1. GENERAL

Scope of Work

Samoa Janitorial Services

The Contractor will provide all labor, equipment, tools, chemicals, supervision, and other items or services necessary to perform the work as defined in this Statement of Work {SOW).

• 2. • PERSONNEL:

1. Project Manager: The Contractor will identify a Project Manager who will be responsible for the competent performance of the work.

2. The Project Manager will have authority to act for the Contractor at the facility to ensure the contract effort is performed as citied in the Statement of Work.

3. The Project Manager or designated representative will meet with Government personnel designated by the Contracting Officer to discuss immediate problem areas.

The Project manager or a representative will respond within 2. hours after notificatio The Contractor will provide call should the n_ eed arise.

4. The Project Manager must be able to read, write, speak and understand English.

5. Employees' Identification: Contractor personnel must be recognizable as such while in

FAA facilities. This may be accomplished by wearing distinctive clothing bearing the company name and employee's name.

The Contractor is responsible for acquiring an appropriate umber of badges to meet their needs at his own expense. If the Government for security purposes·issues a badge, no other badge is required.

3. LOST AND FOUND PROPERTY

It is the responsibility of the Contractor to ensure that all articles of possible personal or monetary value found by the Contractor's employees are turned in to an office designated by the COR.

4. OUALICY CONTROL/QUALITY ASSURANCE

Quality Control: The Contractor will establish a complete Quality Control Program to assure the requirements of the contract are provided as specified. One copy of the Contractor's Quality Control Program will be provided to the COR at a Pre-Performance conference. An updated copy must be provided the CO R on contract start date and as changes ·occur. The program will include, but not limited to, the following:

1) An inspection system covering all the services to be performed under the contract. It must specify areas to be inspected on both a scheduled or unscheduled basis and the title of the individual(s) who will do the inspection.

2) A method of identifying deficiencies in the quality of services performed before the level of performance becomes unacceptable.

3) A file of all inspections conducted by the contractor and the corrective action taken.

This documentation will be made available e to the COR during the term of the contract.

4) Performance Evaluation Meetings: The Project Manager will meet with the COR weekly at the facility.during the first month of the contract. Meetings will be as often as necessary thereafter as determined by COR. However, a meeting will be held

Samoa Janitorial Services whenever a Contract Discrepancy Report is issued. A mutual effort will be made to resolve all problems identified. The Contractor's Project.Manager and COR. will sign the written minutes of these meetings. Should the Contractor not concur with the minutes, he will state in writing to the Contracting Officer any areas wherein he does not concur.

5. UNFORSEEN FACILITY CLOSURES

When ah unforeseen facility closure occurs on a regularly scheduled day of work, the Government will have the following options:

1) To require the Contractor to perform the work on the following day unless the following day is a Saturday or Sunday and routine work is not scheduled for Saturda or Sunday.

2) To forego the work and reduce payment d. e to the Contractor accordingly for work n performed·on a prorated basis.

3) To reschedule the work on any day satisfactory to both parties.

6. FEDERAL HOLIDAYS

Except as noted in the Schedule of Work, work will not be required on the following holiday nor on holidays observed in lieu thereof:

New Year's Day President's Day Memorial Day Juneteenth Independence Day

Labor Day Columbus Day Veteran's Day Thanksgiving Christmas Martin Luther's Birthday Observance

When a service is required less than three times per weekend the time for the service falls on a holiday, the work will be acc�mplished on the day following or preceding the holiday.

7. KEY CONTROL

The Contractor will establish and implement methods of ensuring that no keys that are issue , to the Contractor by the Government are lost, misplaced, and are not used by unauthorized persons. No keys issued the Contractor by the Government will be duplicated. The Contracto will develop procedures covering key control that will be included in his/her quality control plan.

1) The Contractor may be required to replace re-key, or reimburse the Government for replacement oflocks or re-keying as a result of Contractor losing keys. In the event a master key is lost or duplicated, all locks a d keys for that system may be replaced by the Government and the total cost deducted from the monthly payment due.

2) The Contractor will report the occurrence fa lost key immediately to the COR but no later than the next duty day.

