About this file

This is a Notice of Intent to Sole Source, issued by the U.S. Department of Commerce (DOC), Office of Acquisition Management (OAM) in Washington, D.C. The DOC intends to award a one-year base contract on a sole-source basis to SAFRAN FEDERAL SYSTEMS, INC, located at 320 N Goodman Street, Suite 101, Rochester, New York 14607. The sole-source authority is invoked under FAR 6.302-1, citing that only one responsible source exists and no other supplies or services will satisfy agency requirements. The contract pertains to the Premium Simulation Technical Support Package, for which Safran Federal Systems is the incumbent contractor with no authorized resellers. Safran Federal Systems is a proxy-regulated U.S. company with Free of Foreign Ownership, Control, or Influence (FOCI) status and is approved to support classified and unclassified U.S. Government projects and strategic partnerships in Position, Navigation, and Timing (PNT) technologies for the defense market.

The services support the Institute for Telecommunication Sciences (ITS), which provides research and development for the National Telecommunications and Information Administration (NTIA). ITS conducts basic radio science research, spectrum management, and telecommunications standards development. Responses challenging the sole-source justification must be received within 15 days of publication and must clearly defend claims that refute the Government's position regarding the single responsible source determination. No formal solicitation package is available. If no affirmative responses are received within the 15-day period demonstrating that a qualified alternative source is more advantageous, the contract will be issued to Safran Federal Systems INC. Questions must be submitted in writing via email to JBrown4@doc.gov and kpendergast@doc.gov.

THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR

QUOTATION OR PROPOSAL.

The U.S. Department of Commerce (DOC), Office of Acquisition Management (OAM), located in Washington, D.C., intends to negotiate on a sole-source basis and award a one-year base contract to SAFRAN FEDERAL SYSTEMS, INC, 320 N Goodman Street, Suite 101, Rochester, New York 14607.

This acquisition is being conducted under the authority of permitting other than full and open competition, implemented by the Federal Acquisition Regulation (FAR) 6.302-1 “only one responsible source and no other supplies or services will satisfy agency requirements”.

The Institute for Telecommunication Sciences (ITS) provides research and development support for the National Telecommunications and Information Administration (NTIA) by performing basic research in radio science that provides the technical foundation for NTIA’s policy development and spectrum management activities, as well as solves telecommunications challenges for other Federal agencies, state and local Governments, private corporations and associations, and international organizations. Additionally, ITS addresses emerging telecommunications, information technology, and security challenges and contributes to the creation of telecommunications standards that support the full and fair competitiveness of the U.S. communications and information technology business sectors.

Safran Federal Systems INC is the incumbent contractor of the Premium Simulation Technical Support Package with no authorized resellers.

Safran Federal Systems, formerly Orolia Defense & Security, is proxy-regulated U.S. company, Free of Foreign Ownership, Control, or Influence (FOCI). As such, Safran Federal Systems is approved to work on the full spectrum of U.S. Government classified and unclassified projects and is positioned to support strategic partnerships in the development of key PNT technologies for the defense market.

This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government.

Responses must clearly and thoroughly defend any claims or assertions that attempt to refute the Government’s claim. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Information received on this notice must eliminate the Government's concerns and address how the items can be provided without jeopardizing the on-going projects.

If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, a contract will be issued to SAFRAN FEDERAL SYSTEMS INC. There is no solicitation package available. Any questions regarding this notice must be submitted in writing via email to JBrown4@doc.gov and kpendergast@doc.gov.
