The work must be performed at the contractor's ISO 9001-certified depot facility, with the contractor responsible for all transportation to and from Edwards AFB. Each unit requires full calibration aligned with IEC/ISO 17025 standards using non-binary decision rules with guard-banding compliant with ILAC-G8, and verification that all units meet original equipment manufacturer specifications. The contractor shall provide a minimum 12-month comprehensive warranty covering all parts and labor commencing upon government acceptance.

STATEMENT OF WORK (SOW)

FOR

Three (3) Spectrum Analyzer Repairs

AT

Edwards AFB, California

27 March 2026

WEDEKIND, MICHAEL R CIV USAF AFMC AFTC/AFTC/PZZ

I advise to add "(SOW) after "STATEMENT OF WORK"

WEDEKIND, MICHAEL R CIV USAF AFMC AFTC/AFTC/PZZ

I advise to remove the CUI markings from the header and footer and any content that required such a marking and to check the document's sensitivity label (reachable at the dropdown at the top center of the WORD Document to ensure it reads "Uncontrolled\DoD COmmunity Only" while on DoD computers.

Reason for this change:

It's unusual to mark an SOW as Controlled Unclassified information due to our typical practice of including the SOW in a public solicitation in the interest of maximizing competition. The Contracting Officer and Contract Specialist will typically change the usual document labeling from the usual "Uncontrolled\DoD Community Only" to "Uncontrolled\General". And DoDi and Air Force implementation of it covering CUI prohibits marking a document CUI in order to avoid open competition [See DoDI5200.48_DAFI16-1403 1.2 (c)(3)]. I f you feel that you have a need nonetheless to maintain the SOW as Controlled Unclassified Information, (CUI) then I advise coordinating first between the Government members of the Acquisition TEAM which will include the Government Project Manager and the Contracting Officer and advised by the QAPC.

This dater will need to be updated upon changes to SOW.

1.0 DESCRIPTION OF SERVICES:

This Statement of Work (SOW) defines the requirements for obtaining depot-level repair and calibration services for three (3) non-operational Rohde & Schwarz FSV40-N Signal and Spectrum Analyzers for 772TS/EWOX. These units are mission-critical Test, Measurement, and Diagnostic Equipment (TMDE) that must be restored to full operational capability to support electronic systems testing and validation at Edwards Air Force Base.

Scope of Work The contractor shall provide all necessary labor, parts, materials, facilities, and transportation required to perform depot-level repair, adjustment, modification, and calibration on three government-owned signal analyzers. The objective is to restore each unit to a like-new, fully functional condition that meets all original equipment manufacturer (OEM) specifications and to provide a comprehensive warranty for the entire unit.

Specific Tasks The contractor shall perform the following for each of the three units:

• Task 1: Evaluation and Repair: Conduct a full diagnostic evaluation to identify all faults and perform a "Standard Price Repair" to restore each unit to full functionality. This includes replacing any failed or degraded components.

• Task 2: System Updates: Implement all mandatory preventive maintenance procedures and reliability modifications as specified by the OEM (Rohde & Schwarz).

• Task 3: Calibration and Verification:

• Perform a full calibration of each unit within an ISO 9001-certified facility.

• The calibration process must align with IEC/ISO 17025 standards and utilize a non-binary decision rule with guard-banding (compliant with ILAC-G8).

• Verify complete product specifications and provide documented test results demonstrating the unit meets all "like-new" OEM performance parameters.

QAPC

I advise to add language this contracts describing it as a contract for nonpersonal services.

Also, I advise to also add a paragraph that prohibits the contractor performing inherently governmental functions: “Inherently Governmental Function. The contractor shall not perform inherently governmental functions as defined in FAR Subpart 7.5 in relationship to this SOW.”

WARREN, STACEY M CIV USAF AFMC 412 EWG/EWS

Is this required in the SOW if the IGF memo is already part of the acq pkg docs?

QAPC

The IGF memo is not part of the contract. The purpose of including such language in the SOW is to get it into the contract to help ensure the contractor: 1) Does not perform inherently governmental functions and 2)Is agreeing to the performance of non-personal services.

Government Furnished Equipment (GFE) The Government will provide the following equipment for service:

• One (1) Rohde & Schwarz FSV40-N, Serial Number: 101203

• One (1) Rohde & Schwarz FSV40-N, Serial Number: 102145

• One (1) Rohde & Schwarz FSV40-N, Serial Number: 101843

Place of Performance All repair and calibration work shall be performed at the contractor's certified depot facility. The contractor is responsible for all shipping to and from Edwards AFB, CA 93524.

Acceptance Criteria The work will be considered complete and accepted upon the Government's verification that each repaired unit operates in accordance with OEM specifications and receipt of the corresponding Calibration Certificate with a statement of compliance.

Warranty The contractor shall provide a minimum 12-month comprehensive warranty on each entire repaired unit, covering all parts and labor. The warranty period shall commence upon government acceptance of the deliverable.

Vehicle registration, proof of insurance, and a valid driver's license must be presented for vehicles. Installation Commanders may deny access and credentials based on information obtained during identity vetting that indicates the individual may present a threat to the good order, discipline, and morale of the installation.

Base Access. For Contractor personnel requiring frequent base access to perform work at Edwards AFB will be granted access via an Air Force Materiel Command (AFMC) Form 496, Application for AFMC Identification Card.
