Scope of Work Billings Fire Cache Security System Upgrade 551 Northview Drive, Billings, MT 59105

The existing analog security system currently in use at the Billings Incident Support Cache (see attachment “Site Map”), located at 551 Northview Drive, Billings, MT 59105 (see attachment “project location map”) is outdated and nonoperational. The existing system needs to be removed and replaced with a new CCTV security system.

Contractor shall provide all labor, materials, tools, and equipment necessary to remove the existing CCTV security system comprising of one each DVR, ten analog cameras, and associated cabling. Contractor shall also provide all labor, materials, tools, and equipment necessary to install a new CCTV security system per this Scope of Work, the product manufacturer’s recommendations, the attachments to the Scope of Work, and applicable industry standards.

Period of Performance:

· The Period of Performance for this contract shall be 46 days from Notice to Proceed to Final Completion.

· Before BLM issues a Notice to Proceed, Contractor shall provide BLM with a copy of the Contractor’s Certificate of Insurance (COI). The Billings Logan International (BIL) Airport must be included as an additional insured on Contractors COI. After verification and acceptance of Contractors COI, BIL shall notify BLM, the contractor can proceed with work.

· After notification from Contractor on Completion of Work, BLM shall be allowed two additional days to complete a Final Walkthrough for the purpose of accepting or rejecting Work.

Submittals:

· Contractor shall submit their Certificate of Insurance (COI) identifying Billings Logan Airport (BIL) as an additional insured.

· Contractor shall submit their estimated construction schedule, prior to beginning work.

· Contractor shall submit proposed product data sheets and product specifications for the following items:

· HD Network Video Recorder, (16 channel with 4 Tera bytes of storage).

· Dome Camera’s (HD 8 Mega Pixel) and Mount

· Monitor, video display

· Cable (CAT 6)

· Cable (HDMI)

· Contractor shall deliver Submittals to the BLM Contracting Officer Representative (COR). After receipt of Submittals, the Government shall have 7 days to review and respond to Submittals.

· Provide the Government with proof of product manufacturers’ product warranty and certification that the installation was performed according to the terms and conditions of the warranty.

Work Specification:

Building IP-7 Contractor shall provide all labor, materials, tools, and equipment to remove old security system and its associated components. This Work shall include the removal of 1 each DVR, 8 each analog cameras, and all associated cabling.

Contractor shall provide and install 1 each 4 Tera Byte 16 Channel HD Network Video Recorder (NVR) with new monitor and mouse, and 8 each HD 8 Mega Pixel Dome Cameras with fixed lens and indoor/outdoor vandal rating. Contractor shall provide and install new Cat6 cable and electric wire required to connect and power the newly installed cameras to the newly installed NVR. The Contractor shall also provide and install a HDMI cable (approximately 50ft) from the NVR to Break Room TV for live viewing. After the install of the new NVR, Cameras, and Cabling, Contractor shall confirm the new system is operational and provide BLM employees with training on how to properly operate the new security system.

Building IP-6 Contractor shall provide all labor, materials, tools, and equipment to remove 2 each analog cameras and associated cabling.

Contractor shall provide all labor, materials, tools, and equipment to install 2 each HD 8 Mega Pixel Dome Cameras with fixed lens and indoor/outdoor vandal rating. The Work shall include providing and installing new Cat6 cabling through existing conduit from the NVR located in Building IP-7 to newly installed cameras located in Building IP-6. After the install of the new NVR, Cameras, and Cabling, Contractor shall confirm the newly installed cameras are properly connected to the NVR and are operational and shall provide BLM Employees with training on how to properly operate the new security system.

Specification Compliance Requirements:

· Contractor shall provide BLM with a copy of the Contractor’s Certificate of Insurance (COI). The Billings Logan International Airport (BIL) must be included as an additional insured on the Contractor’s COI.

· All work shall be completed in accordance with this Scope of Work, the product manufacturer’s recommendations, the attachments to this Scope of Work, and applicable industry standards.

Additional Project Requirements:

· Contractor will have the use of on-site dumpster.

· On-site storage will be available if needed

· On-site parking is available

· Contractor is responsible for complying with any requirements of the latest version of the National Electrical Code (NEC), as required.

· Contractor shall be responsible for damage to new or existing construction, equipment, wiring, structures, utilities, etc. resulting from the Contractor’s construction procedures. Any damage shall be repaired or replaced by the Contractor, at the Contractor’s expense, to the satisfaction of the Contracting Officer.

· A Preconstruction Meeting will be held prior to the start of work. The Contractor will be notified in advance of the meeting time, date, and location. The purpose will be to review the required work and Construction Documents. The Contractor, and any subcontractors or other persons responsible for the coordination of the work, shall be present at the meeting. Be prepared to summarize and explain procedures for the project and present any requested submittals.

Work Hours:

All Work shall be performed during normal hours of operation (Monday-Friday 0700-1600) Clean-up:

Contractor shall remove all rubbish/debris off the project location upon completion of the project and shall provide daily clean-up of work areas.

Inspection:

All Work shall be inspected by the Government to ensure compliance with the product manufacturer’s installation instructions, recommendations, and to industry codes and standards. A Final Walk through shall be performed by the Contractor, COR, and Site Manager no more than 2 days after Contractor notifies COR Work has been completed.
