About this file

This is a Statement of Work for Keysight Equipment Calibration services issued by the U.S. Department of Commerce's National Telecommunications and Information Administration (NTIA), Institute for Telecommunication Sciences (ITS).

ITS requires a one-year support contract with Safran for the Premium Simulation Technical Support Package for the BroadSim T20, a laboratory-grade GNSS signal generator. The primary objective is to unlock the use of several GNSS constellations on the device and obtain technical support to enable ITS engineers to effectively operate the equipment while reducing labor hours and supporting mission operations. CLIN 1 specifies the BroadSim T20 Platform UMS for one year (item number BSI-T20_USM-1YR). CLIN 2 addresses potential equipment repairs, requiring the contractor to submit repair costs to the Contracting Officer's Representative (COR) for approval prior to commencing work; ITS will ship equipment to the repair facility, and the contractor must cover return shipping charges without billing NTIA for freight costs, only for actual repair work. Equipment shall be returned to ITS at the government's designated shipping address upon completion of repairs. The government will not accept freight charges exceeding the awarded contract amount.

STATEMENT OF WORK

Keysight Equipment Calibration

U.S. Department of Commerce

National Telecommunications and Information Administration

Institute for Telecommunication Sciences

1. BACKGROUND

The Institute for Telecommunication Sciences (ITS) provides research and development support for the National Telecommunications and Information Administration (NTIA) by performing basic research in radio science that provides the technical foundation for NTIA’s policy development and spectrum management activities, as well as solves telecommunications challenges for other Federal agencies, state and local Governments, private corporations and associations, and international organizations.

Additionally, ITS addresses emerging telecommunications, information technology, and security challenges and contributes to the creation of telecommunications standards that support the full and fair competitiveness of the U.S. communications and information technology business sectors.

At ITS, a laboratory-grade GNSS signal generator (BroadSim T20) is used on several project to produce accurate GNSS signals based on various constellations and locations for testing purposes. This product is produced by a Safran, and requires a support contract to purchase and utilize several satellite constellations in a synthesized signal. Thus, to support our project’s missions, we require a support contract.

2. OBJECTIVE

ITS requires a support contract with Safran to unlock the use of several GNSS constellations on the device we own. In addition, we require technical support from the company to aid our engineers to effectively use the device, saving labor hours in the meantime as well as supporting the mission.

3. REQUIREMENTS

ITS requires a calibration contract with Safran for one year of the Premium Simulation Technical

Support Package for the BroadSim T20. This is required over the standard due to the requirement for

Software Upgrades that will allow us to use new signals.