3) _It is the responsibility of the Contractor to prohibit the U:se of _keys issued by the Government by any persons other than the contractor's employees. It is also the responsibility of the Contractor to prohibit he opening oflocked areas by the

Contractor's employees to permit entrance of persons other than Contractor's employees engaged in the performance of assigned work in those areas

8. CONSERVATION OF UTILITIES

The Contractor will be directly responsible for instructing employees in utilities conservatio practices. The contractor will be responsible for operating under conditions that preclude the waste of utilities, which will include but will not necessarily be limited to:

1) Lights will be turned Q_ut in non-occupied pace/areas when work is finished

2) Mechanical equipment controls for heating ventilati'on, and air conditioning systems will not be adjusted by the workers

9. 3) Water faucets will be turned off when not in use

4) Government telephones will not be used for personal reasons or far ariy toll or long distance calls.

10. HOURS OF OPERATION

The Contractor will only perform work during the shift shown in• the schedule of work attached hereto unless otherwise approved.

11. CONTRACTOR'S EMPLOYEES

1) will be subject to all Federal rules and reg1:1Iations relative to entering and leaving th building(s)

2) will be physically able to do their assigned work and will be free from any communicable disease.

3) will not disturb paper on desks, open desk drawers or cabinets, or use Government telephones.

12. SAFETY AND FIRE PREVENTION

The Contractor will be responsible for instructing her /his employees in appropriate safety measures. Housekeeping employees must not place mops, brooms, machines, and other equipment iri traffic lanes or other locations in such a manner as to create safety hazards.

Appropriate, neat'appearing, well-kept signs to indicate "Danger Hazardous Floors, Walk Left or Walk Right," as applicable, will be provided by the Contractor and approved by the COR prior to use. Such signs will be displayed at all times in all areas where cleaning operations are in progress which necessitate the use of any equipment or supplies such as buckets, wires, ladders, water; wax, etc., which cause a traffic obstruction or personnel hazard. Contractor's employees will be required to interrupt their work to allow passage of personnel, equipment or carts. When the cleaning ofa public traffic area (i.e., lobbies or corridors) results in the te:mporary hazard of wet/slippery floors, housekeeping personnel will use parallel wet mopping or cleaning procedures.

12. PERSONNEL TRAINING

The Contractor will be responsible for the training of her /his employees in the following areas:

1) Proper use and handli'ng of contract specified and approved detergents, supplies, an equipment.

2) Care and maintenance of Contractor and Government furnished property.

3) Familiarization with fire prevention and safety procedures.

4) Familiarization with applicable FAA polices/ regulations and their effect on housekeeping services.

13. DEFINITION

As used throughout this statement of work, the following terms are defined below:

1) COR: Contracting Officer's Representative That Government person responsible for checking Contractor performance. However, the COR has no authority to alter the terms of the contract. The COR willbe designated in writing by the Contracting Offic at the time of contract award

2) Clean Interior Window Surfaces, if any: After window has been cleaned traces of film, dirt, smudges, water, and other foreign will be removed from frames, casings, sills, and glass.

3) Remove Trash: All wastebaskets, cigarette butt receptacles (ashtrays, butt cans, etc.), and other trash containers within the area will be emptied and returned to their initial location. Boxes, cans, and papers p aced near a trash receptacle and marked "TRASH" will be removed. Any obviously soiled or torn plastic trash receptacle liner in such receptacles will be replaced Ashes and debris will be removed from cigarett butt receptacles placed in a nonflammable container. Trash will be disposed of in plastic bags secured with bags secured with bag ties. The Contractor will pick up an trash that may fall onto the facility ground during the removal of such collected trash The trash will be deposited in the nearest outside trash collection point.

4) Vacuum Carpet: After being vacuumed, the carpeted floor will be free of all visible litter and soil. Any spots will be remove as soon as noticed. All tears, burns, and raveling will be brought to the attention to the COR. Chairs, trash receptacles and easily moveable items will be moved to vacuum.

