, and credit/purchase card information against inappropriate disclosure to third parties.
Travel
No travel is required as part of this solicitation.

The period of performance should be for 1 year subject to annual appropriations with (3) 1 year options to extend.
