Statement of Work
Soil Water Meter
GENERAL INFORMATION
1.0 Scope of Work. The USDA-National Laboratory for Agriculture and the Environment
(NLAE) has need to purchase a portable soil water meter with essential accessories
(HandiTrase Model) to assess soil water content at different soil depths and across the soil profile. This instrument will enhance our understanding of soil water dynamics as we strive to build sustainable, resilient cropping systems in the face of fluctuating and unpredictable climatic conditions.
2.0 Background. The USDA-NLAE does not currently have a portable TDR unit capable of assessing soil water content across the soil profile. The HandiTrase portable TDR meter is a useful alternative to installed sensors, which are expensive to purchase and maintain and must be removed for field operations. The HandiTrase portable TDR meter can be used to measure soil water content at various timepoints and depth intervals throughout the season
(i.e., biweekly or weekly) regardless of field operations (i.e., tillage) or crop stage.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements. Must meet the following minimum specifications:
• Be portable and not require leaving sensors and cables/wires in the field
• Have ability to record GPS locations
• Battery operated/rechargeable
• Have ports/drives available for SD memory card, USB-drive or similar devices
• Measure soil moisture from 0-100% with accuracy of +/-2%
• Have a minimum of 10 ps resolution sampling rate with 1VPP, <130ps risetime measurement pulse
• Have TDR (time domain reflectometry)-based measurement
• Measure soil moisture at different depth intervals of 0-10, 0-15, 0-30, 0-60 cm depth intervals.
• Have heavy-duty probes and features that enhance durability for measuring soil moisture at the 0-30 and 0-60 cm depths
• Must not be operated by an app on a cell phone or a computer, but rather with a hand-held device
• Must be able to pull data directly from the device or transfer data upon return to the laboratory
• Readily available replacement parts (particularly the probes)
4.0 Deliverables/Schedule : To be delivered onsite within 45 days of date of award.
5.0 Evaluation Factors: Lowest price technically acceptable
