SCOPE OF WORK

Former Indian Health Service (IHS)-Tonalea Building

Abatement and Demolition of Burned Building Tonalea/Red Lake Chapter, Apache County, Arizona

INTRODUCTION: The Bureau of Indian Affairs (BIA) requires the services of a licensed contractor to abate, demolish and dispose of the deteriorating Indian Health Service (IHS) building located in Tonalea, Arizona. This abandoned building is located northeast of the Tonalea Day school project area which is fenced. No information is available as to when the Indian Health Service clinic station was closed which was used by the community. The former IHS building is currently abandoned and deteriorating, causing environmental and safety concerns for the school and the community nearby. This building was reported as unsafe due to illegal drug activities, and shelter for vagrants which cause safety and environmental concerns for nearby residents and the school.

The building is situated on concrete foundation with wood and tile flooring that has deteriorated, the exterior building walls on the east and west walls have been removed due to vandalism, noticeable is the decaying gypsum boarding surrounding the building along the burned bricks and other interior debris around the foundation. The interior is litter with damaged lighting, burned bricks, gypsum boarding, and solid waste. The interior ceiling has remnants of electrical wiring handing from the ceiling along with ceiling tiles which are no longer intact. The building has a flat roof with open and damaged edges that are exposed from years of neglect and vandalism. The utilities onsite are water and sewer lines which are non-active, propane was used to heat the building, and the propane tank was removed by the contractor working at the Tonalea school. Due to the unsafe condition of the building located near the new school, the Navajo Nation has requested Bureau of Indian Affairs to abate and demolish the building and to clean up the 0.5 acre of trust land at the project site.

Visual observation confirms no prior abatements of the building were completed. Hazards include potential asbestos, lead-based paint material greater than 1%, polychlorinated biphenyls (PCB)-containing equipment (ballasts, light bulbs) which were stripped from ceiling, potential mercury containing thermostats or switches, potential refrigerant-containing equipment, and electrical transformers have not been removed.

The goal of this assessment is to identify and quantify suspected hazardous materials within the existing building to provide for appropriate abatement, removal, and proper disposal of contaminated burned debris. The IHS abandoned building shall be fully abated of hazardous substances, structurally demolished, and all resulting debris shall be appropriately disposed of in accordance with applicable regulations.

The project site is located within the community of Tonalea, Arizona (AZ) Tonalea project site is located ~15 miles east of Tuba City, Z on Highway 160 and turning north on Indian Route 21.

The distance to the school is ¼ mile and pass the Tonalea school and immediately to the south is the entrance to the school with the building immediately to the left that is dilapidated with graffiti. The project site is visible from Indian Route 21, adjacent to the school construction, Tonalea Chapter government, pre-school and other buildings. (Figure 1)

BACKGROUND:

The Department of Health and Human Services requested the Navajo Area Indian Health Service (IHS) to transfer the clinic station to the Navajo Nation. The subject property was accepted and held in trust for the benefit and use of the Navajo Nation which was approved on January 2, 1975. In 1988, the Department of Interior, Bureau of Indian Affairs, Navajo Area Office, Gallup, New Mexico requested the transfer of this building No. RL-2000, to Red Lake, Arizona.

A letter dated August 10, 1988, from the Director of Real Estate Sales, General Service Administration, Region 9. The letter confirms the custody and accountability of the building RL-2000 located in Red Lake, AZ has been transferred with reimbursement to the Department of Interior, Bureau of Indian Affairs.

It is unknown when the IHS Tonalea building RL-2000 burned and is approximately 1265 square feet. This building was used as clinic station and later transferred to the Navajo Nation as a pre-school learning center. After the learning center closed, the building was left vacant, deteriorated over time and became a target for vandalism creating an unsafe condition for the school nearby and the community. (Figure 2)

No sampling has been conducted at the former IHS Tonalea building. The work will require full removal of the building and debris inside and outside of the building. The abatement of all hazards will be dependent on the data results.
