About this file

This is a Questions and Answers (Q&A) document addressing 36 clarification inquiries regarding a NOAA security camera system procurement in American Samoa. The document does not establish contractual terms, pricing, or award information but rather provides technical and administrative guidance for offerors.

The procurement requires a 20-camera security system comprising 13 exterior bullet cameras and 7 interior turret cameras with 24-hour continuous recording at 3840×2160 resolution (8 megapixels) at 25 FPS using H.265/H.264 compression. Storage must support minimum 30-day retention on two external 16TB hard drives configured in RAID 1 mirroring. The system operates via Power over Ethernet (PoE) without internet connectivity and must include an Uninterruptible Power Supply (UPS) for continuity during outages. Key equipment includes two PoE switches, an NVR, and associated cabling and infrastructure modifications. NOAA referenced specific Reolink and Netgear models as baseline guidance only; offerors may propose alternative compliant equipment meeting stated technical specifications and NDAA Section 889 cybersecurity requirements. Installation is limited to regular facility hours with restricted access to control rooms and management offices. The contractor must remove existing equipment (retained onsite), train 5 NOAA staff to system proficiency, provide comprehensive documentation including user manuals and system maps, and bear all warranty-period freight costs. No special territorial permits or certifications are required due to pre-established routing pathways. Compliant equipment substitutions require Technical POC approval prior to installation and Contracting Officer approval if substitutions alter price or performance terms.

Text version

1. The SOW identifies 12 exterior cameras and 8 interior cameras. However, the Implementation Plan specifies 13 Reolink RLC-811A cameras and 7 Reolink CX820 cameras.

Please confirm the required quantity of each camera model and identify which of the 20 listed locations should receive each model.

Requires 13 exterior cameras and 7 interior cameras

2. What documentation must an offeror provide to demonstrate that the proposed equipment complies with NDAA Section 889, FAR 52.240-90, FAR 52.240-91, and applicable NOAA cybersecurity and supply-chain requirements? Will a manufacturer’s model-specific compliance Is certification sufficient?

The manufacturer’s model-specific compliance Is sufficient.

3. Please verify whether the Reolink CX820 is the intended model for the interior cameras, given that the manufacturer typically classifies the CX820 as a turret camera instead of a standard dome camera.

We prefer 13 bullet cameras for the exterior and 7 turret cameras for the interior.

4. The CX820 uses ColorX low-light technology and a built-in spotlight rather than conventional infrared illumination. Will this satisfy the nighttime-operation requirement at the proposed interior locations, or must the interior cameras include infrared illumination?

ColorX low-light technology is suitable for both indoor and outdoor applications.

5. The SOW requires the cameras to connect through PoE switches but separately specifies 12V DC power supplies for the exterior and interior cameras. Are separate 12V power supplies required, or should the cameras be powered exclusively through PoE?

Please note that the Reolink product line is referenced strictly as a baseline guide. We welcome turn-key solution proposals from all vendors, which will be evaluated based on our technical criteria. Our existing setup is powered via Power over Ethernet (PoE). However, to maintain operations during a power outage, a sufficiently sized Uninterruptible Power Supply (UPS) must be included for the security system.

6. The SOW describes the Reolink RLN36 as a PoE NVR. However, the RLN36 does not contain built-in PoE camera ports and requires separate PoE switches. Please confirm that the intended architecture is for all cameras to connect to the two specified PoE switches, which will then connect to the RLN36 NVR.

The Reolink product line is provided purely for baseline reference. We encourage turn-key solution proposals from all vendors. These will be evaluated based on whether they meet or exceed our technical requirements.

7. The SOW identifies the Netgear GS316PP and describes it as “managed-lite,” but the GS316PP is an unmanaged PoE+ switch. Please confirm whether the specified unmanaged GS316PP is acceptable or whether NOAA requires a managed or smart-managed switch.