S) Floor Maintenance: All floors accessible floor machines except those having carpet or specified elsewhere as having a special floor will receive floor maintenance. After receiving floor maintenance, the entire floor will have a uniform coating of a nonskid floor finish, have a uniform glossy appearance, and be free of scuff marks, heel marks, and other stains, and discoloration. All floor maintenance solutions will be removed from baseboards, furniture, trash receptacles, etc. Chairs, trash receptacles, and easily moveable items will be tilted or moved to maintain floors underneath. All moved items will returned to their proper positions when all operations have been completed. Floor maintenance includes the techniques of dry buffing, spray buffing, stripping, and waxing as required to achieve the above stated results. The techniques used depend upon the materials, equipment, and personnel us�d to do the job.

The Contractor need not apply the techniques to the entire floor, unless nec�ssary, only to the portion of the floor needing work to bring the entire floor up to the standard.

6) Mop Floors: All accessible areas will be mopped. Chairs, trash receptacles, and easily movable items will be moved to mop underneath. After being mopped, the floor will have a uniform appearance, with no streaks, swirl marks, detergent residue, or any evidence of soil, stains, film, debris, or standing water. There will be no splash mar or mop streaks on furniture, walls, baseboards, etc., or mop strands remaining in the area. Do not mop wood or carpeted floors.

7) Sweep Floors: After the flo9r has been swept, the entire floor surface, including come s and abutments, will be free of litter, dust, and foreign debris. Chairs, trash receptacle and easily movable items will be tilted or moved to sweep underneath.

8) Walk-Off Mat Cleaning: Carpet-_ty pe entrance mats will be vacuumed to remove soil and grit and to restore resiliency of the carpet pole. Rubber or polyester entrance mats will be swept, vacuumed, or hosed-down 'outside to remove soil and grit Soil and moisture underneath entrance mats will be removed and mats returned to their normal location.

9) Low Dusting: After low dusting, all dust, lint, litter, and dry soil willbe removed fro the horizontal surfaces of desks, cha(, file cabinets, and other types of office furniture and equipment and from ryorizontal ledges, window sills, hand rails, etc., to a line 5'0' above the floor level.

10) High Dusting: After high dusting, all dust, lint, litter, and dry soil will be removed fro all surfaces above 5'0" from the top of the floor surface. Venetian blinds, where installed, are focluded in high dusting.

11) Spot Cleaning: Remove smudges, fingerprints, marks, streaks, etc., from washable surfaces of walls, partitions, doors, and fixtures. Germicidal detergent will be used in restrooms, locker rooms, break areas, and drinking fountains. Brass hardware, aluminum bars, and other metal on doors and cigarette urns will be polished wi.th polishing compound. After spot cleaning, the surface will have a clean, uniform appearance, free of steaks, spots and other evidence of removed soil.

12) Clean Drinking Fountains: Disinfect all porcelain and polished metal surfaces, including the orifices an· ct drain. After cleaning, the entire drinking fountain will be free from streaks, stains, spots, smudges, scale, and other obvious soil.

13) Clean Chalkboards: Unless marked "DO NT ERASE", chalkboards will be cleaned by removing all writing, dust, streaks, marks, and smudges from the chalkboard and cha!k tray.

14) Clean Light Fixtures: After cleaning, light fixtures will be free of bugs, dirt, dust, grease, and other foreign matter.

15) GJass Cleaning: Includes all glass partitions, interior and exterior glass doors, display cases, directory boards, and draft shield on windows, mirrors and adjacent trim. After glass cleaning, there will be no trace foreign matter.

16) Descale Toilet Bowls and Urinals: After descaling, the entire surface will be free from stains, scale, scum, urine deposits, and rust stains.

17) Resupply Restrooms: Restrooms will be stocked so that supplies do not run out.

18) Basic Cleaning: Tasks normally done together on a weekly or more frequent basis. See ati;ached schedule of work.

19) Periodic Cleaning: Tasks done at less frequent intervals. Normally done as project work See attached schedule of work.

20) General Policing: Restrooms, hallways, corridors, stairs, and tops of wall lockers will be kept free oflitter and maintained i an orderly manner.

14. PREMISES AND UTILITES

To the extent possible, the Government will furnish, without cost to the Contractor, designated space(s) for storage of equipment and supplies, and a reasonable amount of utilities from existing sources. These utilities are to be used only in connection with the performance of this contract.

1) The Contractor will maintain such building space to the same standards as similar areas occupied by.the Government.

