About this file
This is a Statement of Work (SOW) for the U.S. Coast Guard Surface Forces Logistics Center addressing the replacement of an obsolete fire alarm panel system aboard the USCGC Charles Sexton (WPC-1108). The existing Mircom PRO-2000XS Fire Alarm Panel, installed on Hulls 1101 through 1158, is no longer supported by the manufacturer and has experienced a recent failure with no repair options available. The contractor shall replace this system with a Salwico Consilium Model 5831813-00A fire alarm panel and associated components, which is the current configuration installed on Hulls 1159 and later.
The contractor must provide all personnel, materials, parts, tools, software, test equipment, and supplies, including a qualified Technical Representative familiar with the Salwico Consilium system. Primary tasking includes developing a draft installation drawing and plan for USCG review (with 10 business days for government comments), participating in a teleconference to finalize the plan, traveling to the vessel's homeport in Key West, Florida, and conducting on-site installation work under the supervision of the Contracting Officer's Representative. The on-site work period is limited to a maximum of 11 calendar days (July 27–August 7, 2026), during which the contractor shall remove the existing panel, install the new Salwico Consilium system in accordance with approved plans, and test all interfacing components. The overall period of performance runs from May 18, 2026 through August 7, 2026. Deliverables include the draft installation drawing/plan and a final package containing finalized drawings, parts lists, testing documents, and electronic configuration files to support future installations on additional Fast Response Cutters. Base access is required, and no Government-Furnished Property is anticipated.

PATROL BOAT PRODUCT LINE (PBPL)
STATEMENT OF WORK (SOW)
INSTALLATION OF SALWICO CONSILIUM FIRE ALARM PANEL AND ASSOCIATED COMPONENTS ONBOARD USCGC CHARLES SEXTON (WPC-1108) DATE: 3 Apr 26
1. Background / Problem Description. The Mircom PRO-2000XS Fire Alarm Panel (FAP) installed on Hulls 1101 through 1158 is obsolete and no longer supported by the manufacturer. SFLC-PBPL has exhausted all efforts to maintain supportability of the existing FAP (e.g. controlled parts exchanges, internal circuit card repairs), rendering cutters without an operational fire detection system in event of failure. A replacement FAP (Salwico Consilium Model 5831813-00A) has been approved by the Coast Guard Acquisition Office, with installations beginning on Hull 1159 during new construction.
USCGC Charles Sexton has experienced a recent casualty to their FAP with no repair options. This requirement is to replace the disabled Mircom PRO-2000XS onboard the USCGC Charles Sexton with the Salwico Consilium Model 5831813-00A the current FRC configuration installed on Hulls 1159 and later.
2. Scope. The Contractor shall provide all personnel, labor, materials, parts, tools, software, test equipment, supplies, consumables, and equipment to accomplish tasking. The Contractor shall provide the services of a qualified Technical Representative (Tech Rep) who is familiar with the Salwico Consilium Fire Alarm Panel, to accomplish all tasking. The Tech Rep will be responsible for the following:
· Advise on manufacturer's proprietary system information.
· Assist with installation and repair method(s).
· Ensure compliance with manufacturer's procedures and standards during system disassembly, inspection, and reassembly as applicable.