The existing security camera system operates via Power over Ethernet (PoE) and functions without requiring internet connectivity. An unmanaged switch is sufficient, as its primary purpose is to deliver power and simultaneously transmit high-speed video data from each camera over Ethernet, rather than handling network management.

8. Must all 20 cameras record continuously 24 hours per day, or may the system use motion- or event-based recording?

24hrs a day.

9. Please provide the minimum required recording resolution, frame rate, bitrate, compression format, and audio-recording requirements.

Must meet or exceed the following specifications:

• Resolution: 3840×2160 (8 Megapixels) @ 25 FPS

• Frame Rate:

- Main Stream: 2 FPS – 25 FPS (Default: 25 FPS)

- Sub Stream: 4 FPS – 15 FPS (Default: 10 FPS)

• Video Compression: H.265 / H.264

• Audio Recording: Not Required

• Weather Resistance: Required

10. Does the minimum 30-day retention requirement apply to continuous recordings from all 20 cameras at full resolution? If so, may the contractor increase the number or capacity of the hard drives beyond the two 8TB drives listed in the Implementation Plan to ensure Compliance?

Yes. Provide two 16 TB external hard drives rather than 8 TB drives.

11. Is RAID configuration or other storage redundancy required? If so, please identify the required RAID level or redundancy standard.

RAID 1 (Mirroring): Copies identical data onto two or more drives. It offers high reliability and safe recovery if a drive fails, but usable storage capacity is cut in half

12. May the contractor reuse existing network cabling, conduit, junction boxes, pathways, racks, monitors, power sources, or related infrastructure if it is inspected, tested, and determined to be serviceable?

Yes, contractors need to assess and determine what can be used and replaced.

13. Is the contractor responsible for disconnecting and removing the existing security-camera system? If so, should the removed equipment be delivered to NOAA, retained onsite, or disposed of by the contractor?

Yes, retained onsite.

14. Are floor plans, site drawings, proposed cable routes, approximate cable distances, ceiling heights, wall-construction details, or mounting elevations available? If this information is security-sensitive, may it be reviewed during the site visit?

Yes, the contractor may schedule an appointment to conduct a facility assessment.

15. Does NOAA anticipate any trenching, underground cabling, concrete cutting, core drilling, roof penetrations, utility-pole installation, or aerial cabling?

None required, because the routing pathway has already been set up.

16. Please identify the required raceway or conduit for exterior cabling. Must interior Cat6 cabling also be installed in conduit, or may it be installed above accessible ceilings using code-compliant cable supports?

Evaluate and leverage existing infrastructure first. Conduit is not required unless the contractor provides a valid justification, at which point the requirement will be reassessed.

17. Will NOAA provide the local-area-network connection and internet service required for authorized remote viewing? Will NOAA’s IT personnel provide required firewall rules, VLAN configuration, IP addresses, credentials, and cybersecurity approvals?

No network connectivity is required.

18. Should remote viewing be limited to designated computers on NOAA’s internal network, or is secure offsite or mobile access required? Is use of the Reolink manufacturer cloud service or mobile application permitted under NOAA cybersecurity policies?

No network connectivity is required.

19. Will NOAA provide the reception-desk monitor, workstation, keyboard, mouse, and network connection, or must these items be furnished by the contractor? Does NOAA require dedicated viewing equipment in the Superintendent, Deputy Superintendent, and Staff Area offices?

We already possess monitors, keyboards, and mice for 4 stations. However, we request a monitor setup in the new staff office space. Specifically, we require ONE monitor, a mount, and an HDMI connection extending from the main security station to this newly added location.

20. Is an existing secure equipment rack or cabinet available? Must the contractor furnish a rack or cabinet, uninterruptible power supplies, surge protection, or power conditioning for the NVR, PoE switches, monitoring equipment, and related components?

While existing closet shelf space is currently in use for the system, the contractor will need to modify the space to ensure all required equipment can be stored securely and accessed easily..

21. Are suitable electrical receptacles available at the proposed NVR, switch, and monitoring locations? If additional receptacles or branch circuits are required, should that electrical work be included in CLIN 0001?

