About this file
This is a Statement of Work (SOW) for the installation of a Salwico Consilium fire alarm panel replacement aboard the USCGC Charles Sexton (WPC-1108), a U.S. Coast Guard Fast Response Cutter homeported in Key West, Florida.
The contractor must replace an obsolete Mircom PRO-2000XS fire alarm panel with a Salwico Consilium Model 5831813-00A system, matching the configuration installed on newer cutters (Hulls 1159 and later). The contractor shall provide all personnel, labor, materials, parts, tools, software, and test equipment, including a qualified technical representative with expertise in Salwico Consilium systems. Primary tasking includes: developing a draft installation drawing/plan for Coast Guard review; participating in a teleconference to finalize the plan; traveling to Key West to perform on-site work in the presence of the Contracting Officer's Representative; removing the existing fire alarm panel and associated components; installing all replacement parts per the approved plan; conducting comprehensive system testing with all interfacing components; and delivering a final package with completed drawings, parts lists, testing documentation, and electronic files to support future FRC installations. The period of performance runs from June 2, 2026 through August 14, 2026, with the on-site work limited to a maximum of 11 calendar days occurring August 3-14, 2026. The contract is being competitively solicited (RFQ 52000RFQ260024349) as a firm-fixed-price commercial item acquisition under FAR Part 12, with the solicitation closing date extended to May 27, 2026. Primary Coast Guard points of contact include the SFLC-PBPL Engineering sections and the vessel's Engineering Plant Operator.

PATROL BOAT PRODUCT LINE (PBPL)
STATEMENT OF WORK (SOW)
INSTALLATION OF SALWICO CONSILIUM FIRE ALARM PANEL AND ASSOCIATED COMPONENTS ONBOARD USCGC CHARLES SEXTON (WPC-1108) DATE: 3 Apr 26
1. Background / Problem Description. The Mircom PRO-2000XS Fire Alarm Panel (FAP) installed on Hulls 1101 through 1158 is obsolete and no longer supported by the manufacturer. SFLC-PBPL has exhausted all efforts to maintain supportability of the existing FAP (e.g. controlled parts exchanges, internal circuit card repairs), rendering cutters without an operational fire detection system in event of failure. A replacement FAP (Salwico Consilium Model 5831813-00A) has been approved by the Coast Guard Acquisition Office, with installations beginning on Hull 1159 during new construction.
USCGC Charles Sexton has experienced a recent casualty to their FAP with no repair options. This requirement is to replace the disabled Mircom PRO-2000XS onboard the USCGC Charles Sexton with the Salwico Consilium Model 5831813-00A the current FRC configuration installed on Hulls 1159 and later.
2. Scope. The Contractor shall provide all personnel, labor, materials, parts, tools, software, test equipment, supplies, consumables, and equipment to accomplish tasking. The Contractor shall provide the services of a qualified Technical Representative (Tech Rep) who is familiar with the Salwico Consilium Fire Alarm Panel, to accomplish all tasking. The Tech Rep will be responsible for the following:
· Advise on manufacturer's proprietary system information.
· Assist with installation and repair method(s).
· Ensure compliance with manufacturer's procedures and standards during system disassembly, inspection, and reassembly as applicable.
