About this file
This is a Performance Work Statement for softball outfield surface maintenance at USCG Base Kodiak, Alaska. The contractor must provide all supervision, labor, equipment, materials, and transportation to improve the softball field surface, including resurfacing the infield and leveling low spots in the outfield. Specific scope items include spreading 2,500 square feet of topsoil/sand mix in outfield low spots and rolling and hydro-seeding the affected areas. The work must be completed within 30 days after Notice to Proceed, with normal working hours Monday through Friday from 0730 to 1630, excluding all Federal holidays. Any work outside these hours requires written or verbal approval from the Contracting Officer. The contractor bears full responsibility for providing a complete and usable facility and must maintain high-quality workmanship throughout execution. Unsatisfactory performance will result in work being re-accomplished at no cost to the government.
The contractor must comply with USCG Base Kodiak Stormwater Permit requirements, including stabilizing exposed areas, containing runoff, and placing flow velocity dissipation devices at discharge locations to minimize erosion and sedimentation. If ground disturbance exceeds one acre, the project triggers additional Alaska Construction General Permit requirements, and the contractor bears responsibility for all associated compliance costs. Key administrative requirements include submitting weekly payroll records in accordance with FAR 52.222-7, enrolling all personnel in the RapidGate access program with expected two-week approval timelines, and obtaining burn permits from the Base Fire Department three days prior to hot work. The contractor must remove all rubbish and debris daily, prevent dust spread, arrange proper disposal through the Kodiak Island Borough landfill at no cost to the government, and provide a one-year warranty on all workmanship and parts. The Contracting Officer is Robbin Kessler and the Technical Point of Contact is Krystal Kenshalo.