The contractor may conduct a site evaluation to assess the area and provide recommendations on required setup.

22. Section 6.0 states that state certification and licensing are required. Because the place of performance is American Samoa, please identify the specific territorial business, electrical, low-voltage, CCTV, manufacturer, or other license or certification required.

Please also clarify:

a. Whether the license must be held directly by the prime contractor or may be held by the qualified technician or firm performing and supervising the installation;

b. Whether the required documentation must be submitted with the quotation or before performance; and

c. Whether territorial permits or inspections are required.

Because the routing pathways have already been set up, no special permits, inspections or local certifications are required.

23. The evaluation criteria require relevant experience performing the same or similar services within the past two years. May an offeror demonstrate technical capability through the recent experience of its proposed project manager, qualified technicians, or team member, or must the experience have been performed directly under the offeror’s corporate name? Please also confirm whether a minimum number of projects or references must be submitted.

Answer: Any relevant past performance / experience is acceptable regardless of whether the company was a prime or subcontractor, so long as it is indicated as such. There is no minimum number of projects or references.

24. Must installation occur only during normal facility hours, or may work be performed after hours or on weekends with prior approval? Are any proposed installation areas subject to restricted or limited access?

Work is limited to regular facility hours. Access to the control room, server room, and Management offices is restricted.

25. Are any camera locations expected to require a scissor lift, boom lift, scaffolding, or specialized fall-protection equipment? If so, please provide the approximate mounting heights and confirm whether the facility can accommodate such equipment.

Access to all required locations can be achieved using a 10-foot ladder; the contractor can perform a site verification to confirm.

26. Please identify:

a. The number of NOAA employees requiring system training;

5 staff

b. Any minimum training duration;

Training will conclude once personnel demonstrate proficiency with system operations, full access, and troubleshooting.

c. Whether training must be entirely onsite; and Training should ideally be conducted on-site using provided equipment.

d. The required final documentation, including any as-built drawings, cable schedules, camera-location charts, equipment serial numbers, IP-address schedules, configuration backups, warranty documents, and operating manuals.

Yes, please provide operating manuals, and any documentation that will help maintain the security cameras.

27. Please identify the required response time, onsite arrival time, repair time, or system-restoration standard during the one-year warranty period. Please also confirm whether the contractor is responsible for all freight and transportation costs associated with warranty replacements.

Yes, the contractor is responsible for all freight and transportation costs w/ warranty replacements.

28. Please identify the required acceptance-testing procedures and final-acceptance criteria, including any requirements for camera positioning and coverage, daytime and nighttime image quality, storage verification, remote-viewing and playback testing, cybersecurity approval, training completion, and final documentation.

Please provide the specific criteria we need to meet to consider this project "complete."

Specifically, we need to know:

● Camera Setup: How do we verify that the cameras are positioned correctly and cover the right areas? The contractor will swap out the 16 existing cameras for new ones, while staff will direct the placement and positioning of the remaining 4 cameras.

● Video Quality: What are the standards for acceptable image quality during the day and at night? 4mp (2k) indoor, and 8mp (4k) outdoor.

● System Testing: What specific tests are required to confirm:

● Storage: The system is recording and saving footage correctly. Provide staff training on troubleshooting procedures and periodically verify system storage.

● Remote Access: Authorized users can view and play back recordings remotely.

No need.

● Approvals: What documentation is needed to satisfy cybersecurity and final acceptance requirements? TBD after identification of actual items to be installed and final installation.

● Handover: What constitutes "completed training" for the staff, and what final documents (like manuals and system maps) are required to close the project? Training will finish when staff show they are proficient in operating the system, accessing full functionality, and troubleshooting issues. Comprehensive documentation must feature user manuals, system layout maps, step-by-step instructions, and troubleshooting guides.

29. If a specified model becomes unavailable, discontinued, or cannot be delivered within the required performance period, may the contractor propose an equal or superior compliant replacement for written approval by the Contracting Officer?

