LOCATIONS
Performance of the road striping under this scope of work shall be performed from the Southwest park boundary located at the Nisqually Entrance off of State Route 706 and uphill to the upper
Paradise lot within Mount Rainier National Park (MORA).
The contractor shall be responsible for restriping of painted traffic control pavement markings.
The markings shall include approximately 18 road miles of yellow solid and broken yellow center lines; and solid white lines. All lines are four (4) inches wide; the two (2) center lines shall be spaced four (4) inches between the lines. The contractor shall confirm the total mileage required prior to application of the striping paints.
MORA staff will power sweep the road prior to the road striping applications. MORA staff will also provide striping on white hashed lines located at pull outs along the roadway.
All work will be performed during periods of low traffic or as determined by the Contracting
Officer’s Representative (COR). Weather conditions will be a determining factor in deciding where and when work will occur on any given workday. Striping hours shall be from 8:00 AM to 6:00 PM on Monday through Thursday. Work on holidays and weekends will not be performed unless previously approved by the Contracting Officer.
Striping work is identified in miles and linear footages, which are estimated. New striping shall follow the same pattern as the existing weathered striping.
The striping machine shall be capable of accurately superimposing succeeding coats of traffic paint upon the first coat and upon existing stripes at a speed of at least 5 miles per hour.

CONTRACTOR’S USE OF PREMISES:

The contractor shall at all times conduct operations to ensure the safety of and minimize inconvenience to the public. No closures will be permitted unless requested through the COR and approved by the Contracting Officer. The contractor shall be responsible for all signage and traffic control that may be needed to complete this project.
The contractor shall load and unload all materials used in the performance of this contract with the proper equipment, to be provided by the contractor.
Preservation of Natural Features: The contractor shall confine all operations within the work area of the construction project. Extra special care shall be taken to maintain natural surroundings and ensure they are not damaged. The contractor shall notify the COR immediately before incurring further damage in case damage occurs. The contractor shall restore damages at no additional cost to the Government.
Spill prevention: The contractor shall address any spills on roadways, parking areas, sidewalks and staging areas in a safety plan. The COR shall be notified immediately of any spills or leaks and the contractor shall mitigate any damage to park resources and clean up any spills or leaks at no additional cost to the Government.
APPLICATION:
Traffic Paint shall be applied at a minimum wet film thickness of 15 mils before beads or at a rate of 107 square feet per gallon.
Traffic stripes and pavement markings shall be applied only on dry surfaces and only during periods of favorable weather. Painting shall not be performed when the atmospheric temperature is below 50 degree F when using waterborne paint; when freshly painted surfaces may become damaged by rain, fog, or condensation; nor when it can be anticipated that the atmospheric temperature will drop below 50 degree F temperatures during the drying period.
On existing surfacing, pavement markings and traffic stripes shall be applied in one coat.
Each coat of paint for any traffic stripe, including glass beads where required, shall be applied in one pass of the striping machine, regardless of the number, widths and patterns of individual stripes involved.
Paint shall be applied in one coat shall be applied at an approximate rate of one gallon per 107 square feet.
Equipment used shall be capable of applying stripes for a minimum of one mile before resupplying paint into a paint reservoir.
The exact rate of paint to be applied shall be determined by the Contractor. The volume of paint applied shall be measured by stabbing the paint tank with a calibrated rod. At the option of the
Contractor, if the striping machine is provided with paint gages, the volume of paint shall be determined by using the gages.
Unless otherwise directed by the CO, glass beads shall be uniformly incorporated in all coats of paint concurrently with the application of the paint, except that glass beads shall not be applied to black paint. Beads shall be embedded in the coat of traffic paint being applied to a depth of one-half their diameters.
Glass beads shall be applied at an approximate rate of 5 pounds per gallon of paint. The exact rate will be determined by the Engineer. The amount of glass beads applied shall be measured by stabbing the glass bead tank with a calibrated rod.
APPLICATION EQUIPMENT
Mechanical means shall be used to paint traffic stripes and pavement markings and to apply the glass beads for traffic stripes.
Equipment used in the application of traffic stripes and pavement markings shall produce stripes and pavement markings of uniform quality that conform to the specified requirements.
Auxiliary equipment for unloading and loading of materials used for suitable surface preparation;
forklifts, brooms, rollers, traffic control equipment, hand tools and any other support and safety equipment shall be provided by the contractor as necessary to perform the work and provide traffic control services at no cost to the Government.
The striping machine shall be capable of accurately superimposing succeeding coats of traffic paint upon the first coat and upon existing stripes at a speed of a minimum of five (5) miles per hour.
A vehicle shall be used that is maneuverable to the extent that straight lines can be followed and normal curves can be made in true arcs. It shall be capable of applying traffic paints and glass beads at referenced WSDOT rates. The striping machine shall be equipped with the following:
(a) a pointer or sighting device not less than 5 feet long and extending from the front of the machine; (b) a pointer or sighting device extending from the side of the machine to gauge the distance from the centerline for painting shoulder stripes; (c) a positive acting cutoff device to prevent depositing paint in gaps of broken stripes; (d) shields or an adjustable air curtain for line control; (e) pressure regulators and gages (if pneumatically operated) that are in full view of the operator; (f) a paint strainer in the paint supply line; (g) a paint storage tank with a mechanical agitator that operates continuously during painting operations; (h) a glass bead dispenser located behind the paint applicator nozzle and which is controlled simultaneously with the paint applicator nozzle; and (i) calibrated rods for measuring the volumes of paint and glass beads in the paint and glass bead tanks.
TRAFFIC CONTROL:
The contractor shall install and maintain temporary traffic control devices adjacent to and within the project as required by the MUTCD and as follows:
Furnish/install traffic control devices before the start of construction operations.
Install only those traffic control devices needed for each stage or phase.
Relocate temporary traffic control devices as necessary.
