About this file

This is a Statement of Work (SOW) for the Army National Guard's Local Digital Presence Optimization initiative. The ARNG seeks to enhance the online discoverability and reputation of 12 specified recruiting locations through a comprehensive local search engine optimization program. The primary objective is to increase qualified lead generation by improving online visibility, reputation management, and data-tracking capabilities.

The vendor must meet six core requirements: (1) establish verified and fully-owned Google Business Profiles for all 12 locations with audited foundational business information; (2) optimize locations to rank highly in local search results for recruiting-related keywords across a minimum of 70+ online directories, including desktop and voice search optimization; (3) implement systematic reputation and trust management with positive review generation, monitoring, and alerting processes; (4) provide detailed analytics on incoming calls from search and key GBP performance indicators such as profile views, searches, and user actions; (5) conduct personnel training and enablement for local recruiting staff on Google Business Profile management; and (6) demonstrate expertise in National Guard recruiting with evidence of previous work with the ARNG or similar military branches. The vendor must possess significant experience and deep understanding of the ARNG's recruiting and retention mission. The period of performance consists of Phase 1 (30-90+ days for setup, audit, and verification) and Phase 2 (five months of active local SEO management). Phase 1 deliverables include a local SEO audit and baseline report, GBP ownership and verification, and in-person staff training. Phase 2 deliverables include call tracking numbers and analytics, "Leave a Review" signage, listing management and syndication, reputation management campaigns, local SEO enhancements, and monthly reporting dashboards.
