About this file

This is a Statement of Work (SOW) for the complete renovation of the Aircrew Duty Berthing Room in Building D at USCG Sector San Diego, located at 2170 N. Harbor Drive, San Diego, California 92101. The contractor must provide all personnel, equipment, supplies, transportation, tools, materials, and supervision necessary to modernize the space for active-duty personnel. The scope encompasses four primary work phases: (1) Lighting Renovation—demolition of six existing light fixtures in sleeping rooms, hallway, and bathroom, with installation of new fully dimmable LED fixtures featuring selectable red-light mode, electrical modifications, wall and ceiling repairs, and operational verification; (2) Bathroom Renovation—removal of existing toilet, sink/vanity, mirror, shower pan, tile flooring, and vinyl splash guards, followed by installation of new commercial-grade fixtures including an enclosed under-sink storage sink/vanity, low-maintenance sheet vinyl flooring, and waterproofing of all surfaces; (3) Flooring Installation—removal of approximately 590 square feet of existing carpet and installation of Luxury Vinyl Plank (LVP) flooring with new baseboards and trim throughout berthing spaces; and (4) Interior Painting—preparation and painting of walls and trim in six sleeping rooms and the common passageway.

The solicitation (37250PR260000050) is a Total Small Business Set-Aside issued by the Department of Homeland Security US Coast Guard, with questions due by September 15, 2026, and proposals due by September 18, 2026, by 11:59 PM Eastern Time. A hazardous materials survey (AESS Job No. 26-092) determined that no asbestos was detected in the berthing room; however, lead was detected at very low concentrations, requiring appropriate handling protocols during demolition activities. All work must comply with local and federal building codes, with proper connection of new fixtures to existing water, sewage, and electrical systems.

2.2 Demolition & Hazardous Material Handling

· CRITICAL ASBESTOS SAFETY NOTE:

No asbestos was detected in the Berthing Room in Building D (AESS Job No. 26-092).

· LEAD SAFETY NOTE: AL ASBESTOS SAFETY NOTE:

Lead was detected at a very low concentration of <0.00146% by weight for the NW floor, <0.0039% by weight for the NW wall, and <0.00349% by weight for the N wall of the Berthing Room in Building D (AESS Job No. 26-092). While these concentrations are well below the EPA/HUD threshold for Lead-Based Paint (LBP) of 0.5% (5,000 ppm), any detectable level of lead triggers Cal/OSHA Lead in Construction Standard (8 CCR § 1532.1) compliance.

Final Clean-up & Waste Characterization Maintain clean containment zones daily. Upon completion, perform a final detailed cleanup of all work areas.

· Surface Protection: The contractor shall protect all adjacent surfaces, hallways, pathways, and building furniture during all prep, painting, and construction phases.

· Debris Removal: The contractor shall remove all construction debris, empty paint cans, masking materials, and surplus tools from the site immediately upon project completion.

· Paint & Splatter Prevention: The contractor shall leave the final work area professionally cleaned and completely free of grout haze, dust, adhesive spills, or paint drips, runs, splatters, and residue.

· LEAD DEBRIS NOTE: Debris and waste generated from the removal of the lead-containing material must be evaluated for appropriate disposal classification (such as Toxicity Characteristic Leaching Procedure (TCLP) or Total Threshold Limit Concentration (TTLC) waste characterization) prior to disposal, consistent with California hazardous waste regulations. All waste must be legally disposed of off-site. Government dumpsters shall not be used.

2.3 Unexpected Hazardous Materials Protocol

If, during the performance of work under this contract, the contractor encounters any previously unidentified material that is suspected to be hazardous (including, but not limited to, lead, asbestos, heavy metals, or toxic chemical residue) outside of the areas already documented in the provided survey report (AESS Job No. 26-092), the contractor shall:

Immediately halt work in the affected area and secure the immediate vicinity to prevent personnel exposure or disturbance of the suspect material.

Implement appropriate local controls to isolate the area.

Notify the Unit Point of Contact (POC) and the Contracting Officer (KO) verbally within four (4) hours, followed by written notification within twenty-four (24) hours.
