Statement of Work (SOW)

Security Camera System Infrastructure Upgrade

National Marine Sanctuary of American Samoa (NMSAS)

1.0 BACKGROUND

The National Oceanic and Atmospheric Administration (NOAA) Office of National Marine Sanctuaries requires a comprehensive upgrade to the security surveillance infrastructure at the National Marine Sanctuary of American Samoa. The objective is to enhance video coverage and monitoring capabilities to ensure the safety and security of personnel, visitors, and federal property.

A pre-bid site visit is highly recommended. Vendors should conduct a thorough inspection to assess site conditions that may impact project cost and technical performance. To coordinate a site visit, please contact the designated point of contact during standard business hours (Monday – Friday, 08:00 – 16:00).

2.0 GENERAL REQUIREMENTS

The legacy security system has reached end-of-life and contains significant coverage gaps. The contractor shall furnish and install all security system components as defined in the deliverables.

This includes the provision of all site materials, labor, specialized equipment, and technical services required for a turnkey solution. The project site must be maintained in a clean and professional state throughout the period of performance.

3.0 CONFIDENTIALITY

All data and documentation generated under this requirement are the exclusive property of the U.S. Government and must be managed in accordance with strict confidentiality protocols.

4.0 PLACE OF PERFORMANCE

National Marine Sanctuary of American Samoa Tauese P.F. Sunia Ocean Center P.O. Box 4318 Utulei, American Samoa 96799

5.0 DELIVERABLES

The contractor shall provide all engineering, materials, labor, and equipment necessary to deploy the following enterprise-grade security camera system.

This section specifies the technical deliverables and intended functional application for the NMSAS Tauese P.F. Sunia Ocean Center security installation.

1. NVR, 36-Channel Network Video Recorder, PoE, 3 HDD Bays (Reolink RLN36)

● Function: Serves as the central head-end for recording and managing high-definition video streams. Supports Power over Ethernet (PoE) for streamlined deployment and features three high-capacity HDD bays for scalable archival storage (up to 48TB).

● Application: Centralized management and secure data retention for all network camera feeds.

2. PoE Security Camera, 105-Degree Viewing Angle, 5X Zoom (Reolink RLC-811A)

● Function: IP surveillance camera providing 105° field-of-view (FOV), 5X optical zoom, and integrated AI analytics (human/vehicle/pet detection). Features two-way audio and enhanced night vision.

● Application: Perimeter and entry/exit point monitoring requiring high-detail imaging and proactive alerting.

3. PoE Security Camera, 4K Resolution, 93.2-Degree Viewing Angle (Reolink CX820 Dome)

● Function: Discreet dome-form factor camera providing ultra-high-definition (4K) resolution and smart motion analytics.

● Application: Interior monitoring for high-traffic or sensitive indoor areas requiring low-profile hardware.

4. HDD, Western Digital Security Purple, 8TB

● Function: Surveillance-optimized storage media designed for 24/7 continuous write operations.

● Application: Video data retention supporting compliance and evidentiary review requirements.

5. Switch, 16-Port Gigabit Unmanaged POE+ (NETGEAR GS316PP)

● Function: Managed-lite PoE+ switches providing high-bandwidth data connectivity and centralized power for network cameras.

● Application: Network distribution and power management for all IP surveillance endpoints.

→ 1-Year Warranty

● Provision: Full coverage for hardware failure and workmanship defects for a period of twelve (12) months following final acceptance.

● Application: Service Level Agreement (SLA) to ensure continuous system operational readiness.

Summary: This requirement provides an integrated, high-availability surveillance solution for the NOAA NMSAS Tauese P.F. Sunia Ocean Center. All components are selected for maximum reliability and interoperability.

Security Cameras

The system architecture comprises 12 exterior and 8 interior IP cameras integrated into a network-based recording system, with a minimum retention period of 30 days.

MITIGATING SUPPLY CHAIN RISK [OCT 2023]

The Department of Commerce (DOC) utilizes a Supply Chain Risk Management (SCRM) Program to identify, assess, and monitor supply chain risks of critical vendors. The Government may use any information, public and non-public, including all-source intelligence for its analysis. The Contractor agrees that the Government may, at its own discretion, perform audits of supply chain risk processes or events consistent with other terms in the contract regarding access to records and audits. An onsite assessment may be required. Through the information obtained from a SCRM program, DOC may assess vendors and products through multiple risk lenses such as national security, cybersecurity, compliance, and finance. If supply chain risks are identified and corrective action becomes necessary, mutually agreeable corrective actions will be sought based upon specific identified risks. Failure to resolve any identified risk may result in contract termination.
