About this file
This is a Statement of Work for preventative maintenance and calibration services for laboratory testing equipment at the Mid-Atlantic Regional Materials Test Laboratory (MARMTL), located at Norfolk Naval Shipyard, Portsmouth, Virginia.
The scope requires Anton Paar to provide annual preventative maintenance, performance verification, support, and recertification of calibration for one Density Meter (Model DMA 4500 M, Serial Number 82296292). All services, including travel and labor, must be performed on-site at MARMTL, Building 184, Room 367. The service period extends for 364 days from the date of award. Upon completion, Anton Paar must deliver an itemized work order detailing all inspection, preventative maintenance, verification, certification, and repair activities performed, along with a performance verification certificate. Lab personnel will validate proper instrument operation using ASTM proficiency samples or QC samples. If the instrument is inoperative or fails to meet ASTM specifications, Anton Paar shall perform repairs at no additional charge. If the instrument cannot be brought within established analytical specifications or if additional parts, repairs, labor, or travel are required beyond the stated scope, Anton Paar must provide a separate itemized quotation.
The document establishes security requirements for contractor access to Norfolk Naval Shipyard, including DBIDS card procedures requiring completion of SECNAV 5512 forms, CVS spreadsheet documentation, vetting through Commander Navy Region Mid-Atlantic, and generation of Green NAVSEA access badges with proof of U.S. citizenship. It also specifies restrictions on portable electronic devices within various facility areas and prohibits their use on Department of Navy Submarines. Key points of contact including Technical Point of Contact, Certifying Official, and Funds Administrator are listed as "TBD."

STATEMENT OF WORK FOR PREVENTATIVE MAINTENANCE AND
CALIBRATION OF DENSITY METER DMA 4500 M
1.0 Organization. Mid-Atlantic Regional Materials Test Laboratory, Code 134.2 Nuclear Chemistry/Industrial Process Application Branch, Bldg. 184, NNSY, Portsmouth VA 23709
1.1 Background. The Mid-Atlantic Regional Materials Test Laboratory (MARMTL) is considered the master lubricants lab for the east coast. The lab supports the Navy and DLA Energy on NSN. The primary mission of the lab is to support the Fleet and other military entities.
A driving factor of the lube program is to provide timely analyses of Sea water samples. Full capability of analyses per specification, timely analyses, and a reliable team are critical in meeting our customers’ needs. We are an accredited lab, capable of testing numerous physical properties of petroleum products including kinematic viscosity, open cup flash point and density/API. To maintain laboratory accreditation, ASTM proficiency testing is performed for the above to validate test methods and instruments performances.
1.2 Objective/Scope: This scope of work covers the service plan for the preventative maintenance, performance verification, support, and annual recertification of calibration of the following instruments, performed by the Anton Paar technician. All travel and labor is included.
Unless otherwise specified, the Anton Paar Certified Technician is responsible for the service and recertification on the instrument (listed below) on-site at the MARMTL facility located at Norfolk Naval Shipyard Bldg. 184 Room 367, Portsmouth VA 23709. A performance verification certificate will be provided after certification for the following:
Density Meter Model Number: DMA 4500 M Serial Numbers: 82296292
After service has been completed, Anton Paar shall provide an itemized work order that details the inspection, preventative maintenance, verification/certification, and/or repair performed. The lab personnel shall analyze an ASTM proficiency sample or QC sample to assure proper operation of each instrument. If the instrument is found to be inoperative or fails to work within its respective ASTM specification, the Anton Paar technical representative shall perform repair at no additional charge. If the instrument cannot be brought within the established analytical specifications, a statement shall be annotated on the work order detailing the problems found. If additional parts, repairs, and labor/travel are required, outside the scope of this specification, Anton Paar shall provide an additional itemized quotation.
2.1 Security NNSY Access Requirements: All contractors, with the exception of permanent party (or “seated” contractors with Common Access Cards (CACs), will be required to obtain a DBIDS card to gain access to NNSY.
(Note: A “seated contractor” is a contractor who received CACs and are granted access to Navy or NNSY information technology systems and are stationed at NNSY as their permanent work location.)
• Procedure for receiving a DBIDS card:
a) Contractor will complete the SECNAV 5512 form(s) and forward them to their NNSY Sponsor/Contracting Officer’s Representative (COR).
b) The sponsor will complete the CVS spreadsheet utilizing the information on the completed SECNAV5512 forms and forward all documents to Commander Navy region mid- Atlantic (CNRMA) for vetting.
c) CNRMA will add the contractor to the “179-Day List” which is utilized by the Pass and ID office to create the DBIDS card.
d) Once on the 179-Day List, the contractor may go to Pass and ID to have their DBIDS card generated.
e) Green NAVSEA access badges can be generated at this point with contractors providing proof of U.S. Citizenship (Birth Certificate/ US Passport).
2.2 Portable Electronic Devices (PEDs): A PED is defined as any non-stationary electronic apparatus with singular or multiple capabilities of, but not limited to recording, storing, and/or transmitting data, voice, video, or photo images (e.g., cell phones, laptops, tablets and wearable devices such as fitness bands and smart watches).
a) NAVSEA 04 Ser 04/281 IMPLEMENTATION PLAN FOR ALLOWING CAMERA-

All PEDs, camera enabled or not, are still prohibited within NWAs and Open Storage Areas.
The allowance of camera enabled PEDs inside of the CIA and Security Islands does not negate existing photography policies. Unofficial photography, filming of video, or live streaming from the camera-enabled PED remains prohibited within the CIA or any NAVSEA controlled space outside of the CIA. Further, audio recordings (both digitally or magnetically) in NAVSEA spaces is prohibited without the approval of the Code 1120 Security Director.
