This is a Statement of Work (SOW) for sole-source ambulatory standby support services at Edwards Air Force Base (EAFB) for one base year with four option years. The vendor, Antelope Valley Ambulance Services, shall provide on-call, state-certified paramedic-level ambulance standby support when the primary 412th Medical Group Emergency Medical Services Team is transporting patients off-base. Personnel requirements mandate that all paramedics possess valid, unrestricted EMT-Paramedic licenses for California and hold current Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), and NREMT paramedic certifications. The contractor must complete run sheets and patient care documentation for each response and provide all records to the government upon request. Base access is coordinated through Fire Dispatch and Security Forces. Billing is limited to hours actively providing standby service and must be submitted monthly via Wide Area Workflow (WAWF) to the designated government representative. Failure to submit invoices within required timeframes will trigger a Corrective Action Plan and may result in contract termination. The contractor must comply with DoD Instructions 6055.4 and 6025.13, California EMS statutes and regulations, and DOT EMT-P Guidelines.