Answer: Compliant replacements would require approval by the Technical POC prior to installation. Should the replacements change any terms of the original order (i.e. price, performance period), this would require written approval of the Contracting Officer.

30. Trade Agreements Act / Buy American compliance (FAR 52.225-3, 52.225-4) -

The Statement of Work deliverables list specific commercial off-the-shelf equipment (Reolink RLN36 NVR, Reolink RLC-811A and CX820 cameras, Western Digital Purple HDDs, NETGEAR GS316PP switches). As these clauses are incorporated in Section IX, could the Contracting Officer confirm whether the Government requires the specific brands/models listed in the SOW as a firm requirement, or whether an offeror may propose NDAA Section 889-compliant, TAA-compliant equivalent equipment that meets or exceeds the stated technical specifications (resolution, channel count, storage capacity, PoE support)? We want to ensure our quote certifications under 52.225-4 are accurate and would appreciate clarification before submission.

Answer: The brands listed are used for reference. We will accept quotes for any turn-key solution and evaluate based on meeting technical specifications.

31. Camera count reconciliation -

Section 5.0 of the SOW lists 12 named exterior camera locations and 8 named interior camera locations (Cameras 1-20). The Implementation Plan paragraph in the same section separately states 13 exterior (RLC-811A) and 7 interior (CX820) cameras. Could the Contracting Officer confirm which camera count and split is authoritative for quote purposes: the 20 named locations (12 exterior / 8 interior), or the Implementation Plan's 13/7 split?

We need 13 exterior cameras and 7 interior cameras= 20 cameras

32. Monitoring Equipment: The SOW references a Monitoring Station (Head-End) at the Reception Desk and remote viewing for the Superintendent, Deputy Superintendent, and Staff Area offices, but does not list a display/monitor or a desktop computer/workstation among the deliverables. Should a TV/monitor and desktop computer be included in our quote to support this functionality?

While monitors are currently on hand, an additional monitor, mount, and HDMI cable are required for the new staff office space to connect the display from the security camera shelf to the new location.

33. Camera Count Discrepancy: The "Security Camera System" section specifies 12 exterior and 8 interior cameras, consistent with the itemized camera location list (Cameras 1-20). However, the "Implementation" section specifies 13 Reolink RLC-811A (exterior) and 7 Reolink CX820 Dome (interior) cameras. Could you confirm the correct camera type and quantity split?

We need 13 exterior cameras and 7 interior cameras= 20 cameras

34. PoE Switch Quantity: Deliverable #5 lists a single 16-port Gigabit PoE+ Switch (NETGEAR GS316PP), while the Implementation section specifies two (2) such switches. Given 20 cameras plus NVR uplink would exceed the capacity of a single 16-port switch, please confirm the required quantity of switches to include in our quote.

The provided item list serves as a baseline reference for a full security system. Turn-key solutions from any vendor are welcome and will be evaluated against our technical specifications. However, the proposed solution must meet or exceed the performance and functional requirements of a 20-camera system.

35. Power Supply Requirements: The SOW specifies DC 12.0V, 1A, <12W power supplies for both exterior and interior cameras, in addition to PoE. Please confirm whether standalone power supplies are required for all camera locations, select locations only (e.g., for PoE distance extension), or whether this reflects boilerplate language that does not apply given PoE power delivery.

While existing cameras rely on PoE supplied directly by the NVR, the updated system must include an Uninterruptible Power Supply (UPS) to protect equipment and prevent recording disruptions during power outages.

36. NVR Storage Capacity: The specified NVR (Reolink RLN36) supports up to 48TB across 3 HDD bays, but the Implementation section calls for two (2) 8TB drives (16TB total), leaving one bay unpopulated. Please confirm whether a third drive should be included in our quote or reserved for future expansion.

No, TWO external (16tb) will suffice, but optional depending on the recommendation from the contractor if needed.
