About this file

This document is a Questions and Answers (Q&A) file for RFQ 140A0926Q0008 issued on February 17, 2026, concerning Tonalea Building Demolition. The RFQ addresses the demolition of a 1,265 square-foot building potentially constructed in the 1970s. Proposal preparation instructions are contained in the Combined Synopsis attachment. The Bureau of Indian Affairs (BIA) will handle all work related to National Historical Preservation Act surveys and tribal review/approval prior to demolition, as well as National Environmental Protection Act environmental assessments and tribal review/approval. These BIA-conducted activities will not count against the contractor's allowed period of performance. Site security using temporary chain link fencing is required and must be coordinated with current onsite contractors. Payment and performance bonds are not required for this contract.

Regarding hazardous materials, contractors must sample paint for lead (TLCP) and piping/interior for asbestos before abatement occurs; however, the building will not be demolished or disposed of as contaminated waste. The BIA does not have specific quantities of potential hazardous materials within the building and notes that final costs will be adjusted based on actual quantities encountered. Disposal of identified hazardous materials is identified in the Statement of Work and will be dependent on inventory and samples taken. Acceptable documentation for waste disposal includes weigh tickets or, alternatively, cubic yard or load measurements from landfills.

Tonalea Building Demolition

Requests for Information

Question Proposal File Page #/Section Question

1 N/A N/A Can you please provide proposal preparation instruction. We only see the evaluation criteria in the RFP files. The attachment named Combined Synopsis has the instructions for submittal.

2 SOW 1 When was the building constructed? No information is available on transfer forms; but may have been built in 1970’s.

3 SOW 1 If the building is subject to National Historical Preservation Act, can you confirm that the BIA will handle all work related to historical surveys and tribal review/approval prior to demolition of the buildings? It would be difficult to access if this building was historic, since it has deteriorated and the community is requesting removal of this building. I will check with our regional archeologist on your question. Can you confirm that this work will not count against our allowed period of performance?

4 SOW 1 If the building is subject to the environmental assessment requirements of the National Environmental Protection Act, can you confirm that the BIA will handle all work related to the environmental assessment and tribal review/approval prior to the demolition of the building? The response to this question will be answered once BEM receives further guidance on the building. At this time, it is difficult to respond to your question as BEM does not have when the building was built. Can you confirm that this work will not count against our allowed period of performance?

5 SOW 3 Regarding site security – does BIA want the Contractor to secure the site with temporary fencing using chain link panels? Yes, and the work may have to be coordinated with current contractor working on the school, as this may be the only exit. Or is orange construction fencing sufficient?

This will be dependent on the coordination with current contractor onsite, but site security is important for the safety of personnel onsite, and the school.

6 SOW 4 If asbestos and/or lead paint is identified in or on the building and it is not safe to abate them by hand, can the Contractor demolish the building and dispose of it as asbestos and/or lead

Question Proposal File Page #/Section Question contaminated waste? No, the building will not be demolished/disposed as contaminated waste.

Potential contractor shall sample some paint for lead (TLCP) and sample piping/interior for asbestos, before abatement occurs.

7 SOW 4 Since it is unknown if hazardous materials (e.g. asbestos, lead paint, chemicals) are present in the building, will contract modifications be issued to cover the cost of disposing of the hazardous materials? Disposal is identified in the SOW. It will be dependent on the inventory and samples taken.

8 SOW N/A Are payment and performance bonds required for this contract? No.

9 SOW 4 Regarding weigh tickets for project documentation – if the Contractor uses a landfill that measures loads only by cubic yards or loads, will that documentation suffice in place of weigh tickets? Yes it should.

10. After reviewing the Statement of Work, we are finding it difficult to provide an accurate price for the hazardous materials abatement without knowing the specific quantities involved. The BEM SOW states the goal of this assessment is to identify and quantify suspected hazardous materials that requires abatement before removal. The building is 1265 square feet.

11. Do you have total quantities we should use for the purpose of this proposal? Please note that the final cost should/will be adjusted based on the actual quantities encountered. BEM does not have total quantities for the potential hazards within the building.