2) The Contractor will not alter the space, except with the written permission of the Contracting Officer.

3) The Contractor will vacate such building s ace and leave the premises in the condition in which received, fair wear and are accepted, by the time stated for contract completion.

15. MATERIALS

The Contractor will furnish all equipment and tools necessary to properly perform the work defined in this contract.

16. EQUIPMENT ANO TOOLS

The Contractor will furnish all equipment and tools necessary to properly perform the work defined in this contract.

1) All equipment will have bumpers and guard s to prevent marking or scratching of fixtures, furnishing, or building surfaces.

2) All electrical equipment used by the Contra tor will meet all safety requirements of this contract and will be UL approved. This equipment must operate using existing building circuits. It will be the responsibility of the Contractor to prevent the operation or attempted operation of electric equipment, or combinations of equipment, which require power exceeding the capacity of existing building.

3) The Contractor will furnish and use commercial-type beater bar type vacuums for carpeted floors.

. Scope of Work

17. PLAST[C TRASH CAN LINERS

The Contractor will furnish plastic liners for each wastebasket and trash can. The Contractor will replace plastic trashcan liners whenever they become unsightly or contain liquid

18. SUPPLIES

The Contractor will furnish all necessary supplies including but not limited to the following:

Cleaners Toilet Tissues Detergents Toilet Seat Protective Covers Dust Control Rags Paper hand towels Lava Sticks Soap, hand (liquid, or powder) Polishes Deodorant, urinal, & toilet bowl

Samples of materials will be submitted or the CO for approval prior to coi:itract start and whenever a change occurs.

19. CLEANING TASKS

1) Basic Cleaning: The Contractor must provide cleaning of the indicated areas on the

2) Clean and Supply Restrooms: The Contra or willperform the following work for the indicated areas on the Schedule of Work

a. Remove Trash

b. Mop

c. Sweep Floors

d. Low Dusting

e. Spot Clean

f. Restock Restroom Supplies

g. Completely damp clean and disinfect all surfaces of Toilet Bowls, Urinals, Lavatories, Showers, Dispensers, an Other Such Surfaces, using a Germicidal Detergent.\Disinfect all Surfaces of Partitions, tails, Stall Doors, and Wall Areas Adjacent to Wall Mounted Lavatories, Urinal�, and Toilets.

h. Descale Toilet Bowls and Urinals.

3) Periodic Cleaning: The Contractor is responsible for performing the following cleaning items in accordance with the standards in Paragraph

a. High Dusting

b. Windows, Interior and Exterior

c. Light Fixtures

20. JFORMATION OF SUPPLIES

The Contractor will provide to the Government information monthly on the quantity of supplies used during the course of the contract. Information will be given for all the items listed in Paragraph 19 above. This requirement is for information only.

21. MANAGEMENT

Contractor will provide the work scheduling .. The schedule of work for cleaning and the indicated time frames shown thereon will be the basis for scheduling of work in the specified buildings/area. The specific schedule as to when the work will be done will be submitted for approval of the COR no late than the contract start date and before any changes are implemented. The Schedule must how by building/area the day and shift when tasks will be accomplished.

22. CORRESPONDENCE

Proper routing and distribution of correspondence is required to ensure that the Contracting Officer has knowledge of spec le actions taken under the contract. The Contractor and the COR will furnish the Contracting Officer a copy of all correspondence.

23. INSPECTION-PERFORMANCE

Monthly ( or, if required, more frequent) inspections of all areas and surfaces will be made jointly by the COR and the Contractor. Upon receipt of written notification by the Contracting Officer, from the COR, regarding nonperfor�ance of all other than daily services. the Contractor will be given 48 hours to provide the required corrective action. At the end of this period, or for nonperformance of daily services, the government may have such work done b Government employees or others, with cost(s) chargeable to the Contractor and deducted from his monthly payment, or appropriate deductions will be.made for services not rendered

24. OTHER CONTRACTS

The Government may undertake or award other contractors f9r additional work, and the Contractor will fully cooperate with such other contractors and Government employees, an carefully fit his own work to such additional work as may be specified by the COR. The Contractor will not commit or permit any act that will interfere with the performance of work by any other contractor or by Government employees
