STATEMENT OF WORK

SECURITY GATE OPERATOR REPLACMENT

for USCG Diamond Head Light House, Honolulu, HI 3399 Diamond Head Road

SCOPE OF WORK

Contractor shall provide all required tools, equipment, materials, services, labor/installers and utility locates necessary to perform the work and provide a complete functioning replacement of both security gate operators at Diamond Head light house, 3399 Diamond Head Road, Hawaii.

DETAILS OF WORK

1. Secure power, unwire, remove, and dispose old security gate motor and chain.

2. Installation of 2 new direct drive powered gate operators that meet the following requirements: operators must be UL 325 listed and be in compliance with ASTM F2200. All electronic or electric components must be weatherproof and designed to operate in the environment in which they are installed. In addition to the safety requirements of UL 325 and ASTM F2200, any vehicle gates with gate power operators must incorporate vehicle detectors to prevent vehicle damage.

Operators must have battery backup, be user programmable. Availability of local service technicians is preferred. Installation of all required gate safety and operational devices. New chain and keyed lock option on Controller shroud. Gate Operator shall be placed on existing concrete pad, unless damaged a new rebar reinforced pad will have to be poured. 3. Provide 6 remote controls.

4. Once installation is completed test for operational function and provide user training.

SUBMITTAL REQUIREMENTS

Must submit photos of work upon completion. Provide all user manuals, maintenance manuals, and warranty documentation.

REPORTING REQUIREMENTS

Contractor shall report to the Contracting Officer’s Representative (COR) at the completion of each work day. Contractor shall report to Contracting Officer upon completion of project.

WORKING DIRECTIVES

1. It is the Contractor’s responsibility for the protection of existing structures, utilities, work and vegetation. Workers shall stay within the site area. Any damage shall be repaired at the contractors’ expense.

1. The houses will be occupied during the work period. The Contractor is cautioned to perform the work with minimum noise and nuisance during the work day, the neighboring houses (not owned by the Coast Guard) will also be occupied during the construction period.

1. The Contractor shall be responsible for keeping the dust down to a minimum. Litter, debris, and removed materials shall be removed from the construction site at the end of each workday. Health and safety cannot be stressed enough.

1. The Contractor is responsible to obtain any necessary permits.

1. The Contractor shall work within a five-day (Monday through Friday) work week, with no work occurring on Federal holidays or weekends. Work hours shall be from 7:00 AM to 3:00 PM. Any deviations from the work schedule shall have the prior approval of the Contracting Officer.

1. Once work has commenced on the property, work shall continue on a daily basis.

1. The site is located within a residential neighborhood and thereby subject to local, state, and federal regulations regarding hazardous materials transport and disposal.

1. The Contractor shall notify the Contracting Officer in writing seven (7) working days prior to the date he intends to commence work.

1. All personnel employed on site shall keep within the limits of the work. The Contractor’s equipment shall be conspicuously marked for identification.

DAMAGE TO GOVERNMENT PROPERTY

Any damage caused to Government property shall be corrected at the Contractor’s expense.

SAFETY AND SECURITY

1. The Contractor shall provide all necessary temporary barriers and shrouds to protect the work site area and occupant. All work shall be performed in accordance with O.S.H.A. Safety standards to prevent injury to the building, occupants, or workforce.

1. Contractor shall comply with Federal and State of Hawaii safety and health regulations. When standards differ, the more stringent shall apply. Report all accidents and property damage to the COR.

3. Site Security and vehicle access are primary concerns during this project; Contractor shall ensure that site security is not compromised throughout the course of their work. At no time shall the site be left unsecured.

4. The Contractor shall be responsible for the security of his material, tools and equipment. The Government shall not be responsible for their loss.

MISCELLANEOUS

1. The Contractor shall keep the Contracting Officer and /or COR fully informed on the progress of the work, from the start through completion of this project.
