STATEMENT OF WORK
Project Description
Operation and Maintenance (O&M) Plan Preparation for NOAA Pier, Newport, RI.
Objective & Regulatory Framework
The objective of this contract is the preparation of a comprehensive Operation and Maintenance (O&M) Plan for the wastewater collection and conveyance system serving the NOAA Pier on Naval Station Newport, RI. The plan will establish a robust framework for the effective operation, maintenance, inspection, monitoring, and emergency response of the facility's wastewater infrastructure. This plan has been identified as a mandatory requirement for operating the facility's and pier's independent water and sewer system by the Naval Facilities Engineering Systems Command (NAVFAC) Public Works Department (PWD).
The O&M Plan must be developed in accordance with applicable Rhode Island Department of Environmental Management (RIDEM) regulations, specifically fulfilling the review and approval standards under 250-RICR-150-10-4, as well as industry best practices and applicable EPA guidelines.
Scope of Services
The Contractor will provide professional civil engineering services to draft and assemble the O&M Plan. At a minimum, the final document will contain the following components:
● System & Service Description: A full description of the wastewater collection system, designated service area, and all associated facilities.
● Asset Inventory: A detailed inventory of the wastewater system assets, including gravity sewers, force mains, manholes, pump stations, treatment components, and appurtenant structures.
● Organizational Structure & Staffing: Definitions of organizational responsibilities and staffing requirements for O&M operations. To ensure compliance with regulatory standards, this section must detail position descriptions (including part-time/full-time status), a managerial and staffing hierarchy organizational chart, minimum qualifications, training requirements, and the required Grade of Licensure.
● Staffing Analysis: A framework for the mandatory wastewater treatment facility (WWTF) staffing analysis, which must be submitted to the department no less than every five (5) years.
● Standard Operating Procedures (SOPs): Clear SOPs for routine plant operations, system inspections, general maintenance, and emergency response protocols. These operation procedures must cover all treatment processes and major/essential equipment (including sampling and monitoring tools) and must explicitly include target operational ranges and alarm setpoints.
● Preventive Maintenance Program: A detailed plan outlining recommended equipment inspection frequencies, cleaning schedules, condition assessment procedures, and maintenance tracking protocols , satisfying the requirement for a periodic maintenance plan for all major and essential equipment.
● Pump Station Procedures: Targeted instructions for pump station operations, featuring specialized alarm response steps, equipment inspection protocols, and wet-well maintenance requirements.
● Sanitary Sewer Overflow (SSO) Response: Explicit SSO response and notification procedures detailing regulatory reporting pathways, spill containment measures, and documentation protocols.
● Emergency Preparedness & Resiliency: Directives addressing power outages, equipment failures, severe weather events, and other system disruptions. In alignment with safety guidelines, these emergency operating plans must cover scenarios such as total power failures, floods, hurricanes, fires, explosions, toxic material spills, and substantial cyber incidents.
● Risk Management Plan: A comprehensive section identifying the facility's designated Risk and Resiliency Coordinator, alongside documentation for threat prevention, protection, mitigation, response, and recovery.
● Supplies & Inventory Management: A listing of necessary supplies to be kept in stock on-site, or a formal certification that all essential spare parts are actively managed within the facility's asset management software.
● Recordkeeping & Reporting: Clearly defined protocols for document control, record retention, and reporting requirements necessary to demonstrate ongoing regulatory compliance.
● Plan Updates: Recommended intervals and schedules for ongoing plan reviews, updates, and implementation.
● Permit & Ordinance References: Inclusion of the facility's National Pollutant Discharge Elimination System (NPDES) / RIPDES Permit effluent limitations and a copy of the current Town Sewer Use Ordinance.
Coordination, Meetings, & Deliverables
● Information Gathering: The Contractor will coordinate directly with facility personnel to review and compile available maps, asset records, maintenance logs, and current operational practices.
● Draft Deliverable: The Contractor will submit a draft O&M Plan to the Owner for review and comment.
● Final Deliverable: Following the receipt of feedback, the Contractor will prepare and deliver a finalized O&M Plan suitable for implementation and formal submission to regulatory agencies.
● Meeting Allocation: The contract scope includes attendance at up to three (3) on-site or virtual meetings during the plan preparation process. Any additional meetings required will either be addressed via a supplemental agreement or billed on a time-and-materials basis at standard hourly rates.
