Statement of Work for Radial Gate (Taintor) Hoist System and Sluice Gates.

Sherburne National Wildlife Refuge, Zimmerman, MN

1.0 Purpose

The purpose of this Statement of Work (SOW) is to procure two radial gate (Taintor) hoist systems, side and bottom seals for two gates, and two sluice gates (2A & 2B). There are two 8’x16’ steel radial gates capable of operating independently from one another located on the St. Francis River along with 2 additional sluice gates capable of diverting water to different locations. The current hoist systems and sluice gates are estimated to be approximately 50 years old and are due for replacement. The U S Fish and Wildlife Service (FWS), Sherburne National Wildlife Refuge, seeks to contract for the services from several water control system vendors to provide two sets of hoist systems designed to lift a 8’x16’ radial arm gate with manual labor from the user. Each system should include a gearbox with proper reduction ratios, pulleys, cables, gate attachment hardware, drum shafts, and bulkhead bearing. Flat side seals and bulb style bottom seals are to be supplied (four individual side seals and two bottom seals). Lastly a 42” and a 48” sluice gate are to be included. All components are to be installed by FWS Staff.

2.0 Background

Sherburne National Wildlife Refuge consists of 30,700-acre refuge that was established in 1965 to protect and restore the habitats associated with the St. Francis River Valley for migratory birds and other wildlife. The focus for upland management on the refuge is to restore oak savanna. The refuge lies in the deciduous forest –woodland zone of Minnesota on the Anoka Sandplain, a large flat sandy outwash area now thought to be lacustrine in origin, with small dune features and low moraines exposed above the outwash. This zone in Minnesota is transitional between tallgrass prairie and deciduous forest.

The Sherburne National Wildlife Refuge has multiple water control structures (WCS). The WCS gives staff the ability to manipulate water levels to better serve wildlife and the surrounding community.

The ability to change water levels is vital to the composition of the refuge.
