2.1 Research Mission and Site Location
The site is at the Grassland, Soil, and Water Research Laboratory (GSWRL) in Temple, TX. The area of scope at Building 004 at 808 East Blackland Road, Temple, TX 76502. The work will be done on Building Automation System Controls for AHU-4A-1 in Building 004.
The GSWRL facility provides a space for research over farmland products and techniques.
3.0 SCOPE OF SERVICES:
The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.
a. The Contractor shall provide services for the following tasks marked by an “X”:
[X] Provide a detailed technical proposal and detailed cost proposal to complete the project as per project requirements.
[X] Provide and install all material to complete the project as per project requirements.
4.0 PROJECT REQUIREMENTS:

The Contractor shall furnish a technical and cost quotation to provide material and services to alter the Building Automation System Controls for AHU-4A-1 at Building 004 in Temple, Texas at the GSWRL site per section 4.2.
a. The Contractor will work with site personnel to ensure project is accomplished in a timely manner.
b. The Contractor’s work shall adhere to the criteria stated within these project requirements and specifications.
c. Materials and Installation shall meet the applicable sections of the Uniform Federal Guide Specifications (UFGS).
d. The UFGS specifications can be found on the listed on the Whole Building Design Guide Construction Criteria Base UFGS page at : https://www.wbdg.org/ccb/browse_cat.php?c=3.
e. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All services and work shall comply with applicable federal and local code requirements as well as current industry standards, (ie: UBC, IBC, ASTM, etc.) and health and safety codes, in effect at the time of contract award.
f. Payment, bid or other bonds may be required per the Contracting Officer’s request for quotation package. Obtaining and the cost of these bonds is the responsibility of the Contractor. Proof of Insurance is also required.
g. Shutoff of utilities, if required, shall be scheduled no less than ten working days in advance.
h. The Contractor may be responsible for visiting the site prior to submitting a bid to observe existing conditions, see Contracting Officer’s bid package. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.
i. Clean up all debris from construction site once job is completed.
j. Buildings will be occupied while construction is ongoing. Contractor will schedule work with location to allow location to meet current research needs.
4.1 Quotation Schedule:
a. The contract shall include all work described in 4.2 Description of Work for either Option 1 or Option 2. Only one of the options will be chosen to be awarded.
b. The Quotation Schedule shall be broken down into Option 1 and Option 2 work.
4.2 Description of Work:
4.2.1 Pre-Work Services
a. Pre-Work Submittals
Prior to Award the following submittals must be submitted to the Contracting Officer (CO) for approval, unless otherwise determined by CO that submittals may be provided after Award:
1. Submittals for all Material used on the project.
2. Work Hours. The work hours will include the daily starting and stopping time, and days of the week the Contractor proposes to carry out the work.
3. CPM Scheduling is NOT required on this project.
4. Quality Control Plan is NOT required on this project.
5. Environmental Protection Plan is NOT required on this project.

6. Accident Prevention Plan/Site Specific Safety Plan.
7. The construction contractor (CC) shall provide to the CO a list of contract personnel of the general and subcontractors, who will be emergency contacts, including address, and telephone numbers for use in an emergency. As changes occur and additional information becomes available, the CC shall update the list.
4.2.2 Services
The Scope of this project includes the following items (below in a. “Requirements”).
a. Requirements:
The Scope of Work includes all work necessary for a correct and proper modification the Ventilation Controls of Building 004 to meet all requirements of either Option 1 or Option 2 on the attached Drawing and Specification labeled “08-16-2023_Temple AHU-4A-1 Upgrade_M-608.pdf”.
Summary of Option 1 Work Outcome
1. Option 1 (DUAL LEVEL)
WALL MOUNTED TOGGLE SWITCH SHALL ALLOW OCCUPANT TO SELECT
BETWEEN NORMAL VENTILATION AND HIGH OCCUPANCY VENTILATION
DURING A SCHEDULED "OCCUPIED" MODE. THE O.A. RATE SHALL BE 175
CFM (ADJ) DURING NORMAL VENTILATION AND SHALL BE 515 CFM (ADJ)
DURING HIGH OCCUPANCY VENTILATION.
Summary of Option 2 Work Outcome
2. OPTION 2 (DCV)
DURING A SCHEDULED "OCCUPIED" MODE THE SPACE CO2 SENSOR SHALL
MODULATE TI-IE O.A. DAMPER AND RETURN AIR DAMPER TO PROVIDE
BETWEEN O & 515 CFM (ADJ) OF OUTSIDE AIR TO MAINTAIN A SPACE CO,
OF LESS THAN 1000 PPM (ADJ)
Contractor to provide a quote broken down into Option 1 and Option 2.
Only one of these options will be awarded. ARS will decide which option to award based on pricing.
4.3 Government Furnished Equipment\Services
a. The Government will furnish a reasonable amount of electricity and water as needed. Electric outlets are available in buildings within the work area. Water faucet is available within the work area.
5.0 GENERAL REQUIREMENTS:
5.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.
5.2 Existing Conditions:
Contractor shall coordinate work as required after site visit and scope confirmation to ensure research integrity as directed by the COR. Contractor shall protect existing installations and restore any damage at Contractor’s expense. Contractor to call 811 to confirm all underground utilities coming into the area of work if project requires disturbing the ground. Contractor is responsible for verifying and coordinating all underground utilities in scope of work area if disturbing the ground.
5.3 Quality Control: The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor.
5.4 Protection of Work and Property/Safety Requirements:
a. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR.
b. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security.
c. Contractor shall provide full time Superintendent on the jobsite at all times that is 30-hour OSHA trained and certified per Contractors APP/SSSP. It is acceptable to utilize any Subcontractors Superintendent if person is certified and included in APP/SSSP and approved by CO.
5.5 Temporary Facilities:
a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own negligence.
b. Should the Contractor require any power or utility shutdowns during demolition, the Contractor shall obtain approval for such shutdown from the COR ten working days prior to the need.
c. Contractor shall supply temporary toilet facilities.
5.6 Cleanup: The work site shall be always kept clean and free of debris. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.
5.7 Final Payment/Contract Closeout: The following documents are REQUIRED PRIOR TO
FINAL PAYMENT (other documents may also be required):
a. Release of liens.
b. Employee payroll\time sheets (if certified payrolls required by Contracting Officer’s Request for Quotation package)
c. Invoice
6.0 PROJECT SCHEDULE: The Contract completion time for this project is 30 calendar days from award.
