About this file

This document is a Statement of Work (SOW) for the antenna relocation services required at the Farco Bluff tower near Brownsville, Texas in support of the Customs and Border Protection (CBP) Remote Video Surveillance System Upgrade (RVSS-U).

The SOW details the scope of work to move a VHF antenna and mounting brackets lower on the existing tower to preserve radio coverage and avoid interference with microwave dishes. The work is expected to take 3-5 days to complete, and the Government will not provide any furnished equipment. This SOW is related to a pre-solicitation market survey issued by the Federal Aviation Administration (FAA) for the antenna relocation services. The market survey requests capability statements from interested vendors, including information on the type of services provided, past performance, years in business, ability to perform the SOW, and proof of SAM registration and certifications if applicable. Responses to the market survey are due by July 26, 2022 and will be used by the FAA to determine the procurement method, which may be a full and open competition or set aside for small businesses, service-disabled veteran-owned small businesses, or 8(a) firms.

SCOPE OF WORK

Antenna Move at Farco Bluff RVSS-U Tower – Brownsville, TX

1. Scope of Work

The scope of work will be to move a VHF antenna, and brackets, on the existing tower to preserve radio coverage and avoid nearfield interactions between VHF antenna and microwave dishes.

• Move Farco Bluff’s VHF ANT150D antenna and mounting brackets lower on the same (western) tower leg and attach it below the guy wire platform so that the top of the mounting bracket is 2 feet below the guy wire platform and the center of the ANT150D is 4 feet below the guy wire platform.

• The ANT150D should be oriented so that its horizontal mounting arm has an azimuth of 270 degrees from North.

• The ANT150D radiating element should maintain a horizontal distance of 33 inches to its vertical mounting pole.

• If possible, the RF cable should be replaced with new 7/8” RF cable with same specifications as the current EUPEN 5228 A cable and installed in a manner that does not prevent the tower from being lowered for maintenance.
