About this file
This Statement of Work (SOW) details repair or replacement requirements for the front entrance door and frame at the United States Coast Guard (USCG) Station Portage in Dollar Bay, Michigan. The project addresses significant corrosion caused by harsh winter conditions and salt exposure, which has degraded the door and frame components beyond their typical 20-year lifespan. The SOW provides two pricing options: a base bid for repair and an optional total replacement bid, with specific tasks including removing window lights, installing matching brickwork, repairing or replacing door frames and the entrance door, and ensuring aesthetic and code compliance.
Key project specifications include a 45-calendar-day performance period, work to be completed during normal business hours (Monday-Friday, 0800-1700 EST), and requirements for skilled tradespeople experienced in commercial-grade door/frame repairs, masonry work, and welding. The government will provide 110/120V power and water access, while the contractor must supply all materials, tools, labor, and equipment. The Contracting Officer's Representative (COR) will review and accept the completed work, with the contractor to be notified by email regarding acceptance or required corrections. Site photographs are available upon request from designated points of contact.

STATEMENT OF WORK (SOW)
FOR
Repair or Replacement of Front Entrance Door and Frame at USCG Station Portage MI
1.0 GENERAL
The United States Coast Guard (USCG) Station Portage in Dollar Bay, MI is seeking to negotiate a contract for the repair or replacement of the facility's front entrance door and frame. Contractors are required to review the full Statement of Work (SOW) and are highly encouraged to visit the site to assess current conditions prior to submitting a proposal. Following contract award, a pre-construction conference will be held at Coast Guard Station Portage.
1.1 BACKGROUND
Due to harsh winter conditions involving significant snow and ice accumulation, salt is routinely used at entrance doors to maintain safe access. The repeated exposure to salt has led to accelerated corrosion of both steel and aluminum doors and frames. The typical lifespan of such components in this environment is approximately 20 years.
A recent inspection identified notable rust and deterioration at the main entrance requiring immediate action to maintain security, weatherproofing, and aesthetic standards.
1.2 SCOPE
The contractor shall provide two pricing options: a base bid for repair and an option bid for total replacement.
Base Bid – Repair Option:
1 Remove the two bottom window lights located to the left of the front entrance door.
2 Install matching brickwork in place of the removed window lights, blending seamlessly with the existing masonry.
3 Remove the corroded portion of the left side door frame and weld in a new replacement section. (Full frame removal is not possible.)
4 Clean and protect all affected areas following completion.
Optional Additions to Repair:
1 Right Side Frame Rust Repair: Address rust on the lower right side of the door frame.
2 Entrance Door Replacement: Replace the existing entrance door due to extensive bottom rust.
9/5/2025
Option Bid – Total Replacement:
1 Remove the entire existing front entrance door and window wall assembly.
2 Install a new window wall system, eliminating the bottom two windows and replacing them with brick to match the existing facade.
3 Install a new entrance door complete with hardware and ensure full operational functionality.
4 Match all new construction to existing aesthetics and ensure code compliance.
1.3 OBJECTIVE
The objective is to restore or fully replace the front entrance to ensure security, safety, and functionality, while providing increased durability against harsh environmental conditions.
