About this file

This is a Statement of Work for the repair of a Regenerative Thermal Oxidizer (RTO) media bed at the Bureau of Engraving and Printing (BEP) Western Currency Facility (WCF) in Fort Worth, Texas. The RTO is a critical air pollution control device that destroys 95% of volatile organic compound emissions from the facility's printing operations, and its failure would require shutdown of all plate printing and offset presses.

The contractor must repair the metal structure supporting the media bed and replace specialized materials within the RTO combustion chamber, which operates at 1,550 degrees Fahrenheit. The period of performance is 365 calendar days beginning February 2024, with materials having a 20-week lead time and work to be performed between June 19-27, 2025. Key requirements include ordering specialized materials immediately after Notice to Proceed, conducting site preparation and evaluation, providing daily project updates, and commissioning the system after completion. The contractor must submit various deliverables including a Quality Assurance Plan, Safety & Fire Prevention Plan, project documentation, and as-built drawings. Work must be performed during non-production hours (7:30AM-4:00PM M-F) and requires BEP escort at all times.

Statement of Work

RTO Media Bed Repair

SECTION I: Background

1.1 The Bureau of Engraving and Printing (BEP) Western Currency Facility (WCF) prints U.S. Currency.

There are two (2) printing departments, Offset and Plate Printing, where press emissions are exhausted to an on-site Regenerative Thermal Oxidizer (RTO). The RTO is an Air Pollution Control Device

(APCD) that destroys at least 95% of the volatile organic compound (VOC) emissions it receives from both of these printing departments. The WCF’s New Source Review (NSR) air permit, issued by the

Texas Commission on Environmental Quality (TCEQ), specifies that in order for Plate Printing and

Offset presses to operate, the RTO must be functioning properly. In other words, when the RTO is down, all presses in Plate Printing and Offset are required to shut down.

1.2 The existing RTO was manufactured in 2009 and installed in 2010. Inside the combustion chamber is a media bed that consists of a metal structural frame, ceramic media blocks and saddles, ceramic fiber modules, and insulation. The ceramic media in the bed is a specialized material required to maintain the 1,550-degree Fahrenheit operating temperature of the RTO. This material is 15 years old and has reached the end of its useful life. During a recent project, the RTO was down/offline for an upgrade. Maintenance and an inspection of the combustion chambers indicated an urgent repair is necessary for continued operations. The structural integrity of the media bed has been compromised and could result in a catastrophic failure of the equipment if left unrepaired. The specialized materials have a 20-week lead time and need to be ordered as soon as possible to minimize the risk of catastrophic failure of the equipment.

1.3 The BEP WCF requires repair of the media bed inside the RTO combustion chamber to sustain operations. The materials must be compatible with the current RTO system. The BEP WCF normally operates twenty-four (24) hours a day, five (5) days per week, except Federal holidays or when the

WCF is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings. Occasional weekend work is performed as needed to meet production demands.

SECTION II: Purpose

2.1 Product, Service, or Outcome Needed. The BEP WCF requires the repair of the metal structure supporting the media bed, and replacement of the specialized materials that make up the media bed.

Additional requirements include removal of spent materials and prompt ordering of specialized materials due to a 20-week lead time.

2.2 Scope of the Product, Service, or Outcome.

2.2.1 The Contractor shall provide all necessary labor, equipment, tools, materials, supervision, transportation, and other items and services necessary to perform the work in accordance with the applicable Industry Standards and this Statement of Work (SOW).

2.2.2 Contractor will provide all materials necessary to repair the media bed of the RTO combustion chambers. These materials must be compatible with the existing RTO system.

2.2.3 Contractor will execute the removal of the existing materials, replacement of those materials, and repair of the media bed’s metal structure.

2.2.4 All work associated with this project shall conform to all applicable codes and equipment manufacturer recommendations.

2.2.5 Contractor shall perform commissioning to verify proper operation of the RTO after work is complete.

SECTION III: Technical Requirements/Tasks/Outcomes

3.1 Due to a lead time of 20 weeks for fabrication and delivery of the specialized materials, the

Contractor shall order all materials as soon as possible following the Notice to Proceed (NTP). BEP requires delivery no later than June 16, 2025, with work to be performed between June 19 and 27, 2025. Period of performance to accommodate lead time on materials.

3.2 Contractor will complete site preparation, including removal of existing media bed materials, to support the repair of the metal structure and installation of new media bed materials.

(OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the CO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the CO to avoid or mitigate any such

OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the CO and in the event the CO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the CO may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

Contractor management will ensure that employees properly comply with the performance work standards outlined in the SOW. Contractor employees will perform their duties independent of, and without the supervision of, any Government official or other Government Contractor. The tasks, duties, and responsibilities set forth in this Contract may not be interpreted or implemented in any manner that results in any

Contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR).

The Government will control access to its facility and will perform the inspection and acceptance of the completed work.

System (EMS) in accordance with ISO 14001:2015. The EMS includes organizational structure, planning activities, responsibilities, practices, procedures, processes, and resources for developing, implementing, achieving, reviewing, and maintaining the environmental policy of the BEP WCF. The EMS is designed to ensure all personnel, including contract personnel, whose work activities can cause real or potential significant environmental impact, are aware of how their work supports the EMS and are competent to perform their roles, responsibilities, and authorities while supporting the BEP WCF

Mission. Electronic versions of EMS documents may be provided to the Contractor upon request to BEP WCF Environmental personnel through the CO. The Contractor does not need to be ISO 14001:2015 certified; however, the Contractor's work under this contract shall conform with all operational controls identified in the applicable agency or BEP WCF

EMS and provide monitoring and measurement information necessary for the Government to address environmental performance relative to the goals of the EMS.

All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the Contractor without written permission from the CO. All materials supplied to the

Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

3.10.30 Federal Law requires that each building constructed or altered by any federal agency shall, to the maximum extent feasible, be in compliance with one of the nationally recognized model building codes and with other applicable nationally recognized codes. Specific codes required by this project are the International Building Code, the NFPA Life Safety
