About this file
This is a Statement of Work (SOW) for rock landscape restoration services at the Upper Mississippi River National Wildlife and Fish Refuge, La Crosse District office in Onalaska, Wisconsin. The project encompasses approximately 1,800 square feet of rock landscaping restoration around the Visitor Center and Office building.
The scope of work requires contractors to remove existing rock, landscape fabric, and aluminum edging while retaining materials for reuse where possible. Contractors must then prepare the surface with a 4% slope away from the building, install commercial-grade permeable landscape fabric/weed barrier with a minimum 5-ounce rating (subject to District Manager approval), reinstall aluminum landscape edging using Permaloc ¼"X4" or similar approved product if replacement is necessary, and reinstall retained rock to a minimum depth of 3 inches. If replacement rock is required, Winona River Rock must be used to match existing coloration. The period of performance runs from October 19, 2026 through December 31, 2026, with work scheduled Monday through Friday excluding federal holidays. A site visit is highly encouraged and expected prior to submitting an offer. Interested parties should contact the Technical Point of Contact, Tim Miller, District Manager, at 608-304-5854 or tim_a_miller@fws.gov to coordinate a site visit.
